Vietnam selects priority technologies that stem directly from the nation's "major problems" and practical challenges in each specific industry and sector of the economy.

On June 1st, in Hanoi , the Ministry of Science and Technology held its regular press conference, chaired by Deputy Minister Bui Hoang Phuong.

The report presented here states that in May, the Ministry of Science and Technology continued to comprehensively implement key tasks related to institutional reform, science and technology development, innovation, and national digital transformation, achieving many positive results and contributing to socio-economic development.

Specifically, the proportion of high-tech goods exported reached 50.76% in the first quarter. According to StartupBlink's Global Startup Ecosystem Index 2026 report, Vietnam rose 5 places to 50th in the world , its highest ranking ever.

As of May, the country had 963 science and technology enterprises, 20 science and technology exchange platforms, and 37 innovation centers in 26 out of 34 provinces and cities. The rate of online applications processed through the entire process reached 50.2% by May; the proportion of added value from the digital economy in 2025 is estimated at 14.02% of GDP, equivalent to approximately 72.1 billion USD. Postal service revenue in May is estimated at 8,500 billion VND, an increase of 30% compared to the same period in 2025...

The whole country has 110.5 million mobile broadband internet subscribers, including 24.29 million 5G subscribers; and 25.62 million fixed broadband internet subscribers...

Regarding the implementation of Decision No. 21/2026/QD-TTg of the Prime Minister on the development of strategic technologies and strategic technology products, at the press conference, Mr. Luu Quang Minh, Deputy Director of the Department of Science, Technology and Engineering (Ministry of Science and Technology), said that the biggest breakthrough of the new policy is the change in approach.

Specifically, Vietnam does not blindly follow global technology trends. Instead, the selection of priority technologies stems directly from the nation's major problems and practical challenges in each specific industry and sector of the economy. This helps avoid the situation of choosing technologies based on trends or investing haphazardly without developing products and technological capabilities of real value.

The strategic technology portfolio prioritizes groups with the potential to significantly boost productivity and ensure national security and defense, including: artificial intelligence (AI), big data, cloud computing, semiconductor and specialized chip technologies, and next-generation telecommunications networks.

In addition, areas such as robotics, digital twins (digital models that accurately reflect a physical object), cybersecurity, advanced microbiology, new energy and materials, rare earth mining, aerospace, and modern railway technology are also positioned as priorities.

Mr. Luu Quang Minh emphasized that, according to this orientation, technology development must be closely linked to clear output products. This means that each project must identify the entity with sufficient capacity to implement it and must have a real market for consumption, avoiding the situation where scientific research is detached from the needs of use.
