In late August and early September 2024, entering the peak of the rainy season, heavy rains occurred in the province, causing damage to people and property, infrastructure, and crops. In Phan Thiet City, landslides and sand overflows occurred continuously, affecting many aspects.
Impact of abnormal weather changes
In recent days, storm No. 3 and its circulation have caused extremely severe impacts in the northern provinces. Although Binh Thuan was not directly affected, heavy rains still occurred, causing damage to people, infrastructure, and agricultural production in some localities.
In Phan Thiet City alone, for 3 consecutive days (September 3, 4 and 5), due to the impact of heavy rain, water flowed strongly from the high hill of Vo Nguyen Giap Street (Road 706B) down to Nguyen Thong Street, Phu Hai Ward, carrying more than 500 m3 of red sand onto the road with a thickness of more than 50 cm, causing local traffic jams, 1 person injured, damage to property and belongings of people in the area... Previously, due to the impact of prolonged heavy rain on May 21, sand overflowed in Ham Tien and Mui Ne areas. Sand from the Sentosa project overflowed with a thickness of 0.5 to 1m, causing traffic jams. In the area of Nguyen Dinh Chieu Street, sand overflowed about 150 m, causing traffic jams... As soon as the landslide occurred, the locality urgently mobilized vehicles and forces to fix the problem, quickly returning the road surface to traffic...
According to the Steering Committee for Natural Disaster Prevention and Search and Rescue of Phan Thiet City, the prevention and response activities have been implemented step by step effectively, preventing and mitigating damage caused by natural disasters and incidents in the area. However, the situations, handling plans, and prevention plans for some types of natural disasters of localities and units are built on theory, with little practicality. Therefore, without in-depth experience in handling each situation, specific plans if a major natural disaster actually occurs will be very confusing. In addition, the forces participating in handling the situation have not been trained, rehearsed, and are not fully equipped with response equipment suitable for natural disaster situations, major incidents, etc.
Propaganda and raising people's knowledge about disaster response
According to the Steering Committee for Disaster Prevention and Control of Phan Thiet City, the reason is that the weather is currently changing abnormally, with many complicated developments. Local flooding still occurs in many places when it rains heavily. Infrastructure has not kept up with the speed of urban development, the drainage system has not met the demand, local flooding occurs frequently when there is heavy rain. In Phan Thiet City, the mouths of Phu Hai River and Ca Ty River are silted up, causing difficulties for boats to enter and exit, affecting the arrangement of boat mooring in case of storms and floods. Particularly for communes and wards such as Tien Thanh, Ham Tien, Mui Ne, the boat mooring locations are not safe in the room, avoiding storms.
Another reason that needs to be mentioned is that currently, households living along inner-city roads are filling manholes and littering, blocking the flow of the drainage system, causing frequent flooding. Mobilization and use of vehicles according to the "4 on-site" motto is still limited. The mobilization of rescue forces has not kept up with the situation of natural disasters and incidents...
According to the assessment, the weather and hydrological situation in 2024 in Binh Thuan in general and Phan Thiet in particular will have complex and unpredictable developments due to the extreme impacts of climate change. Therefore, departments, units and localities in the city need to identify this as an important, urgent and regular task of the entire political system and society. Assign and decentralize clearly the responsibilities, especially the heads of agencies, organizations and units in the work of preventing, responding to, overcoming the consequences of natural disasters and search and rescue according to the motto "4 on-site" associated with building a safe community.
It is necessary to learn lessons from previous natural disasters, which is to propagate and improve knowledge for people, especially in areas that are often affected when natural disasters occur, so that people can cope with incidents themselves. Upgrade the city's drainage system to ensure that there is no flooding when it rains heavily. In vulnerable areas such as Tien Binh village, Tien Thanh commune, coastal areas such as Ham Tien, Mui Ne, there are response plans before the tide rises such as: Building temporary embankments, reinforcing at vulnerable locations, and not waiting until after the incident to deal with the consequences...
The Steering Committee for Disaster Prevention and Control of Phan Thiet City said: In 2023, the city had 10 houses flooded, ancillary structures collapsed, damaged; 350 m of embankment collapsed, 250 m of embankment collapsed, 200 m of Doi Duong embankment collapsed. In addition, natural disasters also caused 2 accidents at sea, killing a sailor. The total damage was about 3.5 billion VND. In the first 7 months of 2024 alone, the total property damage was estimated at about 2.5 billion VND due to high tides causing landslides.
