Strong transformation

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation and national digital transformation. Immediately after its promulgation, the Resolution has truly created a strong change in awareness and action throughout the entire political system, spreading widely to all levels, sectors, localities, the business community and the whole society.

In the first 6 months of 2025, the institutions and policies to implement the Resolution were completed. The National Assembly passed two laws of special importance: the Law on Science, Technology and Innovation; and the Law on Digital Technology Industry. A system to monitor and evaluate the implementation of Resolution 57 was put into operation, helping to monitor the progress and results of the implementation of tasks online, transparently and promptly.

A highlight in the past 6 months is the active and proactive participation of large domestic technology enterprises. Large technology corporations such as Viettel, VNPT, FPT, CMC, etc. have not only participated as contractors to implement the project but also directly worked with the Steering Committee, ministries and branches to develop solutions and propose policies. The Central Steering Committee has developed and implemented Plan No. 02-KH/BCĐTW on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus. This is not only a specific action plan but also a new, modern, data-based governance model, very suitable for the requirements of restructuring the apparatus according to the 2-level local government model.

In Hue City, implementing Plan 02-KH/BCĐTW, the Steering Committee for Science, Technology, Innovation and Digital Transformation Development and Project 06 of Hue City has issued Plan 98/KH-BCĐ. Up to now, the urgent tasks (to be completed before June 30, 2025) have been completed; other tasks are continuing to be directed by the City People's Committee; 2,307 administrative procedures of the city have been announced and made public; of which 1,856 are at the department level and 436 are at the commune and ward level.

Through updating and monitoring on the morning of July 1, 2025, 40 Commune-level Public Administration Service Centers received 526 records and resolved 126 records; the unit receiving the most was the People's Committee of Quang Dien Commune with 83 records; the units resolving the highest rate were the People's Committee of Huong An Commune with 11/12 records, and the People's Committee of Phong Thai Commune with 11/12 records.

Despite many achievements, the Central Steering Committee also frankly acknowledged that the implementation of Resolution No. 57-NQ/TW in the first 6 months of the year still has many shortcomings and limitations, such as institutions and policies in many areas have not been completed synchronously. The potential of the science, technology, innovation and digital transformation ecosystem is still weak compared to the world; the science and technology enterprise ecosystem is still weak and fragmented; the digital infrastructure of many localities is still weak and asynchronous... requiring stronger and more drastic solutions in the coming time.

Innovative thinking, decisive action

At the conference, many delegates and localities focused on clarifying difficulties and limitations, analyzing causes and providing solutions and recommendations to promote science, technology, innovation and digital transformation in the coming time.

Hue City proposed that, for the implementation of public administrative services regardless of administrative boundaries between localities nationwide, the Ministry of Science and Technology should soon provide guidance on standards for administrative procedure settlement records so that localities can proactively receive, send and return records for this form.

Prime Minister Pham Minh Chinh said that, through the practice of monitoring the implementation of Resolution 57, the responsibility of the leader plays an important role. Any agency or locality that takes drastic action will have its work effectively implemented. In the coming time, there needs to be more specific mechanisms and policies to select and prioritize important, focused, and key tasks. In addition to State resources, it is necessary to mobilize other legal resources from outside. In the immediate future, priority should be given to building a shared, interconnected database. Investing in electricity and telephone coverage in areas where there is none. At the same time, training, development, and attraction of quality human resources should be strengthened.

Speaking at the conference, General Secretary To Lam requested that based on the initial results achieved in the first 6 months of 2025, agencies and units need to promote the spirit of innovation, take drastic actions, focus highly on directing, operating, and effectively implementing key tasks, ensuring progress, quality, and set goals. Heads of departments, ministries, branches, and localities must enhance their sense of responsibility "Resolutely, persistently, steadfastly, and do everything to strengthen the trust of the whole society", focus on directing drastically, and prioritize resources to complete assigned tasks, especially unfinished tasks.

General Secretary To Lam assigned the Central Propaganda and Mass Mobilization Commission to preside over and coordinate with media agencies to develop an extensive communication program on the breakthrough contents of the Law on Science, Technology and Innovation; the role of data platforms in promoting comprehensive digital transformation; innovation in public services, application of digital technology, etc. Ministries and agencies urgently develop and prepare sub-law documents to guide the laws promulgated after the 9th Session of the 15th National Assembly, to be completed at the same time the law comes into effect.

“Ministries, sectors, localities, enterprises, research institutes, and universities must proactively seek opportunities, propose initiatives and projects that are suitable to their capacity and development strategy, participate in strategic systems and breakthrough initiatives; comply with procedures and guidelines when participating in strategic action plans. Promptly detect and propose solutions to difficulties and obstacles, ensuring that breakthrough initiatives and strategic systems are implemented on schedule and effectively,” General Secretary To Lam requested.

At the conference, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation Development launched a system of 3 digital platforms to monitor the implementation of Resolution 57-NQ/TW, including: the Communist Party of Vietnam's electronic information portal; the system for monitoring and evaluating Resolution 57-NQ/TW and the information system for receiving and processing feedback, recommendations and solutions for national science, technology, innovation and digital transformation development initiatives.
