On May 12th, at the “Africa Forward” summit, the head of the United Nations also emphasized that Africa is playing a central role in efforts to promote a fairer international financial order, and welcomed the continent's initiatives to enhance access to capital and improve international credit rating mechanisms.

He appreciated the role of the African Development Bank in promoting structural reforms in intra-African finance and mobilizing African resources to serve the continent's development priorities.

However, once again, the core structural problem is highlighted: the absence of Africa's voice in international financial institutions is making global solutions incomplete. And, of course, the fact that Africa still does not have a permanent seat on the UN Security Council makes that voice even less heard.

One prime example of the inequality that Africa has been and continues to face is none other than the narrative surrounding global climate change.

Once again, the UN Secretary-General reiterated: Africa is not the cause of the climate crisis, but it is the hardest hit, experiencing crop failures, population displacement, and economic shocks. He cited figures to illustrate this point: Africa possesses approximately 60% of the world's best solar energy potential, yet receives only 2% of total global clean energy investment.

Africa, like other underdeveloped and vulnerable regions, needs both technological and financial support to create breakthroughs and quickly catch up with the shifting global structures. It is no coincidence, however, that climate finance has consistently been a hot topic at recent Conferences of the Parties to the United Nations Framework Convention on Climate Change (COP).

Secretary-General Antonio Guterres warned that cuts in development aid threaten to reverse many of Africa's development gains, and called on the international community to increase climate adaptation financing for developing countries. Meanwhile, on the international relations front, he also stated that international institutions need to reflect the realities of the world today, not the structures formed 80 years after World War II.

Currently, the United Nations Security Council has five permanent members, and any reforms related to its structure and powers require the consensus of these five countries, causing the reform process to drag on for many years with little progress. According to Mr. Guterres, the deepening geopolitical divisions are making the task of maintaining global peace and security more difficult, thus requiring a more effective and representative Security Council.

However, it is widely understood that, despite being a legitimate demand stemming from practical realities and African interests, the reform of the Security Council or other international financial institutions remains an "extremely difficult" task and is not easily realized. This is because, in many respects, a stronger and more influential voice for Africa would also necessitate a shift in international power dynamics.

However, it wasn't just the UN Secretary-General; the French diplomatic delegation – one of the five permanent members of the Security Council – led by President Emmanuel Macron, also visited Kenya and, to some extent, mentioned the possibility of rectifying that historical mistake…
