Recognizing Party building as a key task, the Party Committee of Phan Rang - Thap Cham City has focused on implementing solutions in recent times, creating positive changes in building a clean and strong political system.

Over the past half-term, the Party Committee, government, and people of Phan Rang - Thap Cham City have strictly implemented the leadership and guidance of the central and provincial authorities with many creative, decisive, and determined efforts to bring the resolutions of the central government, the Resolution of the 14th Provincial Party Congress, and the Resolution of the 12th City Party Congress for the 2020-2025 term into reality. In particular, to enhance the leadership capacity of Party committees at all levels in implementing Party building and rectification work, the city has always prioritized political and ideological education. In addition to improving the quality of research, study, and understanding of the Party's resolutions and directives, the City Party Committee also promotes the implementation of Resolution No. 4 of the 12th Central Committee on Party building and rectification, in conjunction with Directive No. 05-CT/TW, Conclusion No. 21-KL/TW, and Regulation No. 37-QĐ/TW of the Central Committee of the Party, meeting the requirements of political tasks in the new situation. At the same time, it monitors the ideological situation and public opinion, especially emerging prominent issues; promptly prevents and refutes false and hostile narratives; and combats the schemes and tactics of "peaceful evolution" in the field of ideological and cultural security. Personnel and organizational work has received significant attention. The City Party Committee regularly strengthens and consolidates the political system's organizational structure, ensuring sufficient numbers, improving quality, and enhancing the effectiveness and efficiency of operations to meet the local political tasks through personnel transfers, appointments, reserve planning, internal political security, personnel policy, training, and development. In 2023, the city transferred 2 officials, reassigned 15 officials, appointed 12 officials, and reappointed 3 officials to various positions and management roles. Simultaneously, 28 officials and civil servants participated in national defense and security training courses, 8 attended advanced political theory courses, 51 attended intermediate political theory courses, 22 pursued master's degrees, and 74 studied foreign languages.

To enhance the leadership capacity and fighting strength of Party organizations, especially residential area Party branches, and the quality of Party members, the City Party Committee directed the strict implementation of Directive No. 28-CT/TW dated January 21, 2019, of the Central Secretariat on improving the quality of Party membership recruitment and reviewing and screening out Party members who no longer meet the qualifications; and simultaneously issued a plan on building the "Four Good Party Branch" and "Four Good Grassroots Party Committee" models. In 2023, 58 out of 58 grassroots Party organizations and 227 subordinate Party branches registered to implement the "Four Good Party Branch" and "Four Good Grassroots Party Committee" models; 149 new Party members were admitted; 110 Party members were recognized as full members; and 104 high school students participated in Party membership training courses. In addition, 10 cases of Party membership removal were recorded, 2 cases of expulsion were carried out, and 11 cases of expulsion from the Party were dismissed. Based on evaluation and classification, 55 out of 58 Party branches performed well, with 11 out of 55 performing exceptionally well. 4,698 out of 4,943 Party members performed well, with 563 out of 4,698 performing exceptionally well. Among the leading cadres under the management of the City Party Standing Committee, 170 comrades performed well, with 18 comrades performing exceptionally well.

Comrade Chau Thi Thanh Ha, Standing Committee member of the Provincial Party Committee and Secretary of the Phan Rang - Thap Cham City Party Committee, stated: 2024 is a year of significant importance, a year of "accelerating" the implementation of the goals of the resolutions of the Party congresses at all levels and the 2020-2025 five-year socio-economic development plan. The City Party Committee will continue to be proactive, creative, highly determined, and make decisive efforts to maximize opportunities and favorable conditions; effectively overcome limitations and shortcomings; and perform well in Party building, which serves as the foundation and key to leading and directing the implementation of development goals.

To achieve the above objectives, the City Party Committee focuses on innovating the content and methods and improving the quality of political and ideological education , strengthening the protection of the Party's ideological foundation. It effectively implements Resolution No. 4 of the 12th Central Committee on Party building and rectification, in conjunction with the implementation of Directive No. 05-CT/TW of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style. It continues to enhance the leadership capacity and fighting strength of Party organizations and members; improve the quality of the city's cadres and civil servants, ensuring they possess the necessary qualities, capabilities, and prestige to meet the requirements of their tasks. It concentrates on inspecting and supervising Party organizations, leaders, and key officials, promptly detecting and strictly handling cases of violations. It strengthens the Party's mass mobilization work in conjunction with the government's mass mobilization efforts. Leaders aim to improve the effectiveness and efficiency of local government organizations, with a particular focus on strengthening state management, administrative reform, digital transformation, building e-government, digital economy, digital society, and working towards building an increasingly modern and civilized city.
