Developing Party members through emulation movements.

Ca Mau province is determined to strive for an annual rate of new Party member recruitment of 3-4% of the total number of Party members. Based on this, grassroots Party organizations throughout the province are implementing a comprehensive range of solutions, focusing on the principle of "quantity goes hand in hand with quality." The practical environment of revolutionary action movements serves as a "test of fire," helping Party members and youth union members demonstrate their abilities and qualities, and to quickly join the ranks of the Party.

From skilled farmers...

Recognizing that developing Party members is a key and ongoing task aimed at strengthening fighting capacity and ensuring solid succession, Party committees at all levels in Ca Mau proactively set out appropriate roadmaps. At the grassroots level, Party committees do not wait for "sources" but actively coordinate with mass organizations to identify, select, and cultivate outstanding cadres, members, and union members, creating a source of high-quality new Party members for the locality.

In the context of the many challenges facing Party development in rural areas, the robust system of the Provincial Farmers' Association, with 64 commune-level associations, 1,384 branches, 4,439 groups, and nearly 151,000 members, has maximized its role in creating a pool of potential members. The emulation movements for excellent production , new rural development, and sustainable poverty reduction not only boost the local economy but also serve as a vibrant practice for identifying progressive individuals. The admission of 133 outstanding members into the Party in 2025 is proof of a serious and well-directed training process. These "red seeds," after joining the Party, have continued to play a leading role, guiding their neighbors to change their mindset in doing business and enriching their homeland.

A vivid example of the spirit of "Party members lead the way, the people follow" at the grassroots level is the story of Mr. Hong Chanh Ly, Director and Chairman of the Board of Directors of An Hung Phat Cooperative (Hung Hoi commune). After a long period of dedicated effort, Mr. Ly has just completed the procedures to be considered for Party membership by the Day Ta Ni hamlet Party branch.

Having taken on the role at the cooperative in 2022, he proactively connected with and signed value chain linkage contracts with businesses to provide quality rice seeds, supplies, and technology transfer to farmers. Thanks to solving the "bumper harvest - low prices" problem, the cooperative now has a stable scale with 178 members, managing 145 hectares of rice, helping to significantly improve the income of its members.

Mr. Hong Chanh Ly shared that he wanted to join the Party to thoroughly understand its policies and guidelines, thereby shaping a more systematic management mindset to continue playing a pioneering role and mobilizing people to develop the economy in the right direction. Looking ahead, the head of An Hung Phat Cooperative plans to promote mechanization by investing in drones and straw baling machines, and encouraging members to contribute capital to supply input materials directly, optimizing profits for members while making a practical contribution to the overall development of the locality.

Looking ahead, the Provincial Farmers' Association is determined to effectively implement two major emulation movements: "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty" and "Farmers joining forces to build new rural areas" . Through these movements, the aim is to identify individuals with innovative thinking, who dare to think and act, creating a solid pool of outstanding individuals for Party development in rural areas.

...Moving on to new, difficult tasks.

Alongside the Farmers' Association, the women's movement in Ca Mau has also made an impressive contribution to Party development by closely following the directives of the local Party committee and government. Through practical emulation movements, the Women's Union branches have proactively identified, nurtured, and introduced outstanding individuals for the Party to consider for membership. In 2025 alone, the Women's Union at all levels introduced 19 outstanding branch leaders and members to participate in Party awareness training courses, resulting in 13 women having the honor of joining the Party.

Currently, the province has 64 grassroots Women's Union branches, 1,938 sub-branches, and 4,343 sub-branches, bringing together over 300,000 members. To create an environment for members to develop and contribute, the content and methods of the Union's activities are constantly being innovated, focusing on the grassroots level. The Union at all levels uses the practical needs of women, linked to the tasks of socio-economic development, building new rural areas, and civilized urban areas, as a measure of its effectiveness.

From these revolutionary action movements, more and more exemplary cadres and members have emerged with new models and creative approaches, promoting the spirit of saving, solidarity, and mutual support to improve their lives. A clear example of this spirit is Ms. To Yen Nhu, Head of the Women's Association of Cai Nai Hamlet (Hoa Thanh Ward). With her close connection to the grassroots, she always accompanies and understands the thoughts and feelings of the 205 members. She actively concretizes the emulation movements by establishing the Happy Family Club to spread positive values; maintaining the effectiveness of the "Capital Savings Group" with a contribution of 200,000 VND/member to create a solid economic foundation; and establishing the "Women's Group on the Internet" to diversify the forms of gathering and supporting members in the digital age.

After persistent efforts for the development of the local women's movement , on May 19th, Ms. To Yen Nhu was honored to be admitted to the Party. “I think I have a greater responsibility in caring for impoverished members. Currently, the branch still has four impoverished members. In the coming time, I will closely coordinate with the Party branch to find suitable solutions to help them improve their lives and achieve stability. In conjunction with that, the branch will continue to promote emulation movements to identify outstanding individuals, and then introduce and nurture them for Party membership,” Ms. To Yen Nhu shared.

Along with the women's and farmers' movements, Party development work among youth union members in residential areas has also recorded many positive results thanks to the pioneering efforts of emulation movements. Adhering closely to the "3 linkages" principle, the Bien Bach Commune Youth Union has deepened the volunteer movement , proactively undertaking new and challenging tasks to create a practical environment for young people to hone their skills. Especially in the face of the profound impacts of the fourth industrial revolution and the trend of digital transformation, the Commune Youth Union always identifies the education of revolutionary ideals, the aspiration to contribute, and the pursuit of a beautiful way of life as key tasks to help youth union members steadfastly strive and mature.

Adhering closely to the "three linkages" principle, the Bien Bach Commune Youth Union has deepened the volunteer movement, proactively taking on new and challenging tasks to create a practical environment for young people to hone their skills.

Mr. Tran Thanh Quy, Secretary of the Bien Bach Commune Youth Union, enthusiastically stated: “It is precisely from these vibrant revolutionary action movements that the Youth Union organization has discovered and recruited outstanding individuals, gradually ‘rejuvenating’ the grassroots cadre. Thanks to the effective recruitment efforts through emulation movements, the locality now has 17 out of 22 hamlet-level Youth Union secretaries who are Party members. Building on this achievement, this year we will continue to select and recommend 26 outstanding young people to the Party organization for nurturing and consideration for Party membership.”

Each new Party member, tempered and matured through the mass movement, will be a solid nucleus for building an increasingly clean and strong political system at the grassroots level, maintaining its role as a strong bridge between the Party and the people.
