On February 23rd (the 7th day of the first lunar month of the Year of the Horse) - the first working day after the Lunar New Year holiday - many people in Ho Chi Minh City contacted wards and communes to handle administrative procedures.

Friendly, responsible

Reporters observed that many residents arrived early at the Dien Hong Ward Public Administrative Service Center. Upon entering the center, they were quickly assisted by staff who provided detailed guidance, and all transactions proceeded smoothly.

Mr. Ho Van Nam said he came to get a certificate of single status and expressed his satisfaction. "I arrived early and received very specific instructions. Even though it's the beginning of the year, the staff worked very quickly and enthusiastically, so I felt comfortable," he said.

Ms. Nguyen Thi Bao Ngoc shared a similar experience when going to a government office to complete procedures. She went to the Dong Hung Thuan Ward Public Administrative Service Center to have some important documents photocopied.

Initially, she worried that after the long holiday, the large number of people coming to complete the procedures would cause delays, but the reality was quite different. She said everything went quite smoothly. "People came to do their work in turns, and the staff guided them attentively. The situation was very orderly," Ms. Ngoc said, adding that she was very satisfied.

At the Hoa Hung Ward Public Administrative Service Center, the working atmosphere and the people's perception are similar - with the process of receiving and handling applications for citizens being carried out smoothly with a sense of responsibility and thoughtfulness.

Mr. Chau Van An, Director of the Hoa Hung Ward Public Administrative Service Center, informed that the center's leadership has instructed officials and civil servants to maintain administrative discipline, improve service quality, ensure quick processing of documents, and contribute to creating a competitive atmosphere to successfully complete tasks.

According to Mr. An, during the morning's work, the ward leaders visited and gave lucky money to the residents, thereby bringing joy and spreading the image of a friendly and open government.

Improve service efficiency

In 2026, Ho Chi Minh City identified the theme "Improving and enhancing the quality of the organizational structure - Unlocking institutional barriers - Breaking through infrastructure - Enhancing the efficiency of public service." Adhering to this theme, similar to the wards of Dien Hong, Dong Hung Thuan, and Hoa Hung, the first working day of the year in these localities of Ho Chi Minh City took place in an atmosphere of enthusiasm, urgency, and seriousness, with the spirit of improving the efficiency of public service.

Speaking about solutions to improve the efficiency of daily work, Ms. Vo Pham Y Nhi, Deputy Director of the Public Administrative Service Center of Tan Son Hoa Ward, said that it involves digitizing 100% of document components; providing electronic results; effectively utilizing data from national and specialized databases; and reducing requests for resubmission of information. In addition, it emphasizes strengthening the monitoring and processing of administrative procedures.

"The center will regularly assess the quality of service through surveys and evaluations of citizen and business satisfaction levels. This will allow for timely rectification of shortcomings and improvement of service processes," said Ms. Ý Nhi. She also noted that statistics show an increase in the number of people contacting the center to handle administrative procedures on February 23rd compared to normal days, and the community digital technology team is constantly on duty to provide support.

Regarding Hoa Hung ward, Mr. Chau Van An stated that the unit has identified "putting the people at the center," standardizing processes to be simple, easy to understand, and easy to implement; and ensuring transparency in procedures, processing times, and fees.

Mr. An affirmed that improving service quality is not only about streamlining processes but also about shifting the mindset from "management" to "service." When citizens are respected, receive timely and convenient support, their trust in the government will be strengthened, contributing to building a professional, modern, transparent, and efficient administration.

Fulfilling commitments made to the people.

At the city level, according to Mr. Nguyen Tuan Anh, Director of the Ho Chi Minh City Public Administrative Service Center, the unit will focus on five groups of solutions in 2026.

Specifically, this includes improving business processes, addressing shortcomings in online payments, digital signatures, and transaction reconciliation; enhancing the quality of staff and increasing personnel at the one-stop service center; and continuing to implement policies supporting officials and civil servants in accordance with the City People's Council Resolution.

The center also promotes the digitalization of the entire process, strengthens control, supervision, and transparency, using the satisfaction of citizens and businesses as a measure of success.

As of the morning of February 23rd, Ho Chi Minh City achieved 93.55/100 points, ranking excellent on the National Public Service Portal's citizen and business service index assessment results.

Mr. Nguyen Tuan Anh emphasized that 2026 is identified as the year for accelerating and deepening the city's digital transformation implementation, especially in the areas of public administration and services for citizens and businesses.

"Technologies like AI and Big Data will be powerful supporting tools, but the decisive factor remains process reform, capacity building for the workforce, and the participation of citizens and businesses in the digital transformation process," Mr. Tuan Anh shared.

Amidst the bustling atmosphere of work right from the beginning of spring, on this day, Central Committee member, Deputy Secretary of the City Party Committee, and Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc, chaired a meeting to hear reports on the activities of the City People's Committee Office before, during, and after the Lunar New Year of the Horse 2026.

In his directive speech, Mr. Nguyen Van Duoc emphasized that entering 2026, the goal of double-digit growth is a political requirement and a commitment to the Central Government and the people. Ho Chi Minh City must innovate its thinking, accelerate from the beginning of the year, without delay or shirking responsibility.

The Chairman of the City People's Committee requested that immediately after the meeting, the units promptly implement the plan for the first quarter, creating clear changes and determined to successfully achieve the goals for 2026…

On the morning of February 23rd, Prime Minister Pham Minh Chinh met with and extended New Year greetings to the Government Office , and instructed them to immediately implement tasks on the first working day after the Lunar New Year holiday.

The Prime Minister noted that in the coming period, the workload will be heavier, so the determination and efforts must be commensurate. In particular, the implementation of tasks by the Government Office must be swift, timely, concise, and directly address the issues. Coordination between departments, divisions, and units under the Government Office, as well as with ministries, sectors, and localities, must be even closer and more effective.

Furthermore, we must continue to promote and encourage the spirit of daring to think, daring to act, and daring to take responsibility; strengthen unity and solidarity with a motto of dialogue to build trust, listen sincerely, and share feelings from heart to heart; value intelligence, prioritize time, make timely decisions, and act effectively.

In Tay Ninh, Mr. Luu Trung Hieu, Director of the Tay Ninh Provincial Public Administrative Service Center, said that the process of receiving and handling administrative procedures on the first working day of the new year went smoothly and efficiently.
