Maximizing the effectiveness of the electronic Party member handbook.

The electronic Party Member Handbook (EMP) is becoming an important tool in the digital transformation of Party building work. While initial results have been achieved, comprehensive solutions are still needed to maximize the value of this application.

The Digital Technology Team of the Party Agencies Branch of Bac Gia Nghia Ward is assisting neighborhood party branches in installing and using the Digital Data Processing application.

Improving the quality of Party activities

Since the April 2026 Party branch meeting, the Digital Technology Team of the Party Branch of Party Agencies in Bac Gia Nghia Ward has launched a campaign to support neighborhood Party branches in installing and using the Digital Party Organization application. Team members directly assist Party members in installing and registering accounts, guiding them on how to utilize the application's features, and promptly addressing any difficulties that arise during use. The Party branch aims to ensure that by the end of the second quarter of 2026, 100% of Party members using smartphones in neighborhood Party branches will have activated and are proficient in using the application. Mr. Tran Van Tuan, Deputy Secretary of the Party Committee and Secretary of the Party Branch of Party Agencies in Bac Gia Nghia Ward, stated: “The implementation of the Digital Party Organization application is not only about applying technology to Party work but also contributes to changing the mindset and working methods of cadres and Party members in the digital age.”

The reality shows that the Electronic Document Management System is proving to be practically effective in innovating the methods of leadership, management, and Party activities. With the involvement of Party committees at all levels, this application has become an effective tool in managing Party members, disseminating documents, organizing Party branch meetings, and studying resolutions. Mr. Nguyen Van Thanh, Secretary of the Party Committee of Dak Song commune, commented: "Through the application, documents and resolutions are conveyed to Party members quickly and promptly, contributing to the innovation of leadership methods and improving the quality of Party branch meetings at the grassroots level."

As of May 15th, the entire provincial Party Committee has 126,157 Party members whose data has been synchronized from the Party Member Database 4.0 software to the Electronic Party Membership Information Application; 90,412 Party members have logged in and used the application, reaching a rate of 75.98%. Over the five Party meetings held from the beginning of 2026 to the present, there have been 23,133 instances of feedback and interaction between Party committees, Party organizations, and Party members through the application.

Overcoming limitations to ensure synchronized and effective implementation.

Furthermore, the application's deployment at the grassroots level still faces some difficulties and limitations. Data updating and the utilization of some application features are slow and inconsistent in some grassroots Party branches and committees. Many older Party members and those from ethnic minorities still have difficulty accessing and using smart devices. Coordination in handling technical errors is sometimes slow, affecting the effectiveness of the application. During regular Party branch meetings, when a large number of Party branches nationwide access the system simultaneously, the system sometimes operates slowly, hindering the organization of meetings on the digital platform. The synchronization of Party member data from the Party Member Database 4.0 software to the digital Party Member Data Application is also not carried out regularly in some areas.

The Provincial Party Committee has determined that, in the coming period, the application of the Electronic Party Membership System will continue to be implemented synchronously and uniformly to support Party members in Party activities, studying resolutions, and promptly accessing Party documents and materials. At the same time, the goal is to achieve over 95% of Party members accessing and using the application and 100% of Party branches conducting regular and thematic meetings on the digital platform. To achieve this goal, Party committees at all levels will continue to strengthen their responsibility in directing, inspecting, and urging the use of the application; regularly update Party member data; and improve the quality of the management team and support staff at the grassroots level. Emphasis will continue to be placed on propaganda, guidance, and support for Party members, especially older members, in using the application to ensure that all Party members can access and effectively utilize the benefits of the digital platform.
