To unify the understanding of the meaning, content and organization of the implementation of Conclusion 76-KL/TW, with the consent of the Standing Secretariat, on August 21, 2024 in Hanoi, the Central Economic Committee chaired and coordinated with the Ministry of Industry and Trade and the Vietnam Oil and Gas Group to organize a Conference to disseminate and implement Conclusion No. 76-KL/TW.
Representatives of the Government, National Assembly, Ministry of Industry and Trade, Central Economic Committee and Vietnam Oil and Gas Group congratulated the new Head of the Central Economic Committee Tran Luu Quang.
Attending and chairing the Conference were comrade Tran Luu Quang - Member of the Party Central Committee, Head of the Central Economic Commission, Deputy Prime Minister ; comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister; comrade Nguyen Hong Dien - Member of the Party Central Committee, Minister of Industry and Trade. Attending the Conference were more than 400 delegates from departments, ministries, branches, provincial Party Committees, city Party Committees, Party Committees directly under the Central Committee, Party Committees and key officials of the Vietnam Oil and Gas Group ( Petrovietnam ), Vietnam National Petroleum Group (Petrolimex).

Speaking at the opening of the Conference, Comrade Tran Luu Quang - Head of the Central Economic Commission, Deputy Prime Minister highlighted the special attention of the Party and State to the oil and gas industry. Currently, the new context and situation have changed a lot, posing many opportunities as well as challenges for the development of the oil and gas industry. In response to new development requirements, based on the Project report chaired by the Central Economic Commission, in coordination with relevant ministries, branches and localities, on April 24, 2024, the Politburo issued Conclusion 76-KL/TW, proposing major policies and decisions to promote the potentials and strengths of the country in general and the oil and gas industry in particular so that the oil and gas industry can overcome challenges and develop sustainably. Conclusion 76-KL/TW are guidelines of special importance for the development of Vietnam's oil and gas industry; creating new momentum and opening up new development space for the oil and gas industry.
Conference Overview
After announcing the content of the Conference program, he suggested and led a number of discussion contents, focusing on issues such as: (1) Implementation of Resolution 41 and Conclusion 76: directions, tasks, solutions, feasibility and especially the need to clarify difficulties and obstacles in implementation; (2) The suitability of the oil and gas industry in the development of the whole country, the industry, and the locality; (3) What institutional changes need to be made to create a legal corridor to remove difficulties and promote development; (4) What must be done to build leading enterprises in the oil and gas sector; (5) Developing interactive relationships between enterprises and localities with the spirit of localities supporting enterprise development and enterprise development creating conditions for local development. With the synthesis of such mutual support and assistance, it will create the development of the oil and gas sector and the overall development of the country.

However, the oil and gas industry still has some shortcomings and limitations in implementing some strategic goals, in reserve infrastructure, in the progress of implementing some large projects and works... These shortcomings and limitations have both objective and subjective causes, such as some limitations in building policy mechanisms, in coordination between agencies and units...
Based on the analysis of international and domestic contexts, he presented a number of key orientations, tasks and solutions that need to be implemented in the spirit of Conclusion 76-KL/TW and Resolution 41-NQ/TW. He emphasized and analyzed the specific role of each key sector of the oil and gas industry, the need to build and form a number of large-scale national energy industry centers, and develop a number of oil and gas enterprises with regional and international competitiveness, associated with the leading role of state-owned energy corporations.
Comrade Nguyen Duc Hien said that in order to facilitate the development of the oil and gas industry in the new period, it is necessary to continue to improve institutions, legal policies; continue to promote the core role of state-owned oil and gas corporations. In the context of energy transition and the 4.0 Industrial Revolution, it is necessary to pay attention to developing appropriate technical infrastructure systems, especially digital infrastructure associated with digital transformation, building databases, effectively using the Science and Technology Development Fund, etc. Finally, he emphasized that in order for the Party's policies and orientations on the development of the oil and gas industry to come into life, it is necessary to have the participation and involvement of the entire political system, Party committees at all levels need to study, seriously and thoroughly grasp, and synchronously implement from institutionalization, development and organization of implementation of related strategies, programs and plans, along with timely and effective supervision and inspection.

Next, the representative of the Ministry of Industry and Trade, authorized by the Prime Minister, presented the Plan to organize the implementation of Conclusion No. 76-KL/TW of the Government issued under Resolution No. 38/NQ-CP with the aim of unifying the direction of all levels and sectors in the organization to thoroughly grasp the contents and seriously and effectively implement Conclusion 76-KL/TW and Resolution 41-NQ/TW, creating connectivity, synchronization and connection with the implementation of the Party's resolutions, strategies and socio-economic development plans of the country, ministries, sectors and localities.
He focused on presenting specific tasks and solutions associated with the leading role of ministries and branches according to their functions and tasks, especially for key ministries and branches such as: Ministry of Industry and Trade, Ministry of Planning and Investment, Ministry of Finance, Ministry of Public Security, Ministry of National Defense, and the State Capital Management Committee at Enterprises. He requested that the People's Committees of provinces and centrally-run cities need to specify Conclusion 76-KL/TW in their provinces and cities to suit the characteristics of each locality; Vietnam Oil and Gas Group orients to develop into a national energy industry group; Vietnam National Petroleum Group becomes the leading energy group in Vietnam in terms of green, clean, high-quality, and environmentally friendly energy products. In the immediate future, state-owned oil and gas corporations need to focus on building new development strategies, effectively implementing restructuring projects towards ensuring energy security, effectively serving production and consumption, and stabilizing the market. Speaking at the Conference, Comrade Le Manh Hung - Party Secretary, Chairman of the Board of Directors of Vietnam Oil and Gas Group (Petrovietnam) presented the Action Program/Plan of the Party Committee of the Group to implement Conclusion 76. Accordingly, in order to effectively implement the development strategy of the Vietnam Oil and Gas industry, Petrovietnam has identified and determined the impacts from the world and regional environment, difficulties and challenges, assessed resources, thereby determining development goals, orientations and solutions for implementation in the coming time, ensuring the successful implementation of the development goals of the oil and gas industry approved by the Politburo in Conclusion 76 and Resolution 41. Comrade Le Manh Hung also affirmed that the documents, policies, and strategic development orientations, along with the completion of related mechanisms and policies to create conditions for the development of the Vietnam Oil and Gas industry/Petrovietnam, are opportunities and fulcrums for Petrovietnam to overcome objective/subjective difficulties from the world, regional and domestic contexts. from current financial resources to confidently realize the goal of developing Vietnam Oil and Gas Group into a national energy industry group with regional and international competitiveness.
Based on the orientation of becoming a national energy industry group, Petrovietnam has identified 07 groups of tasks and solutions that need to be implemented drastically, synchronously and effectively immediately, including: Proactively coordinating closely with competent authorities to build and perfect institutions and policies to facilitate rapid and sustainable development of the oil and gas industry/Vietnam Oil and Gas Group; Perfecting the oil and gas industry infrastructure in a synchronous, smart direction, reaching the advanced level of the ASEAN region, meeting the requirements of ensuring national energy security and the trend of energy transition; Improving corporate governance of the entire Petrovietnam; Increasing attraction and improving the efficiency of using investment capital for development, and managing well the portfolio of investment projects; Develop a development strategy and a restructuring project for Petrovietnam according to the model of a national energy industry group, in line with the strategic orientation for the development of the Vietnamese oil and gas industry, ensuring the goal of continuing to maintain market share in the traditional oil and gas sector with high quality and economic efficiency, while expanding the field of operation through participating in the value chain of new energy and renewable energy; Promote digital transformation, promote research, application, technology transfer, innovation, improve the quality of human resources; Strengthen international cooperation, ensure national defense, security and foreign affairs, protect natural resources and the environment.
Representatives of several ministries and branches: Finance, National Defense; Vietnam National Petroleum Group; Ba Ria - Vung Tau Provincial Party Committee presented papers on the requirements and specific tasks and solutions of agencies and units that need to focus on organizing the implementation of policies and orientations for sustainable development of Vietnam's oil and gas industry in the spirit of Resolution 41-NQ/TW and Conclusion 76-KL/TW.

On behalf of the Government, Deputy Prime Minister Tran Hong Ha spoke to evaluate some outstanding achievements of the oil and gas industry and state-owned oil and gas corporations, and analyzed the international context and some major impacts on the oil and gas industry in the coming time, especially the context of green energy transition, we are behind but are leading in the field of energy transition. Based on Resolution 38/NQ-CP of the Government, he requested relevant ministries and branches, based on their assigned functions and tasks, to quickly develop implementation plans and pay attention to some key issues on perfecting policies and laws to facilitate rapid and sustainable development of the oil and gas industry, ensuring consistency with the Law on Petroleum and related laws; continue to develop mechanisms and policies to promote investment attraction; implement financial solutions, develop plans to ensure capital sources; implement appropriate planning to proactively allocate land funds for oil and gas industry infrastructure development, etc.
In his concluding remarks at the Conference, Comrade Tran Luu Quang - Head of the Central Economic Commission, Deputy Prime Minister highlighted the great contributions of the oil and gas industry to the country's socio-economic development, and emphasized that the role of the oil and gas industry is becoming increasingly important in the context of our country promoting industrialization and modernization. Reports also show that state-owned oil and gas corporations such as Petrovietnam and Petrolimex have affirmed their role in recent years, developed stably and increasingly grown, and are important pillars of the state economy, contributing to stabilizing the country's macro-economy.
He said that in the current context, in addition to difficulties and challenges, there are also great opportunities for the oil and gas industry if we promptly grasp and promote the strengths of experience, infrastructure capacity, facilities and high-quality human resources of the oil and gas industry. In the context of energy transition, it is necessary to focus on promoting the potential and advantages of the industry to develop renewable energy and new energy, which is a breakthrough development direction; ensure sustainable and modern development of the oil and gas industry associated with accelerating green transformation and digital transformation, at the same time with the development of advanced and modern processing and manufacturing industries in the direction of enhancing self-reliance and self-reliance, increasing the localization rate; it is necessary to focus on attracting and encouraging investment from non-state economic sectors and international financial institutions; Focus on developing high-quality human resources associated with talent attraction policies and specialized training to meet international requirements and standards to develop the oil and gas industry in the context of increasingly deep international economic integration.
To effectively implement Conclusion 76-KL/TW, he requested that Party committees at the central and local levels, Party committees of state-owned energy corporations need to thoroughly grasp Resolution 41, Conclusion 76 of the Politburo and Resolution 38 of the Government in the sense that it is necessary to be consistent in policies, the path forward and thorough in implementation. Localities need to pay attention to developing the energy sector because this is a trend and will bring opportunities to localities. Second, it is necessary to continue building programs and plans to well implement Resolution 41 and Conclusion 76. It is necessary to pay attention to exploiting the strengths of localities and having high feasibility. Third, in implementation, it is necessary to identify difficulties and obstacles such as institutional issues, coordination mechanisms between parties and propose solutions to remove them. Fourth, in the current context, it is necessary to accept competition with a courageous attitude; apply advanced scientific and technological achievements; Training human resources and retaining high-quality human resources. Fifth, it is necessary to pay attention to developing infrastructure systems, especially digital infrastructure and digital transformation.
He thanked the co-chairing agencies for their cooperation and coordination in implementing this important Conference; and highly appreciated the full participation and sense of responsibility of the agencies, units and all delegates attending. He believed that after this Conference, Conclusion 76 of the Politburo will be actively and synchronously and effectively implemented by Party committees, agencies and units at all levels to continue building and developing the Vietnamese oil and gas industry quickly, sustainably, modernly and integratedly.
On April 24, 2024, the Politburo issued Conclusion No. 76-KL/TW on the implementation of Resolution No. 41-NQ/TW dated July 23, 2015 of the Politburo on the orientation of the Development Strategy of Vietnam's oil and gas industry to 2025, with a vision to 2035 and some orientations for the new period.
