As of December 31, 2024, there were a total of 70,096 active mass organizations nationwide; of which, 609 operated at the national or inter-provincial level, and 69,487 operated at the local level. In 2024, 976 new organizations were established, while 165 were dissolved. With their flexibility and close connection to the people, the activities of these mass organizations are diverse, closely linked to the specific fields and tasks of each organization. The organizations have adhered to their stated objectives and charters, and strictly complied with the Party's guidelines and policies, the State's laws, and local regulations.
The Politburo 's Directive 17-CT/TW dated August 28, 2012, on "Continuing to innovate and strengthen the Party's leadership over mass organizations," was issued at the right time and provided timely guidance on leadership, direction, management, and the promotion of the role of mass organizations. After 13 years of implementation, this Directive has contributed to significant changes in the awareness and actions of Party committees, government agencies, the Vietnam Fatherland Front, and political and social organizations, thereby consolidating the national unity. However, its implementation has also revealed some limitations and shortcomings that need to be identified and evaluated in order to find solutions for the future.
Regarding Decision No. 118-QD/TW dated August 22, 2023, of the Party Central Committee on "Regulations on the organization and operation of mass organizations assigned tasks by the Party and State at the central level," amendments and additions are necessary to overcome obstacles, contradictions, and inconsistencies that are no longer consistent with the current situation. The goal is to strengthen the Party's leadership role, improve the effectiveness of mass organizations at the central level, meet the requirements of reforming leadership and management methods, and promote the autonomy and accountability of these organizations in the new context.
Delegates attending the Conference assessed that, in the past period, the Associations have coordinated with agencies, organizations, and socio-political groups in the work of disseminating information and mobilizing the people to implement the Party's guidelines and policies and the State's laws. The review of Directive 17 and the amendment of Decision No. 118 are consistent with the Party's guidelines and policies, the Constitution, and the law, ensuring practical feasibility.
Speaking at the conference, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations Nguyen Thai Hoc affirmed that the Party Committee will incorporate the heartfelt and responsible opinions to further refine the draft plan and will seek feedback from experts and scientists in the coming time.
In preparation for the upcoming Congress of the Vietnam Fatherland Front and Central Committees of mass organizations, the Politburo held a working session with the Standing Committee of the Party Committee of the Vietnam Fatherland Front and Central Committees of mass organizations. General Secretary To Lam suggested three key issues that need to be focused on in the coming period: The Vietnam Fatherland Front, mass organizations, and mass associations need to strongly innovate their mechanisms and methods of operation according to the new organizational model; enhance the substance, effectiveness, and depth of the activities of the Vietnam Fatherland Front, mass organizations, and mass associations. To achieve this, it is necessary to promote the important role of mass associations, deepen their activities, and create practical impacts on people's lives; strengthen unity, gather, and unleash the strength and mobilize the immense resources of the people. This strength includes not only material resources but also the spiritual strength and will of the entire nation. Therefore, the Vietnam Fatherland Front, mass organizations, and people's associations need to awaken, mobilize, and maximize these multifaceted resources to contribute to promoting the sustainable development of the country.
General Secretary To Lam's remarks will be an important foundation for the First Congress of the Vietnam Fatherland Front and Central mass organizations, term 2025-2030, to set forth breakthrough directions and solutions and demonstrate the determination to innovate in order to enhance the role and position of these organizations in the cause of harnessing the people's strength and contributing to building an increasingly strong country - Mr. Nguyen Thai Hoc affirmed.
