According to Deputy Director of Hanoi Department of Health Tran Van Chung, World Population Day on July 11, 2025 has the theme "Reproductive autonomy in a changing world" to emphasize the basic rights of each individual, especially women and young people, to access information and health services to be proactive, free and responsible in reproductive decisions.

Over the years, the Hanoi Party Committee, People's Council and People's Committee have always paid attention to population and development work. Thanks to that, Hanoi has achieved many important achievements in population work.
Specifically: The replacement fertility rate is maintained; the rate of pregnant women screened for the four most common congenital diseases before birth (reaching 85%); the rate of newborns screened for the five most common congenital diseases (reaching 90%); the rate of young people receiving pre-marital counseling and health check-ups is 82%; the average life expectancy is 76.5; the sex ratio at birth is gradually being controlled.
In addition, the city also synchronously deploys many models such as: Pre-marital counseling, health care for adolescents, youth and the elderly; at the same time, population content is included in socio-economic development targets at all levels.
Deputy Director Tran Van Chung hopes that, in order to ensure effective implementation of population and development work in Hanoi, creating clear changes and stability in population and development work, in the coming time, it is necessary to continue to strengthen the comprehensive leadership and direction of all levels of government, promoting the strength of the entire political system in implementing population policies in the new situation.

Continue to promote communication, raise public awareness of gender equality, encourage having two children, getting married and having children at the right age; increase investment in health services, expand population services to the grassroots level, ensure access for all people, and protect each person's reproductive rights.
Speaking at the rally, Director of the Department of Population (Ministry of Health) Le Thanh Dung suggested that the Department of Health continue to direct the Department of Population, Children and Prevention of Social Evils and units of the health sector to effectively implement population programs and projects; at the same time, propose breakthrough solutions to successfully complete the population target and develop Hanoi city.

On the other hand, continue to effectively implement Conclusion 149 of the Politburo on promoting population work in the new situation, including continuing to strengthen the Party's leadership over population work; innovating the content of propaganda and mobilization on population work; perfecting population policies and laws; and synchronously deploying solutions on population work.
In particular, in the context of changing the 2-level local government model, the Department of Population, Children and Social Evils Prevention and Control needs to strengthen coordination with agencies, organizations and grassroots authorities to implement population work, avoid work interruptions, and ensure the highest progress and quality.
Departments, branches, sectors, unions of Hanoi city, and authorities of wards and communes need to continue to pay attention to leading and directing population work. In the process of arranging and organizing administrative units, it is necessary to consider rearranging the population work apparatus to ensure unity, continuity, and improve the quality of population work; arrange human resources, and allocate budget for population work, especially in the context of adapting to population aging...
