Furthermore, the Provincial Public Administration Service Center has coordinated with relevant units to implement the use of the old Ca Mau Provincial Administrative Procedure Information System to handle administrative procedures in the new Ca Mau province after the merger. To date, the system continues to be maintained and operates stably and smoothly in providing administrative procedures and public services to citizens and businesses.
In particular, Ca Mau province has completed the scenario for connecting with the (new) National Public Service Portal . To date, the Center has taken over and been granted authority on the National Public Service Portal managed by the Ministry of Public Security according to regulations. In addition, based on the guidance and direction of central ministries and agencies, public services have been implemented on the Information System for resolving administrative procedures of 13 central ministries and agencies.
Obstacles that need to be overcome
Besides the achievements, the implementation of administrative procedures in the electronic environment still faces some difficulties. Mr. Ho Chi Linh, Deputy Director of the Public Administrative Service Center of Ca Mau province, said that the obstacles stem from objective reasons such as the National Public Service Portal being in the process of transferring its management unit (from the Government Office to the Ministry of Public Security), so its operation is not yet stable and is sometimes interrupted, affecting the process of resolving administrative procedures and public services. Currently, there are no guidelines on the process and technical solutions for exploiting information, data, documents, and results of administrative procedure resolution from the Electronic Identification and Authentication System to reduce the components and time for resolving administrative procedures for citizens and businesses, so there is still confusion in the process of handling dossiers (including administrative procedures in some areas related to property, land, justice... with many dossiers arising).
Some administrative procedures, after being streamlined and simplified, have given rise to new internal procedures and public services, creating additional locations for receiving applications. These internal procedures and public services have not been restructured in an electronic environment, causing confusion in the process of receiving, processing, and assigning personnel to receive applications. Meanwhile, at the grassroots level, officials in charge at public administrative service centers are easily rotated, and their qualifications and capabilities are uneven. Heads of some agencies and units have not always been truly decisive in directing the implementation of assigned administrative reform tasks; they have not proactively advised the Chairman of the Provincial People's Committee on implementing effective solutions to be applied throughout the province. There is still a situation where administrative procedures are processed late; some procedures remain cumbersome and complex, leading to citizens having to make multiple trips to complete them.

This situation can be explained by the limitations stemming from the fact that some agencies and units have not considered administrative reform as a key, breakthrough task requiring the involvement of the entire political system; they have not fully recognized the role of the unit's head in implementing administrative reform. A small number of civil servants and officials have not truly focused on the quality of handling administrative procedures for citizens. The ability of some commune-level officials and civil servants to apply information technology is still limited; some units have not truly prioritized disseminating information about administrative reform through their electronic information portals. The current regulations on supporting civil servants and officials working at the one-stop service center have expired, which has somewhat affected the morale of officials and civil servants.
Besides identifying and focusing on resolving existing obstacles and shortcomings, the province requests that agencies, units, and localities boldly apply new solutions and initiatives to create breakthroughs in administrative reform. During the process of handling work, 100% of administrative procedures should be promptly published, and the progress and results of handling administrative procedure dossiers should be publicly disclosed on the National Public Service Portal. Simultaneously, it is necessary to continue reorganizing the administrative apparatus and public service units in the province, ensuring a streamlined and efficient provincial apparatus.
