Working together to overcome land acquisition difficulties.
In Thang Dien commune, the People's Committee, in coordination with the Vietnam Fatherland Front Committee and other associations and organizations, has recently intensified efforts to raise awareness and encourage households in Tra Long village affected by Component 2 of the project connecting Vo Chi Cong road to Dong Que Son Industrial Park, linking National Highway 14H and National Highway 1, to accept compensation, support, and resettlement funds.
This is a crucial transportation infrastructure project, expected to drive socio -economic development in the eastern part of the city, enhance inter-regional connectivity, and attract investment. However, the implementation process still faces many difficulties due to some households not yet agreeing on compensation and resettlement support plans.
According to the People's Committee of Thang Dien commune, approximately 0.85km of the total 4.02km of land remains uncleared. A total of 42 land plots have yet to be handed over, including 38 plots that have not yet been handed over and 4 plots that have been successfully persuaded to hand over for construction.
Regarding agricultural land, the Regional Branch 9 (City Land Development Center) has submitted compensation and support plans for 27 plots for approval, and these plans are currently being reviewed by the council. For residential land, 15 plots are subject to resettlement; the local authorities are continuing to finalize legal documents, publicize the plans, and hold dialogues with households still facing issues.

To stand alongside the people, the local government and various associations have intensified dialogue, listening to the thoughts and aspirations of the people to find common ground. Thanks to persistent efforts, the People's Committee of Thang Dien commune, together with the Vietnam Fatherland Front Committee of the commune and various associations, successfully persuaded the family of Mr. Nguyen Van Duc and Ms. Nguyen Thi Thu Thuy in Tra Long village to agree to accept compensation and resettlement support.
Mr. Truong Cong Son, Chairman of the People's Committee of Thang Dien commune, said that the locality has identified propaganda and mobilization as a key task to create consensus among the people. The local government always hopes that affected households will share and cooperate with the general policy to hand over the land to the construction unit as soon as possible.
“This is a key project; once completed, it will contribute to connecting the transportation infrastructure in the eastern part of the city, creating favorable conditions for socio-economic development. Therefore, the local authorities will continue to strengthen propaganda and mobilization efforts to ensure people agree to hand over the land on schedule,” Mr. Son said.
The entire political system is involved.
Recently, efforts to secure land handover in Hoa Tien commune have been intensified to facilitate the upgrading project of National Highway 14B.
Mr. Nguyen Tan Khoa, Chairman of the Hoa Tien Commune People's Committee, said that the locality has mobilized the participation of Party branches, village heads, the Fatherland Front Committees of Huong Lam, Phu Son Tay, Phu Son 1, Phu Son 2, and Phu Son Nam villages, along with other associations and organizations in the commune, to propagate and encourage people to comply with the policy of dismantling structures, buildings, and trees to serve the construction of the project.

During the mobilization process, the forces focused on understanding the circumstances of each household, researching family and clan relationships to choose appropriate communication methods. Local authorities also intensified propaganda efforts to ensure people understood the meaning and importance of the project, preventing obstruction of construction that could affect the project's progress.
According to Mr. Dang Van Quang, Chairman of the Veterans Association of Hoa Tien commune, from May 4th to 10th, the commune's Veterans Association actively participated in disseminating information and mobilizing many households subject to relocation for the upgrade project of National Highway 14B.
"Before carrying out the demolition campaign, the authorities proactively met with and informed the people about the policy, thereby creating consensus. The campaign was always carried out in parallel with understanding the thoughts and aspirations of each household."
According to the Hoa Tien Commune People's Committee, currently, the National Highway 14B upgrade project still has 23 households that have not yet signed over their documents to the construction unit. In the coming time, the local government and relevant organizations will continue to persistently propagate and mobilize the people to create consensus in order to complete the land clearance work as soon as possible.
According to Mr. Khoa, for key projects to be implemented on schedule, in addition to the decisive actions of the local government, the consensus of the people plays a particularly important role. When people understand the meaning and long-term benefits of the projects for the development of the locality, land clearance will be smoother, creating conditions for the projects to be completed sooner, contributing to promoting socio-economic development and improving the quality of transportation infrastructure in the area.
