Promoting the role of autonomy and self-responsibility of Associations in the new situation

As of December 31, 2024, the country had a total of 70,096 active mass associations; of which, 609 associations operated nationwide or inter-provincially; 69,487 associations operated at the local level. In 2024, 976 new associations were established, while 165 associations were dissolved. With flexibility and closeness to the people, the activities of mass associations are very diverse, closely linked to the specific fields and tasks of each association. The associations have properly implemented the objectives, charters and strictly complied with the Party's guidelines and policies, the State's laws as well as local regulations.

Directive 17-CT/TW dated August 28, 2012 of the Politburo on "Continuing to innovate and strengthen the Party's leadership over mass organizations" was issued at the right time, promptly orienting the leadership, direction, management as well as promoting the role of mass organizations. After 13 years of implementation, this Directive has contributed to creating important changes in the awareness and actions of Party committees, authorities, the Fatherland Front and socio-political organizations, thereby firmly consolidating the great national unity bloc. However, the implementation also revealed a number of limitations and shortcomings that need to be identified and evaluated for future solutions.

Regarding Decision No. 118-QD/TW dated August 22, 2023 of the Secretariat on "Regulations on organization and operation of mass associations assigned by the Party and State at the Central level", the amendment and supplementation is necessary to overcome difficulties and contradictions that are no longer suitable to the practical situation. The goal of this is to strengthen the leadership role of the Party, improve the operational efficiency of mass associations at the Central level, meet the requirements of innovation in leadership and management methods, and at the same time promote the role of autonomy and self-responsibility of associations in the new situation.

Delegates attending the Conference assessed: In the past time, the Associations have coordinated with agencies, organizations and socio-political organizations in propaganda work, mobilizing people to implement the Party's policies and guidelines, and the State's laws. The summary of Directive 17 and the amendment of Decision No. 118 are consistent with the Party's policies and guidelines, the Constitution and laws, ensuring feasibility in practice.

Speaking at the Conference, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Organizations Nguyen Thai Hoc affirmed that the Party Committee will accept enthusiastic and responsible opinions to continue perfecting the draft Project and seek comments from experts and scientists in the coming time.

To prepare for the upcoming Congress of the Vietnam Fatherland Front and Central mass organizations, the Politburo had a meeting with the Standing Committee of the Party Committee of the Vietnam Fatherland Front and Central mass organizations. General Secretary To Lam suggested three key issues that need to be focused on in the coming time: The Vietnam Fatherland Front, mass organizations and mass organizations need to strongly innovate their mechanisms and methods of operation according to the new organizational model; increase the substance, effectiveness and depth in the activities of the Vietnam Fatherland Front, mass organizations and associations. To achieve that, it is necessary to promote the important role of mass organizations, bring their activities into depth, create practical impacts on people's lives; strengthen solidarity, gather, promote strength, as well as mobilize enormous resources among the people. That strength includes not only material resources, but also the spiritual strength and will of the entire people. Therefore, the Fatherland Front, unions and mass organizations need to arouse, mobilize and maximize this multidimensional resource to contribute to promoting the country's sustainable development.

The notes of General Secretary To Lam will be an important foundation for the 1st Congress of the Vietnam Fatherland Front and Central Organizations, term 2025-2030, to propose directions and breakthrough solutions and demonstrate the determination to innovate to enhance the role and position of organizations in the cause of promoting people's strength, contributing to building an increasingly strong country - Mr. Nguyen Thai Hoc affirmed.
