On the morning of December 19th, in Phu Dong commune ( Hanoi ), the Chairwoman of the Central Committee of the Vietnam Fatherland Front, Bui Thi Minh Hoai, and the delegation of National Assembly representatives from Hanoi met with voters following the 10th session of the 15th National Assembly.
The conference was held in a hybrid format, combining in-person and online participation, connecting to 10 communes and wards within electoral unit number 4.

Speaking at the conference, Ms. Bui Thi Minh Hoai stated that this was the final voter outreach meeting of the 15th National Assembly term. After a period of serious work, the voter outreach conference had completed all the planned agenda items.
Ms. Hoai assessed that the opinions expressed by the voter representatives all demonstrated a high sense of responsibility, dedication, and constructiveness, reflecting the difficulties from practical situations at the grassroots level, while also showing consensus and support for the Party's guidelines and policies, the National Assembly's decisions, and the Government's management in socio-economic development.
Ms. Hoai emphasized that in 2025, the global and regional situation will continue to be complex and unpredictable. For Hanoi, the capital city, facing significant pressure on infrastructure, population, environment, and the demands for rapid and sustainable development, the city has made tremendous efforts and achieved remarkable results. GRDP growth in 2025 is estimated at 8.5%; budget revenue will exceed projections; foreign investment attraction will continue to increase strongly, with many high-tech and modern service projects being implemented.
In addition, the city has also effectively implemented social policies and relief efforts to support people affected by natural disasters, storms, and floods, demonstrating the capital's sense of responsibility, compassion, and tradition of solidarity with the entire country.
Regarding voters' opinions on the activities of mass organizations, Ms. Bui Thi Minh Hoai acknowledged the suggestion to promptly issue unified guidelines on the organization and operation of these organizations. For other voter suggestions, the National Assembly delegation will compile them fully, forward them to relevant agencies, and request that leaders of departments, branches, and local governments proactively consider and resolve them, meeting the legitimate demands of the voters.

Provide detailed guidance soon on organizing and streamlining mass organizations.
Earlier, at the conference, many voters frankly reflected on the difficulties and obstacles in people's lives, especially related to land policies and transportation infrastructure, and proposed solutions to address them that are appropriate to the local reality.
Representing the Elderly Association of Phu Dong commune, Mr. Nguyen Van Tuan expressed his agreement and high appreciation for the results of the 10th session of the 15th National Assembly. Regarding the restructuring of mass organizations assigned tasks by the Party and State, voters in Phu Dong commune highly agreed with the policy of streamlining the organizational apparatus, reducing overlaps, and focusing strongly on the grassroots level.
The consolidation, dissolution, or reorganization of associations with similar names and fields of activity within the new administrative unit is considered appropriate, ensuring the leadership of the Party, promoting the role of the Vietnam Fatherland Front, and protecting the legitimate rights and interests of its members.
However, according to feedback from voters, during the implementation of tasks after the reorganization, grassroots mass organizations encountered many difficulties and obstacles. Voters in Phu Dong commune requested the Ministry of Interior and the Central Committee of the Vietnam Fatherland Front to promptly advise the Politburo and the Central Secretariat of the Party to issue detailed and synchronized guiding documents on the reorganization and streamlining of the organization, personnel, finances, and assets of mass organizations under the direct control of the Central Committee of the Vietnam Fatherland Front, creating conditions for these organizations to operate stably and effectively, and continue to promote their role in social life and grassroots movements.
