(Labor and Social Affairs) - With many effective and innovative solutions and models, the police forces of Thanh Hoa province have continuously coordinated with local authorities to expand community reintegration models.
These models help those who have made mistakes overcome feelings of shame and inferiority, and become useful members of their families and society as soon as possible.
After one year of implementing and expanding the model of community-based learning, Thanh Hoa province now has 146 such models. Specifically, from October 2023 to the present, the province has launched 2 new models at the district level and 84 models at the commune level, many of which are being maintained and operating effectively.
The police force, along with Party committees and authorities at all levels, organized propaganda, counseling, and job placement services for nearly 1,200 people serving criminal sentences in the community and those who had completed their prison sentences and returned to their localities.
In Nhu Xuan district, there are currently over 100 people who have completed their prison sentences. The majority have returned to their localities and are engaging in honest work, becoming useful citizens for their families and society.
The police force of Nhu Xuan district has actively and proactively advised the Party Committee, the government, and the District Steering Committee 138 to strengthen leadership, direction, and the comprehensive and effective implementation of the Party, State, and Ministry of Public Security 's policies and guidelines on the management, education, and assistance of people with a history of wrongdoing.
Among these initiatives, the "Businesses and the Work of Rehabilitation of Offenders" model, developed and implemented in coordination with the District Police, is one of the effective approaches that has created jobs for many offenders, helping them stabilize their lives and reintegrate into the community.
The model has 13 participating members, all of which are businesses with high labor recruitment needs, ready to recruit, train, and provide vocational guidance to those who have completed their prison sentences and returned to their local communities.
This model represents the efforts of the Party Committee, government, and functional forces of Nhu Xuan district to address the obstacles faced by those who have completed their prison sentences, thereby reducing the recidivism rate in the area.
Returning to his hometown after serving a prison sentence for "theft of property," Vo Van Son, from Bai Tranh commune, Nhu Xuan district, still feels ashamed and inferior about his past mistakes.
Mr. Son's determination to reform was further strengthened when the District Police and the Social Policy Bank approved a loan of 90 million VND from the credit fund for those who have completed their prison sentences, according to Decision No. 22 of the Prime Minister. With this capital, he invested in building more barns, expanding his livestock farming, and stabilizing his life...
In Trieu Son district, the police force is currently managing over 200 people who have completed their prison sentences, of which 144 have stabilized their lives and reintegrated into the community.
Trieu Son district has developed many models for community-based rehabilitation, such as the "Company creating jobs for people whose citizenship has been restored and who have completed their sentences" model at Trieu Thai Son Company, Dan Luc commune; the "Joining hands to help people who have completed their prison sentences and have completed their sentences" model in Nua town...
Captain Le Xuan Muoi, Deputy Head of the Staff Team of Trieu Son District Police, said: “The models have received guidance from the leaders of the commune-level People's Committees, effectively promoting the role of departments, agencies and member organizations of the Fatherland Front at the commune level in the work of receiving, managing, educating, rehabilitating, and assisting people who have completed their prison sentences, preventing recidivism and violations of the law.”

According to the Thanh Hoa Provincial Police, Thanh Hoa is one of the localities with many good and creative approaches in building exemplary models in the work of crime prevention and control, including many good practices and effective models that the Ministry of Public Security has directed to be replicated nationwide.
