Dividing the Nha Trang - Da Lat Expressway Project into sub-projects.

The Khanh Hoa Provincial People's Council unanimously agreed on the competent authority, funding sources, and division of project components for the Nha Trang - Da Lat Expressway Project to be implemented under the public-private partnership method.

On May 14th, the 8th Provincial People's Council of Khanh Hoa , term 2026-2031, held a special session. At the session, the Provincial People's Council unanimously approved 21 resolutions.

The resolutions include: allowing the extension of the implementation and disbursement period of the 2025 central government budget investment plan to 2026; stipulating certain expenditure levels for environmental protection activities in the province; unifying the competent authority, funding sources, and component project division for the Nha Trang - Da Lat Expressway Project implemented under the public-private partnership method; approving the list of land areas for bidding to select investors to implement land-use investment projects in the province decided by the Provincial People's Council (Cu Hin Mountain Complex Urban Area Project); extending the time for allocating local budget funds to implement the Project to Improve Water Use Efficiency for Drought-Affected Provinces (WEIDAP/ADB8 Project); and the list of projects requiring land acquisition for socio -economic development for national and public benefit in the province.

In addition, the Khanh Hoa Provincial People's Council also passed a Resolution to add the Phuoc Hoa Pumped Storage Hydropower Plant Project to the List of projects requiring land acquisition for socio-economic development for national and public benefit in Khanh Hoa province; approved the List of land areas for bidding on investment projects using land in the province ( Northeast Ninh Hoa 2 Mixed-Use Urban Area); stipulated the level of support for overcoming animal disease outbreaks in the province; decided on the policy of changing the purpose of forest land use to other purposes to implement the Training Ground and Command Post for the Khanh Hoa Provincial Defense Zone Exercise Project; adjusted the investment policy for the Sustainable Environment Project for Coastal Cities - Nha Trang City Sub-project (CCSEP)...

The provincial People's Council delegates also voted to approve resolutions on: the working regulations of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Council delegate groups and the delegates of the provincial People's Council, 8th term, 2026-2031; the rules of procedure for the sessions of the provincial People's Council, 8th term, 2026-2031; amendments and additions to Resolution No. 48 of 2025 of the provincial People's Council on the 2026 monitoring program of the provincial People's Council; and the establishment of a specialized monitoring team of the provincial People's Council on the situation of implementing the arrangement and organization of local government at two levels in the province.

The Chairman of the Provincial People's Council requested the Provincial People's Committee, departments, and localities to focus on key tasks: Directing functional agencies to develop plans to implement the resolutions issued at the session, assigning tasks according to the "6 clear" principles (clear person - clear task - clear time - clear responsibility - clear output - clear authority).

At the same time, proactively implement investment projects ensuring compliance with the prescribed authority, procedures, and regulations; focus on land clearance, pay attention to the lives of people in the project area, and ensure that resettlement in new homes is better than the old ones; implement policies and regulations promptly, consistently, correctly, and in accordance with the target groups; strengthen communication and guidance to ensure that policies are implemented synchronously, effectively, and in line with the local conditions; and review and allocate resources and funds to ensure implementation capacity.

In addition, Mr. Dong suggested continuing the comprehensive review of the system of legal documents between Khanh Hoa province and the former Ninh Thuan province, ensuring that the application, transition, and repeal of resolutions are carried out uniformly, without disrupting state management activities; and promptly reporting and proposing solutions for any arising, overlapping, or inappropriate issues during implementation.

For the Standing Committee of the Provincial People's Council, immediately after the session, it is necessary to preside over and coordinate with the Standing Committee of the Vietnam Fatherland Front Committee of the province and the Chief Justice of the Provincial People's Court to organize a conference to elect the Head and Deputy Head of the People's Assessors' Delegation at both levels for the 2026-2031 term; proactively direct the development of a plan and organize the implementation of thematic supervision on "The organization and operation of local governments at both levels in the province," ensuring that it is focused, targeted, and relevant to the practical situation, in order to promptly propose solutions to improve the effectiveness and efficiency of the operation of local governments at both levels.

The Khanh Hoa Provincial People's Council unanimously agreed to assign the Khanh Hoa Provincial People's Committee as the competent authority for the Nha Trang (Khanh Hoa) – Da Lat (Lam Dong) expressway construction project under the PPP (Public-Private Partnership) model.

The preliminary total investment is approximately 25,058 billion VND. The projected funding plan for the project includes investor participation capital of 8,772 billion VND (representing 35% of the total investment).

The state capital contribution to the project is 16,286 billion VND (accounting for 65% of the total investment). Of this, 1,500 billion VND comes from the Khanh Hoa provincial budget; 768 billion VND from the Lam Dong provincial budget; and 14,018 billion VND is proposed from the central government budget in the medium-term public investment plan for the period 2026-2030.

Based on current regulations, the opinion of the Ministry of Finance, and the ability to balance local budget funds in the 2026-2030 period, the People's Committee of Khanh Hoa province has proposed to the Provincial People's Council of Khanh Hoa to agree on the principle of increasing the Khanh Hoa provincial budget's contribution to the project in the 2026-2030 period from 403 billion VND (Resolution No. 35/NQ-HĐND dated September 16, 2025) to a maximum of 1,500 billion VND/25,058 billion VND (total investment) to carry out compensation, land clearance, support, and resettlement; and to contribute a portion of the construction capital in accordance with current regulations.

Regarding the division of the project into components, the People's Committee of Khanh Hoa province proposes that the Provincial People's Council agree to divide the compensation, land clearance, support, and resettlement work for the Nha Trang - Da Lat Expressway section passing through Khanh Hoa province into an independent component project, and assign the People's Committee of Khanh Hoa province to organize its implementation using the public investment project method.
