Developing digital platforms

Nui Thanh district has 17 communes and towns. To date, fiber optic cables and 3G/4G mobile networks have been extended and provide coverage throughout the area; village and neighborhood cultural centers all have Wi-Fi; and all commune-level localities are connected to the dedicated data transmission network.

The Q-office document management system has been deployed to all agencies and units in the district, connecting to the Government's document exchange platform and integrating specialized digital signatures, facilitating the sending and receiving of electronic documents for most common documents. The Intelligent Operations Center (IOC) has been put into operation.

The development of digital government in Nui Thanh district has been implemented comprehensively. The online video conferencing system is interconnected across four levels (central - provincial - district - commune), ensuring smooth operation. Significant progress has been made in handling administrative procedures electronically.

The assessment shows that the rate of online public services throughout the entire process was 67.1% in 2021 and is projected to reach 100% in 2024 (as of April 30th); the rate of online applications throughout the entire process was 0.1% in 2021 and 51.78% in 2024; and the rate of applications submitted on time was 94.66% in 2021 and 95.46% in 2024.

In the field of digital economic and social development, the district is stepping up information and communication efforts to educate people on digital skills for application in production and online transactions.

Guide businesses in applying cashless payment platforms; accelerate internet普及; provide affordable digital devices and smartphones to promote digital transformation throughout the district.

Supporting businesses in applying digital technology in operations, management, production, and business on e-commerce platforms; synchronously applying digital technology platforms to serve management, investment promotion, trade promotion, and product consumption.

Nui Thanh District is also strengthening guidance for people to register accounts and use online public services, cashless payment applications, and the VNeID citizen data application.

Upgrading digital infrastructure and platforms.

According to Mr. Huynh Van Cuong, Head of the Culture and Information Department of Nui Thanh District, all official documents and materials exchanged between local government administrative agencies are now conducted electronically (except for documents classified as confidential).

All transactions on the Public Service Portals and the Electronic One-Stop Information System are electronically authenticated. The work of drafting, inspecting, processing, reviewing, systematizing legal documents and monitoring law enforcement has become systematic. The ranking of digital transformation levels is steadily improving.

Along with addressing the limitations and difficulties in digital transformation, Nui Thanh district is implementing many decisive solutions to improve the effectiveness of digital transformation. This includes strengthening the Party's leadership and state management of digital transformation; building a digital government; and creating a smart Nui Thanh city.

"The immediate focus of building smart cities is on developing smart transportation systems, smart security monitoring systems, and digitizing the fields of resources and environment, healthcare, and education... Effectively implementing shared software; software for receiving citizens and managing complaints and denunciations; and a one-stop electronic system for online public services, both fully and partially," Mr. Cuong said.

According to the Chairman of the People's Committee of Nui Thanh District, Le Van Sinh, as part of the digital transformation, the locality is mobilizing all resources to invest in and upgrade the digital infrastructure to be synchronous and modern, ready to meet all the needs of people, businesses, and the digital transformation of the government.

The district promotes digital transformation in all production, business, and management activities of enterprises within the district; and promotes cashless payments in schools, educational institutions, hospitals, medical facilities, markets, and business households.

"Nui Thanh also collaborates with telecommunications businesses in the area to promote the development of the digital society, popularize broadband internet services to households and expand 4G/5G mobile coverage. It promotes the use of the VNeID application; online public services; digital payment applications, and ensures basic cybersecurity for its citizens."
