General Nguyen Van Rinh, Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin, delivered a speech at the launching ceremony.
The program, implemented from July 20th to September 19th, aims to mobilize people and soldiers nationwide to join hands and contribute to supporting and assisting with medical examination and treatment costs, vocational training, house construction and repair, and gift giving for poor and disadvantaged victims of Agent Orange across the country.
The chemical warfare waged by the US in Vietnam exposed 4.8 million Vietnamese people, with over 3 million becoming victims; many of them suffered from serious illnesses, deformities, disabilities, intellectual impairments, and the effects of Agent Orange have been passed down to the fourth generation, causing countless tragedies that many generations of Vietnamese have had to endure.
At the ceremony, Lieutenant General Nguyen Van Rinh, Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin, stated that organizing a charity text messaging campaign is a practical and effective approach, suitable to the psychological characteristics and financial capabilities of a wide range of social classes and groups in Vietnam. The money collected from the text messaging program not only reflects the affection and responsibility of the community towards Agent Orange victims, but also helps millions of Vietnamese and international friends better understand the Agent Orange disaster in Vietnam and the efforts to mitigate the consequences of the chemical toxins used by the US during the war in Vietnam.

In 2023, the "Joining Hands to Alleviate the Pain of Agent Orange Victims" text messaging program aimed to raise 3 billion VND to support medical examinations and treatment; vocational training; house construction and repair; and gifts for Agent Orange victims.
On this occasion, the Association of Victims of Agent Orange in Thai Binh province donated 100 million VND; the Hoa Binh Provincial Association donated 40 million VND; the Ninh Binh Provincial Association donated 30 million VND; the Ha Nam Provincial Association donated 20 million VND; and the Bac Giang and Hai Duong Provincial Associations and the Agent Orange/Dioxin Victims Fund of Hai Phong city each donated 10 million VND to the Vietnam Agent Orange/Dioxin Victims Fund.
The "Joining Hands to Alleviate the Pain of Agent Orange" text messaging program is an annual activity implemented by the Central Association of Victims of Agent Orange/Dioxin in Vietnam and the National Humanitarian Information Portal (1400) since 2011. In 2022, the program received more than 155,000 text messages, equivalent to more than 3 billion VND. The entire amount was used by the Association of Victims of Agent Orange/Dioxin in Vietnam to support the construction of 7 new houses and the repair of 9 houses for victim families with a total of 470 million VND; to visit and give gifts to victim families during the Lunar New Year of the Rabbit with a total of 1.43 billion VND; to visit and give gifts on the Day for Victims of Agent Orange (August 10) and to support production capital for victims, support the care of victims at Social Protection Centers... with a total of 1.203 billion VND.
