Developing clean energy projects

With the increasing demand for electricity and the inevitable need for a green and sustainable energy transition, Quang Ninh is focusing on developing renewable energy to effectively exploit its natural potential, reduce dependence on traditional energy sources, and ensure long-term energy security.

To realize this goal, the Quang Ninh 1 Wind Power Plant Project is considered a "pioneering" project for the province's renewable energy sector, alongside thermal and gas-fired power plants. The project, with a total investment of over VND 7,290 billion, is invested by a joint venture between Cuong Thinh Thi Construction Investment Group JSC and Ea Sup 5 JSC, and commenced construction on April 23, 2026. According to the design, the project is expected to be operational in 2028, supplying nearly 0.6 billion kWh of electricity annually to the national grid. Not only does it supplement the power supply for the system, but the project also creates momentum to attract investment in the clean energy sector, contributing to promoting the shift towards a green and sustainable growth model.

Along with the Quang Ninh 1 wind power project, in 2025, the province will also implement many new energy projects such as: the Quang Ninh 4 wind power project with a capacity of 50MW in the Co To special economic zone; the waste-to-energy project in Thong Nhat commune with a capacity of 15MW; and the Dam Ha solar power project with a capacity of 100MW. These projects will contribute to diversifying energy sources, effectively utilizing natural resources, and reducing greenhouse gas emissions.

Alongside the development of wind power plants, Quang Ninh is also focusing on implementing gas-fired power projects to ensure a stable electricity supply for the northern region. Among these, the Quang Ninh LNG Gas Power Plant Project is identified as a key driving force for the energy sector.

The project has a capacity of 1,500MW, accompanied by a 500kV substation and various technical infrastructure items such as an LNG import terminal, storage facilities, pipelines, a regasification area, and auxiliary works in Cua Ong ward. When it becomes operational in 2028-2029, the plant is expected to supply approximately 9 billion kWh of electricity annually to the national power grid, contributing to resolving the risk of electricity shortages in the North in the coming years. Mr. Do Le Hieu, Chairman of the People's Committee of Cua Ong ward, said: The locality has completed the handover of land on-site to the investor to carry out land allocation and lease procedures according to regulations. At the same time, the ward is continuing to closely coordinate with relevant departments and the investor in completing the dossier and resolving related issues to create favorable conditions for the project to be implemented soon.

Currently, Quang Ninh is continuing to review and adjust economic zone, urban, and rural planning to create land reserves and development space for new energy projects. At the same time, the province is promoting investment in many wind power projects such as Quang Ninh 2, Quang Ninh 3, Quang Ninh 5, and projects in Mong Cai, Binh Lieu, and Tien Yen.

With a focus on the synchronized development of renewable and clean energy sources, Quang Ninh is gradually and effectively exploiting its potential, enhancing its electricity supply capacity, and affirming its role as an important energy center in the northern region, contributing to ensuring national energy security and promoting green and sustainable growth.
