With specific, appropriate, and practical content, the "Determined to Win" emulation movement of the armed forces in Phan Rang - Thap Cham City during the 2019-2024 period has created new momentum for officers and soldiers to overcome difficulties and strive to excellently complete all assigned tasks.

To effectively organize the Emulation Movement for National Defense, annually, based on resolutions, directives, and orders of the Party Committee of the Provincial Military Command on local defense and military tasks, and the emulation and reward work plan of the Provincial Military Command, the Party Committee and the City Military Command have done a good job advising the City Party Committee and the City People's Committee on implementing the Emulation Movement for National Defense, focusing on successfully fulfilling the central political tasks and closely linking it with the patriotic emulation movement in the locality and other emulation movements and campaigns of all levels and sectors. Phan Rang - Thap Cham reported: During the period 2019-2024, the emulation movement in the city's armed forces focused on building and strengthening Party committees and organizations at all levels within the Party Committee and the city's armed forces, ensuring they are truly clean, strong in ideology, politics, and ethics, and possess high leadership capacity and combat strength. Emulation focused on excellent training, high combat readiness, building a regular army, and maintaining discipline; building a team of officers and soldiers with firm political resolve, high determination, and readiness to accept and successfully complete all tasks. Based on the launched emulation contents, agencies and units within the city's armed forces concentrated their efforts on successfully implementing the "One focus, three breakthroughs" policy, with the main focus being on effectively organizing the dissemination and implementation of resolutions, plans, and orders for training, exercises, and combat readiness. The leadership demonstrated unity, overcame difficulties, and focused on improving the quality of training year after year, making it more in-depth and solid. As a result, 100% of officers and professional soldiers met the requirements in the examinations, with over 75% achieving good or excellent grades; 100% of militia and reserve soldiers met the requirements, with 75% achieving good or excellent grades.

The emulation movement to promote initiatives and improve teaching aids and enhance solutions in political education and military training has received close leadership and guidance from Party committees and commanders at all levels within the city's armed forces. As a result, from 2019 to the present, the city has had 67 initiatives to improve teaching aids that have won awards at the city, provincial, and military region levels. These initiatives and solutions have been applied to practical training, combat readiness, and other areas of work, achieving tangible results.

Party committees and commanders at all levels within the city's armed forces have also performed well in advising and effectively implementing projects, focusing on the "Project on building, training, operating, and ensuring policies and regulations for the militia force in the area, giai đoạn 2021-2025"; concentrating on building a reserve militia force that consistently ensures both quantity and quality, meeting the requirements and assigned tasks; effectively carrying out education and training on national defense and security knowledge for various target groups; promptly addressing the shortage of reserve officers and military personnel at the ward and commune levels, contributing to building and enhancing overall strength in the implementation of national defense and military tasks in the locality. To date, the entire city has 16 out of 16 ward and commune military party branches with party committees, reaching 100% (an increase of 6.25% compared to the period 2013-2018); 100% of the heads of the commune/ward military commands are Party members; the percentage of Party members in the militia is 26.81%, and the percentage of Party members in the reserve officers is 9.03%.

Closely integrating the emulation movement for national defense with the local patriotic emulation movement and the campaigns and movements of all levels and sectors, the city's armed forces have actively participated in the movements "The Army joins hands for the poor - Leaving no one behind," "The Army joins forces to build new rural areas and civilized urban areas"... Agencies and units within the city's armed forces have allocated 1,259 kg of rice from the "Rice Jar for the Poor" to help the people; mobilized 350 officers and soldiers with thousands of man-days of labor to repair houses, dredge canals, build flower-lined roads, and harvest crops; visited and presented more than 400 gifts to poor households and policy beneficiaries worth more than 170 million VND... The City People's Committee also directed the city's armed forces to make breakthroughs in the criteria for new rural areas and civilized urban areas, closely linked to the nature, tasks, and strengths of the armed forces. The implementation process has seen many innovations in content, form, and methods, leveraging the strengths, talents, and conditions of each unit, creating a combined strength of all forces and the entire political system involved. To date, 12 out of 15 wards in the city have achieved urban civilization standards, and 1 out of 1 commune has been recognized as achieving advanced new rural standards.

Thanks to the effective implementation of the contents of the Emulation Movement for National Defense, over the past 5 years, 226 collectives and 527 individuals from the city's armed forces have been awarded flags, certificates of merit, and the title of "Unit of Victory" by the Ministry of National Defense, the 5th Military Region Command, and the Provincial People's Committee for their performance in national defense and local military tasks, building strong and comprehensive "exemplary" units, in the selection and recruitment of citizens for military service, and in the annual Emulation Movement for National Defense.
