At the Conference, the city leaders announced the Can Tho Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1519/QD-TTg dated December 2, 2023; introduced the thinking, vision, new development space, potentials, strengths, opportunities, and investment projects in the locality.
To date, the Prime Minister has approved the planning for the 2021-2030 period, with a vision to 2050, of 32 localities. Can Tho is the 27th locality in the country and the 8th in the Mekong Delta region to have its planning approved.
Worthy of the potential position of the Tay Do land
In his opening speech, Mr. Tran Viet Truong, Chairman of the City People's Committee, said that this Plan, together with the National Assembly's Resolution on piloting a number of specific mechanisms and policies for the development of Can Tho City, is the foundation and solid premise for the city to continue to expand its vision, accelerate its breakthrough, demonstrate its desire to bring the locality to new heights, affirm its role as a core urban area of the Mekong Delta, develop adaptively in the new situation, worthy of the potential position of the Tay Do land.
In addition, the Can Tho City Planning with a long-term vision to effectively promote the city's advantages, serve as a scientific and practical basis for organizing the economic and social territorial space, building 5-year and annual development plans, meeting the general development requirements of the Mekong Delta and the whole country, will be an important legal basis, creating a solid corridor for the sustainable development of the city in the future.
This is also the foundation to take advantage of and exploit the potential and advantages of the locality, ensuring the completion of growth targets in the right direction and achieving the highest efficiency in the shortest time, towards "Can Tho is an ecological, civilized, modern city with a strong identity of the Mekong Delta river region; belonging to the group of fairly developed cities in Asia, becoming a smart and livable city of Vietnam, the center and growth pole of the Mekong Delta region".

The important task is to build Can Tho city into an urban center, a center for trade services, tourism, logistics, processing industry, high-tech agriculture, education and training, specialized healthcare, science and technology, culture and sports of the Mekong Delta; with a synchronous infrastructure system adapting to climate change, meeting the requirements of intra-regional, inter-regional and international transport connectivity.
"To complete this task, Can Tho hopes that domestic and foreign investors, businesses and organizations will pay attention, support and accompany the city's government and people to soon turn this planning orientation into reality," the Chairman of the Can Tho City People's Committee shared.
The biggest problem is resource mobilization.
Speaking at the Conference, Prime Minister Pham Minh Chinh commended and congratulated Can Tho city for promptly developing, completing and announcing the Planning for the period 2021 - 2030, with a vision to 2050. This is a very important event for the implementation of the City Planning, mobilizing resources, attracting investment, and promoting socio-economic development of Can Tho in the coming time.
According to the Prime Minister, Can Tho is one of the localities receiving great attention and investment from the Party and State; has a complete, synchronous, and favorable system of preferential policies and mechanisms; and has a complete planning system.
Can Tho is a centrally-governed city, located in the center of the Mekong Delta region, with the basic characteristics of a multifunctional center, with economic, cultural and social influence and is the gateway to the entire lower Mekong River region; has favorable natural conditions for agricultural development and aquaculture, seafood processing; at the same time, is the intersection of the two most dynamic economic-urban axes of the Mekong Delta region...
Besides, like the Mekong Delta, Can Tho still faces many difficulties such as limited transport infrastructure, impacts of climate change... these are very big problems that cannot be solved overnight.
Prime Minister Pham Minh Chinh said, Can Tho promotes the spirit of self-reliance, self-improvement, and progress by its own internal strength, hands, brains, sky, and land.
"The biggest problem in implementing the Plan is resources. Resources from internal resources, external resources, resources from infrastructure development, resources from public-private partnership, from procedural reform, resources from mechanisms and policies, resources from solidarity and unity, resources from focused and key ways of doing things, completing each task thoroughly...", the Prime Minister emphasized.
At the same time, the Prime Minister stated that the resources and solutions to create resources for Can Tho are to take innovation, science and technology as the main resources, promote green transformation, digital transformation, develop circular economy, sharing economy and knowledge economy.
In addition, there are resources in terms of mechanisms and policies; effectively exploiting specific mechanisms and policies and continuing to research and propose appropriate mechanisms and policies to create resources for development. The implementation of the Can Tho Planning needs to closely follow the resolutions of the Party, State, and National Assembly; connecting with the planning of the Mekong Delta region.
Can Tho mobilizes diverse development resources, including state capital, private capital, central capital, local capital, loans, promotes public-private partnership, attracts FDI through administrative procedure reform, improves the business environment to be more open and favorable...
The Prime Minister also emphasized the resources from developing the transport infrastructure system, as well as exploiting and connecting transport, trade, tourism, etc. Can Tho needs to promote the construction and completion of transport infrastructure connecting the region and the whole country, thereby creating new land funds with higher added value, creating new development space, new development momentum, while reducing logistics costs, improving competitiveness for products and goods, especially fresh agricultural products that need to be transported quickly.

For the business community and investors in Can Tho, the Prime Minister emphasized the need to have a long-term, sustainable business strategy, properly implement investment commitments, cooperation agreements, comply with the law; follow the city's planning; implement a good business culture, the spirit of "harmonious benefits, shared risks".
The Prime Minister requested relevant ministries and branches to effectively implement the Party's guidelines and policies, the State's policies and laws, and the direction of the Government and the Prime Minister; always accompany and promptly and effectively resolve recommendations and proposals from Can Tho and the people and businesses; promptly complete relevant legal regulations and policies.
In the program, Can Tho introduced the potentials, strengths, opportunities, and investment projects in the locality; announced the Decision to approve and report on the basic contents of the City Planning; granted investment policies, investment registration certificates, granted policies to approach, research, and survey projects in the area.
