
In Ngoc Kinh Tay village (Ha Nha commune), the people are all too familiar with the image of Mr. Nguyen Van Phan, who braves the rain to inspect the damage to his village immediately after storms and floods, or busily hangs flags and prepares banners for every holiday and Tet (Lunar New Year).
At over 70 years old and with nearly 40 years of Party membership, Mr. Phan still maintains the habit of "going door to door" to mobilize people to participate in local movements. For him, "skillful people mobilization" doesn't lie in empty words but must begin with the exemplary conduct of Party members.
Not only does Mr. Phan keep the village running smoothly, but he also initiates many community initiatives such as planting flowers along the roadside, conducting general cleaning of village roads and alleys, and launching the "Village Road Lighting" model. From just a few initial locations, now almost all the alleys in Ngoc Kinh Tay are lit up at night. Residents voluntarily contribute their labor and resources to maintain the lighting system.
Every rainy season, people would see Mr. Phan in his old raincoat, making his way through the small villages, checking for damage to houses and crops. His dedication earned him respect and trust from everyone who mentioned him.
"As long as we have our health, we will continue to work. Party members must lead by example so that the people trust and follow them," Mr. Phan said.
While Mr. Phan was involved in village affairs through community movements, in Lam Tay village (Ha Nha commune), Mr. Tu Thanh Hai chose to contribute through very small daily tasks.

At over 70 years old, Mr. Hai wakes up at 4 a.m. every morning to sweep the roads, pull weeds, and trim the trees along the country road. His old bicycle always carries a broom, pruning shears, and a few gardening tools. Initially, he only intended to plant a few clumps of flowers in front of his house, but seeing that the village road was still overgrown with weeds, he quietly planted more trees and flowers along the road leading into the village.
Day after day, the small trees grew taller, transforming the country road into a lush, green pathway bursting with colorful flowers. For a time, many considered him a busybody, meddling in unnecessary affairs, but Mr. Hai neither explained nor took offense. He continued quietly sweeping the road and watering the trees as a routine.
That very perseverance changed the perceptions of many villagers. From someone who quietly tended to the trees along the roadside, now more households in the village are proactively planting flowers, maintaining environmental hygiene, and working together to build a green, clean, and beautiful landscape. "As a Party member, I must set an example. Whatever I can do that is beneficial to the village, I will try my best to do," Mr. Hai said simply.
In Phiếm Ái 2 village (Đại Lộc commune), Ms. Lê Thị Kim Phụng is known to the locals for her active involvement in environmental and community activities.
After more than 30 years working in the trade union field, even after retirement, Ms. Phung continued to participate in Party activities, was elected Secretary of the Party Branch of Phiếm Ái 2 village, and played a connecting role among the people in many local movements.
The "Green Exercise for the Community" group, founded by her, attracts many members including retired officials, teachers, farmers, and small business owners who participate in cleaning, picking up trash, planting trees, and maintaining flower-lined streets.
In late 2023, when the area around Phiếm Ái village temple became an unauthorized garbage dumping site, Ms. Phụng and her group members mobilized residents to clean up, sort garbage, erect signs prohibiting littering, and transform the area into a flower garden.
"I thought I had to lead the way so that people would follow. To mobilize the people's strength, you must first be close to them and set a good example," Ms. Phung shared. Thanks to that perseverance, the area, once littered with garbage, has now become a clean and beautiful space, and the model has spread to many other residential areas.
