Close to the people, enthusiastic and responsible, members of the Community Digital Technology Team have been playing a good role in propaganda, dissemination and guidance for people to grasp the skills of using digital platforms, basic digital applications and helping people interact with the government, contributing significantly to promoting digital transformation from the grassroots level and creating digital citizens.
Implementing the digital transformation program, wards and communes in the province have established 1,675 community digital technology teams in villages and residential groups (100%) with 8,424 members. The force is mainly youth union members, political and social organizations and village and commune officials. This is considered an extension of the Digital Transformation Steering Committee at the commune level.
Comrade Ta Quang Phuong, Deputy Director of the Department of Information and Communications, said: To improve the operational efficiency of the Community Digital Technology Teams, immediately after the teams were established, the Department of Information and Communications coordinated with districts, cities, People's Committees of communes, wards, towns, and telecommunications enterprises in the province to organize training courses on digital knowledge and skills for members of the Teams, ensuring that members are proficient in applying technology before becoming propagandists to bring digital technology to the people.
With enthusiasm and responsibility, the Community Digital Technology Team in localities has organized to guide people to use online public services; guide people to access, install, and use digital services to serve essential needs such as healthcare, education, social policies, epidemic prevention... through digital platforms; participate in e-commerce platforms... Through propaganda and dissemination of digital transformation, people have initially become familiar with the concept of digital transformation, gradually installing and using smart applications to serve work and life.
Ms. Nguyen Thi Hue, Head of the Community Digital Technology Team of Phu Son Village, Khanh Phu Commune (Yen Khanh) said: In May 2022, the Community Digital Technology Team of the village was established with 6 members. With the motto "doing and gaining experience at the same time", the members of the Team actively participated in training courses organized by the Department of Information and Communications and Yen Khanh District. On that basis, the members have grasped digital skills, actively visited families to guide people to install and use digital services. The goal set by the Community Digital Technology Team is that each family has at least one person who knows how to proficiently use technology applications on smartphones, from which they will be active propagandists to guide other family members to do the same.
"Going to every alley, knocking on every door" to propagate and guide people to use digital technology is an important solution to help Community Digital Technology Teams popularize digital skills to each person. This is considered an effective way to change the awareness of digital transformation of each person.
Ms. Mai Thi Bich Phuong, Secretary of the Youth Union of Phuc Thanh Ward (Ninh Binh City) said: Taking advantage of the holidays, I and members of the Community Digital Technology Teams went to guide people to use online public services, use public postal services when there are administrative procedures that need to be resolved; guide people to install some basic applications that are practical in life, such as software for non-cash payments, looking up administrative procedures, public services... At the same time, coordinate to propagate the implementation of Project 06 on developing data applications on population, identification and electronic authentication to serve the national digital transformation in the period of 2022-2025, with a vision to 2030 of the Government, thereby contributing with the sectors and organizations in the ward to support people to install, activate and use VneID electronic identification accounts...
Mr. Nguyen Van Minh, in Phuc Hai Street, Phuc Thanh Ward, shared: Thanks to the members of the Community Digital Technology Group's propaganda about digital transformation and enthusiastic guidance on how to use digital technology software, I have a better understanding of the benefits that digital transformation brings, while also enhancing my own responsibility in participating in the digital transformation process. For the elderly, participating in digital transformation brings many advantages, for example, now I do not have to go to the headquarters of the Electricity Company to pay the monthly electricity bill, but only need to download the bank's app to make cashless payments; when going to the doctor, I only need to bring my ID card to be able to perform administrative procedures at medical examination and treatment facilities.
Members of the Community Digital Technology Group are also active propagandists in disseminating the Party and State's policies and guidelines on digital transformation to the people, contributing to the formation of digital citizens, building digital government, developing digital economy and digital society in the whole province.
By the end of 2022, the rate of people granted and using electronic identification applications will reach 21.8%; the rate of people in the province having electronic health records used in medical examination and treatment and health monitoring activities will reach 58.4%; the rate of non-cash payment of tuition and hospital fees will reach about 50%.
The activities of the Community Digital Technology Team in recent times have shown that it is truly an "extended arm" of the Steering Committee for Digital Transformation at all levels, an important solution to promote the strength of the entire population participating in the digital transformation process. This is also one of the breakthrough solutions that localities have been implementing, thereby contributing to spreading and promoting the digital transformation process.
To continue promoting the role of the Community Digital Technology Group, in the coming time, the Department of Information and Communications will continue to organize training and guidance to improve knowledge and skills for members, thereby spreading and bringing digital technology to all classes of people, contributing to promoting digital transformation.
