The "Learning and Following Uncle Ho's Example" emulation movement in the province has been widely implemented and has become a regular practice in every agency, unit, and locality. From specific, practical models, many innovative approaches have spread strongly, contributing to improving the effectiveness of political tasks, building a strong political system, and consolidating the people's trust.

The effectiveness of models that are close to the people and relevant to practical situations.

According to the Provincial Party Committee's Propaganda and Mass Mobilization Department, by 2025, the entire province will have 959 models registered to implement the emulation movement "Learning and Following Uncle Ho's Teachings". These models focus on practical areas such as: Party building, administrative reform, digital transformation, social welfare, economic development, national defense and security, education, and environmental protection. Through implementation, many exemplary collectives and individuals have emerged with innovative and effective approaches, yielding clear results.

A highlight of the "Learning and Following Uncle Ho's Example" emulation movement is that all models are linked to political tasks and practical issues at the grassroots level. Many localities choose specific, people-oriented actions to implement, thereby creating a widespread impact in the community.

In Cam Pha ward, the model of "Donating land, relocating fences, and contributing funds to expand alley 44, group 1, Le Loi area" has created high consensus among the people. Residents voluntarily donated 84m² of land along with over 410 million VND to expand the residential alley, contributing to urban beautification, ensuring traffic safety, and improving the quality of life.

To effectively implement the model, the Le Loi neighborhood Party branch promoted the exemplary role of cadres and Party members, directly disseminating information and mobilizing each household, publicly announcing the implementation plan, and creating consensus within the community. From initial concerns about the impact on their land and family properties, many households voluntarily dismantled their fences and donated land to open the road, embodying the spirit of "the State and the people working together."

After the alleyway was widened, people's travel became more convenient, traffic congestion and safety issues were gradually resolved; the residential area also became more spacious, clean, and beautiful. More importantly, the model has fostered a spirit of solidarity, community responsibility, and a sense of participation in building a civilized urban environment among the people. Based on the practical results achieved, the model has become one of the exemplary examples in the local "Learning and Following Uncle Ho's Teachings" movement, contributing to spreading the spirit of being close to the people, respecting the people, and harnessing the people's strength in carrying out tasks at the grassroots level.

Meanwhile, the "Proactive Response in Disaster Prevention and Control" model of the Dong Trieu Ward Military Party Branch has proven remarkably effective in practice. In response to the complex developments of heavy rains and Typhoon WIPHA in 2025, the militia force was on duty 24/7, assisting in reinforcing houses for 17 households, relocating people and property in areas at risk of landslides and flooding; and participating in post-disaster recovery efforts, helping people quickly stabilize their lives. The Ward Military Party Branch also proactively advised the Party Committee and local government on developing disaster prevention and control plans, reviewing vulnerable points, and preparing sufficient forces and resources according to the "four on-the-spot" principle. Militia members regularly received training in response and rescue skills, improving their ability to handle situations at the grassroots level. Throughout the course of their duties, militia officers and soldiers consistently demonstrate a strong sense of responsibility, overcoming difficulties and dangers to support the people.

In Ha Long ward, the "Mobilizing citizens to resolve administrative procedures through online public services and using the VNeID application" model implemented by the ward's police force has yielded practical results in administrative reform. Officers and soldiers directly visit each household to guide residents in installing and using the VNeID application, and assist them in submitting online applications. Lieutenant Colonel Nguyen Hoang Nam, Deputy Head of the Ha Long Ward Police, stated: To ensure the model's effectiveness, the ward police have established working groups that go directly to residential areas, utilizing time outside of working hours to support residents, especially the elderly and those unfamiliar with technology. Following the motto "going to every alley, knocking on every door," officers and soldiers both promote the benefits of digital transformation and directly guide residents in using smartphones.

Through implementation, people have gradually changed their habits of carrying out administrative procedures using traditional methods, proactively using online public services to resolve procedures related to residence, information verification, temporary residence registration, etc. This not only saves time and travel costs but also enhances transparency in handling administrative procedures. The model also contributes to improving the effectiveness of the Government's Project 06 at the local level, promoting digital transformation in administrative management and building a digital government. To date, 100% of residence applications at the unit are received and processed through online public services.

In the field of education, many models of learning from and following President Ho Chi Minh's example have been creatively implemented, in line with the requirements of current educational reform. A typical example is the model "Innovating career guidance experiential activities through improving the quality of club activities" of the Party Branch of Hoang Van Thu High School, Vang Danh Ward. The school effectively maintains 11 clubs, attracting more than 280 students, creating an environment for students to develop skills and abilities, while achieving many accomplishments in academics, scientific research, and cultural and sports activities.

Beyond just models of mass mobilization or social welfare, the "Learning and Following Uncle Ho's Teachings" movement has also created momentum for innovation in many areas of production, management, and Party building.

The Quang Ninh Coal Party Committee is one of the exemplary units in identifying and replicating advanced models. A notable example is the model of "Implementing restructuring and reducing the number of work sites and workshops" by the Personnel and Organization Department Party Branch of the Deo Nai - Coc Sau Coal Joint Stock Company - TKV, which advised on the dissolution of two transport workshops; the merger of five pairs of work sites and workshops; and the reduction of seven production units... contributing to streamlining the organizational structure and improving operational efficiency. Beyond simply reorganizing the organizational structure, the model also focuses on developing regulations to support redundant workers, innovating the structure and improving the quality of labor, and ensuring the rights of workers during the restructuring process. This clearly demonstrates the spirit of innovation, boldness, and the pioneering and exemplary role of cadres and Party members in fulfilling the unit's political tasks.

Furthermore, the Quang Ninh Coal Party Committee pays special attention to the dissemination and promotion of exemplary "Miners - Soldiers" in conjunction with learning from and following President Ho Chi Minh's teachings. Many units effectively maintain the practice of commending outstanding workers right at the construction site and workshop; organizing thematic discussions and visits to exemplary models for cadres, Party members, and workers to learn from and exchange experiences. Through these emulation movements, many exemplary workers have emerged who are dynamic, creative, and have made numerous technical improvements, contributing to increased labor productivity and ensuring production safety.

According to Comrade Bui Van Ngoi, Deputy Secretary of the Quang Ninh Coal Party Committee, the "Miners learning and following Uncle Ho's example" campaign has contributed to changing the way of thinking and working of the workforce, creating widespread impact and maximizing the spirit of the miners. In 2026, the coal industry implemented a plan to study and follow Ho Chi Minh's ideology, ethics, and style with the theme "Ho Chi Minh's ideology, ethics, and style on economic development linked with ensuring social security and improving people's lives." Through this, the entire industry directed grassroots Party branches and committees to register and build 189 collective and individual models of "Learning and following Uncle Ho's example."

In Yen Giang 12 neighborhood, Quang Yen ward, the model of building a civilized street and a safe neighborhood in terms of security and order has mobilized residents to actively participate in urban beautification, installing lighting systems, security cameras, planting trees, and maintaining environmental hygiene. During the implementation process, neighborhood officials and organizations have intensified propaganda and mobilization efforts to encourage residents to promote solidarity and proactively participate in building a civilized residential area. Many households have voluntarily beautified their storefronts, arranged goods neatly, maintained environmental hygiene, and actively participated in community activities.

From 2024 to the present, the neighborhood has mobilized social resources to install 8 additional streetlights and extend the electrical system to various streets and community areas. Simultaneously, residents have been encouraged to donate stone benches, plant and care for hundreds of square meters of trees and flower gardens, creating a green, clean, and beautiful landscape. Notably, the security camera system has been expanded to 25 cameras, operating effectively to support surveillance, contributing to the prevention of legal violations and maintaining security and order at the grassroots level. As a result, the awareness of law compliance and the sense of responsibility of residents in building a civilized urban life have been increasingly enhanced. This model not only changes the appearance of the residential area but also fosters unity among the people, creating a strong bond and consensus between the Party committee, the government, and the residents.

According to the assessment of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the study and emulation of Ho Chi Minh's ideology, ethics, and style in the province is becoming increasingly systematic and substantive. Quang Ninh is also the first locality in the country to make the study and emulation of Uncle Ho a separate emulation movement, linked with other patriotic emulation movements of the province. A notable point is that the study and emulation of Uncle Ho is no longer merely a movement, but has been concretized through practical models and actions linked to political tasks, Party building work, socio-economic development, and addressing people's issues at the grassroots level. This has created a clear transformation in the awareness and actions of cadres, Party members, civil servants, and the people.

Party committees, localities, agencies, and units in the province have focused on selecting breakthrough areas and addressing existing problems to build models of learning and following President Ho Chi Minh's teachings that are appropriate to their practical realities. Many models have proven effective in administrative reform, digital transformation, new rural development, environmental protection, ensuring security and order, caring for social welfare, improving the quality of education, and building a culture of public service. Alongside this, the work of identifying, nurturing, commending, and replicating advanced models has been regularly implemented. Many exemplary collectives and individuals with creative and effective approaches have become factors in spreading a sense of responsibility, a spirit of serving the people, and a desire to contribute within the community. Through these models of learning and following President Ho Chi Minh's teachings, the exemplary spirit of cadres and party members, especially leaders, has been increasingly promoted; and the relationship between party committees, the government, and the people has become increasingly close. This is also one of the important driving forces contributing to building a clean and strong political system, consolidating the people's trust in the Party and local government.

Along with building model examples, the work of disseminating information and replicating best practices has been intensified through various forms. Quang Ninh's newspapers, radio, and television have produced more than 1,000 news articles, reports, and features on learning from and following President Ho Chi Minh's example; many localities have organized competitions, exchanges, seminars, and commendations of advanced models, creating a vibrant atmosphere of emulation among cadres, Party members, and the people.

It is evident that, through concrete and practical actions, the "Learning and Following Uncle Ho's Teachings" emulation movement continues to spread strongly throughout society, becoming an important driving force promoting a sense of responsibility, dedication, and the aspiration to build a more prosperous, beautiful, and civilized Quang Ninh.
