After more than 14 years of implementing the National Target Program for New Rural Development, the mountainous district of Duc Linh has achieved impressive results. From a district facing many difficulties, it has become a locality making steady progress, a bright spot in the province in improving the criteria for new rural development, and moving towards sustainable development.
Change comes from unity.
Of the first four communes in the province recognized as model new rural areas in 2024, Duc Linh district accounts for three: Tra Tan, Me Pu, and Dong Ha. The entire district now has five communes that have achieved advanced new rural area standards, three that have achieved model standards, and the remaining two, Tan Ha and Duc Hanh, are striving to achieve advanced new rural area standards in 2025. Beyond the impressive number of model new rural communes and advanced new rural communes, the achievements of Duc Linh's new rural area are clearly evident in the increasingly vibrant appearance of its rural areas. This is a source of pride and a strong motivation for localities to continue striving in the new phase.

Returning to Duc Linh these days, it's easy to feel the changes evident on every road and in every village. Smooth concrete roads extend to every hamlet, the lush green and yellow hues of the province's key rice-growing areas, and abundant orchards create a prosperous rural landscape. Houses are becoming more spacious, and people's incomes and living standards are constantly improving. These achievements mark a long journey, reflecting the persistent spirit and creative determination of the entire political system of Duc Linh district in the process of rural development. In this process, the people are always identified as the center, the subjects, and the direct beneficiaries of the results.
Mr. Le Van Hung, a farmer in Nam Chinh commune, busily working in his high-quality rice field, shared: “My village is where I’ve spent my whole life. Benefiting from beautiful roads, clean water, and electricity, the people, more than anyone else, must consciously join hands to build our homeland. Before, I grew rice without any specific model, relying entirely on the experience of my ancestors. Now, with guidance on VietGAP farming procedures and production linkages, my yield is stable, and I have a stable market outlet, so my income has increased many times compared to before!”

Along with improving the quality of criteria, the district is also promoting agricultural restructuring towards efficiency and sustainability. Last year, the entire district converted 1,413 hectares of low-yield land to suitable crops, and simultaneously established a high-quality rice production area of over 1,860 hectares in key communes such as Duc Tai town and the communes of Da Kai, Nam Chinh, Sung Nhon, Me Pu, etc.
Notably, in Dong Ha, a model commune, industrial clusters have been invested in and have completed infrastructure, attracting businesses to operate. Nam Ha Vietnam Footwear Co., Ltd. has been inaugurated and put into operation, creating jobs for local workers. In addition, the Hoa Long Invest Group project, with an investment of over 1,700 billion VND, is currently in its first phase of construction at Nam Ha 2 Industrial Cluster, building factories for lease with an investment of over 1,700 billion VND, and is expected to be operational in 2025, promising to bring a boost to the development of the entire region in the coming years.
The New Rural Development Program has not only spread widely in communes that have achieved advanced and model standards, but also throughout the district. By the end of 2024, the entire district had constructed over 15.8 km of roads under Resolution 10 of the Provincial People's Council, with a total cost of nearly 20 billion VND, of which the people contributed over 6.9 billion VND. Simultaneously, irrigation works, schools, and cultural centers have also been upgraded comprehensively. The poverty rate has decreased to 1.37%, and the near-poverty rate to 1.63%, demonstrating the program's effectiveness in improving the quality of life for rural residents.

According to Mr. Huynh Van Tinh, Chairman of the People's Committee of Duc Linh District, "Building new rural areas is a continuous and ongoing process, and the criteria for building new rural areas must be gradually improved. Duc Linh District has placed the responsibility of the leader as a key factor in directing and organizing implementation. In addition, it is necessary to identify the focus and priorities for implementing the criteria, assign specific targets with clear responsibilities for implementation in each stage, avoid spreading resources too thinly, and create genuine transformation."
From the district Party committee to the People's Committees of the communes, all action plans are geared towards a common goal: improving the material and spiritual lives and incomes of the people. Propaganda work is always carried out systematically and persistently, following the motto "the people know, the people discuss, the people do, the people inspect." The implementation of democracy at the grassroots level has created great consensus among the people, strongly promoting the role of the people as the main actors in building new rural areas.
Simultaneously, Duc Linh district has promptly issued many mechanisms and policies to support and reward timely achievements, creating important motivation to encourage localities to compete in building advanced and model new rural communes. As a result, rural socio -economic development has been clearly evident, infrastructure has been invested in comprehensively, industries, trade, and services have developed strongly, and the economic structure has shifted in the right direction. People's lives have improved, and opportunities to access social services and welfare have become increasingly open, creating a solid foundation for sustainable rural economic development. However, the process of building new rural areas faces many difficulties, especially the new criteria which are quite demanding, and the funding from the State is too limited. Local authorities have had to flexibly mobilize social resources and the people to ensure timely progress.
From a formerly impoverished rural area, Duc Linh has now moved closer to achieving the advanced New Rural Area standard. Determined not to rest on its laurels, the locality has devised a long-term plan to overcome limitations and difficulties; focusing on maximizing the potential of each region, innovating methods, promoting production linkages, investing in technology, and improving the quality of human resources to further advance the New Rural Area construction movement.
According to the leaders of the Duc Linh District People's Committee: "Building new rural areas has a starting point but no end point. Duc Linh recognizes this as a never-ending journey, aiming towards an ecological agriculture, a modern rural area, and intelligent people who are masters of their own lives."
