On the morning of November 4th, at the Presidential Palace, President Luong Cuong, member of the Politburo , Commander-in-Chief of the People's Armed Forces, and Chairman of the National Defense and Security Council, presided over the ceremony to announce and present the Decision appointing the Head of the General Political Department of the Vietnam People's Army (VPA) and to present the Decision promoting VPA officers to the ranks of General and Lieutenant General.

At the ceremony, authorized by the President, Mr. Nguyen Hoang Anh, Deputy Head of the Office of the President , announced the President's Decision appointing Mr. Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department, to the position of Head of the General Political Department of the Vietnam People's Army, and simultaneously promoting him from Lieutenant General to General; and promoting Mr. Nguyen Van Gau, Member of the Central Committee of the Party, Deputy Minister of National Defense, and Mr. Le Duc Thai, Member of the Central Committee of the Party, Deputy Minister of National Defense, from Lieutenant General to Lieutenant General.
Mr. Nguyen Trong Nghia was born on March 6, 1962. His hometown is Tien Giang province (now Dong Thap province). His political theory level is advanced. His professional qualifications include a Bachelor's degree in Social Sciences and Humanities; Philosophy; and International Studies.
Mr. Nguyen Trong Nghia held the following positions: Member of the Central Committee of the Party in the 12th and 13th terms; Secretary of the Central Committee of the Party in the 13th term; Member of the Politburo in the 13th term; Member of the National Assembly in the 14th and 15th terms; Head of the Central Propaganda and Mass Mobilization Department.

On the morning of November 4th, in Hanoi, the Central Party Office held a ceremony to announce the Politburo's decision on personnel matters. Accordingly, General Trinh Van Quyet, Secretary of the Central Party Committee, ceased his participation in the Central Military Commission and the Standing Committee of the Central Military Commission for the 2025-2030 term; and was transferred, assigned, and appointed to the position of Head of the Central Propaganda and Mass Mobilization Department.
