Party Congresses at all levels are an opportunity to summarize practices, "look straight, speak the truth", and from there plan strategic visions and guidelines for rapid and sustainable development for each locality, joining the whole country in entering an era of national growth.

Quang Ngai focuses on promoting potential, strengths, and sustainable development.

The motto "Solidarity - Democracy - Discipline - Breakthrough - Development" demonstrates the enthusiasm, aspiration and spirit of innovation of the 1st term Quang Ngai Provincial Party Congress. As the first Provincial Party Congress held after the revolution of streamlining the apparatus and merging administrative units, personnel preparation work was carried out closely, thoroughly and publicly, ensuring standards, conditions and following procedures and regulations. The Politburo appointed the Quang Ngai Provincial Party Executive Committee for the 2025-2030 term consisting of 68 comrades, the Provincial Party Standing Committee consisting of 17 comrades, and comrade Bui Thi Quynh Van to continue to hold the position of Provincial Party Secretary.

With a new development space, possessing many potentials and strengths, the (new) Quang Ngai province has the synergy and new resources to develop a larger economic scale, more synchronous infrastructure, higher competitiveness and connectivity. Summarizing, highlighting achievements, frankly acknowledging shortcomings, limitations, causes, not being satisfied with itself, the Quang Ngai Provincial Party Committee objectively and multi-dimensionally assesses the current level of development in relation to potentials, resources, intrinsic values, and quality of life of the people, thereby drawing useful and practical experiences; clearly defining goals, tasks, solutions, and important decisions for the province to develop strongly.

Five key tasks: strengthening the building and rectification of the Party and the political system; continuing to promote industrial development, focusing on basic industries, promoting the formation of the National Refinery, Petrochemical and Energy Center in Dung Quat Economic Zone; developing high-tech agriculture associated with processing and consumption markets; promoting tourism development, developing Ly Son into a sea-island tourism center and Mang Den Tourist Area into an eco-tourism and resort center; effectively implementing sustainable poverty reduction, improving people's lives and three breakthrough tasks: investing in developing synchronous and modern infrastructure; continuing to improve the quality of human resources; focusing on administrative reform, developing e-government, developing science, technology, innovation, digital transformation, improving competitiveness, promoting international integration are the guiding principles of the province throughout the 2025-2030 term. Focusing on leadership, directing the allocation and effective use of resources helps create growth momentum in industries and fields, developing rapidly and sustainably, striving for Quang Ngai to be a fairly developed province by 2030, becoming an important growth pole in the Central Highlands region.

The comments at the Congress clearly pointed out the causes of the achievements, existing limitations, difficulties and obstacles, and proposed practical solutions, discussed in depth 16 topics to clarify the development orientation of the province in the coming time, thereby building an action program to implement the Congress Resolution closely, correctly and appropriately, turning the strategic vision into reality. Renewing thinking and working methods, building a modern, transparent, people-friendly administration and strongly applying science and technology, innovation and digital transformation; leaders clearly recognize limitations and responsibilities, dare to correct mistakes, consider this as a standard of courage and basis for overcoming, plans must ensure feasibility, have a long-term vision... are the concerns and enthusiasm sent from real life to the Congress. Because, just over two months ago, Quang Ngai province (old) merged with Kon Tum, officially applying the two-level local government model with a lot of work, the new apparatus of the commune-level political system basically operated smoothly, meeting the leadership requirements of the Party Committee, state management of the government, serving the people and businesses. Of course, it is inevitable that there will be initial difficulties and shortcomings, requiring Party Committees at all levels and each cadre and Party member to uphold the sense of responsibility, actively coordinate, and strive to complete the task well.

In the context of carrying out the dual task of both reorganizing the apparatus, building a two-level local government, and preparing to organize the congress, the success of the Quang Ngai Provincial Party Congress cannot be achieved without strong, unified leadership and high political determination. With a new development space and a new vision, the entire Party, government and people of Quang Ngai province strive to successfully implement the Resolution of the 1st Provincial Party Congress, contributing to the whole country in realizing the development aspirations in the new era.

Urgently put the resolution into practice

The successful organization of the Party Congresses at the commune level is the foundation, creating the premise for the successful organization of the Party Congresses at the provincial level. Many lessons have been learned: proactively grasping and implementing, carefully preparing in all aspects to ensure quality and progress according to plan from propaganda work, documents to personnel, thoroughly resolving pressing issues before the congress...

The Executive Committee of the Vinh Tuy Ward Party Committee (Hanoi City), term I, 2025-2030, was introduced to the Congress.

The Provincial and Municipal Party Committees have closely directed and supervised the congress preparation work for their subordinate Party Committees, guided, inspected, grasped the situation, promptly resolved difficulties and arising issues. The draft documents are concise, of high quality, updated with new contents and guiding viewpoints, widely solicited for comments, seriously accepted, and suitable for practice. The targets, tasks, and solutions proposed are highly striving, basically ensuring synchronization and connection from the province, city to the grassroots and close to the actual situation of each Party Committee. Personnel work is implemented seriously, methodically, closely, democratically, impartially, in accordance with regulations. Secretary of the Que Vo Ward Party Committee (Bac Ninh) Pham Thanh Hai enthusiastically shared that the propaganda work was focused on creating a vibrant competitive atmosphere among cadres, party members and people of all walks of life, along with an exciting atmosphere, promoting the intelligence, democracy and enthusiasm of delegates attending the Ward Party Congress, which is a remarkable mark of success. Frankly identifying the limitations in technical infrastructure, software, and work experience of a number of newly transferred cadres and civil servants, the new term of the Ward Party Committee Executive Committee focused on building and promulgating regulations, organizing in-depth professional training, and determined to thoroughly resolve difficulties and challenges.

Based on the local characteristics and meeting the requirements of the new situation, the Party Committee of Vinh Tuy Ward (Hanoi) determined a breakthrough in the application of science and technology and digital transformation in management, administration and social governance. Secretary of the Party Committee of the ward Nguyen Quang Trung said that the goal is to strive for by 2030, the ward will have modern urban infrastructure, with increasingly high proportions of trade and service development; and a civilized digital citizen community, adapting to the effectiveness of digital transformation.

During the 2020-2025 term, 103/108 targets set out in the Resolution were completed and exceeded, demonstrating the relentless efforts of the Party Committee of Ky Lua Ward (Lang Son). Despite facing the disruptive impact of the merger, with the right direction, clear vision and consensus, outstanding results can still be achieved. Party Secretary Ha Minh Anh of the ward summarized his experience, the preparation work for the congress needs to assign specific tasks, clear people, clear work, clear progress, firmly grasp and thoroughly grasp Directive No. 45-CT/TW and guiding documents of the Central and the province on party congresses at all levels towards the 14th National Party Congress; documents submitted to the congress must ensure comprehensiveness, close to reality, and be highly actionable; suggest and orientate cadres and party members to contribute opinions, focusing on key issues.

However, some shortcomings that need to be overcome in organizing Party congresses at the commune level are that some political reports still focus on mechanically listing results and achievements in the 2020-2025 term from communes, wards and towns before the merger, lacking generality; have not deeply analyzed the new context, opportunities and challenges; the setting of goals and targets is still scattered, the key and breakthrough tasks are unclear and lack feasibility; some discussions have not deeply analyzed the causes and solutions, and have little criticality...

The successful organization of the Party Congress is only the beginning of a term. To effectively implement the Resolution and the action program requires great efforts, determination, and the solidarity of the entire Party Committee, the spirit of overcoming difficulties, and the dedication of each cadre and party member. The implementation process needs to clearly define the responsibilities of each directing, advising, and implementing agency; regularly inspect and supervise to promptly detect, commend, and replicate good models and good practices, and at the same time promptly correct and overcome shortcomings and shortcomings, creating momentum for breakthroughs and building an increasingly civilized and prosperous locality.
