Recognizing that developing Party members is a key and ongoing task aimed at strengthening fighting capacity and ensuring solid succession, Party committees at all levels in Ca Mau proactively set out appropriate roadmaps. At the grassroots level, Party committees do not wait for "sources" but actively coordinate with mass organizations to identify, select, and cultivate outstanding cadres, members, and union members, creating a source of high-quality new Party members for the locality.

In the context of the many challenges facing Party development in rural areas, the robust system of the Provincial Farmers' Association, with 64 commune-level associations, 1,384 branches, 4,439 groups, and nearly 151,000 members, has maximized its role in creating a pool of potential members. The emulation movements for excellent production , new rural development, and sustainable poverty reduction not only boost the local economy but also serve as a vibrant practice for identifying progressive individuals. The admission of 133 outstanding members into the Party in 2025 is proof of a serious and well-directed training process. These "red seeds," after joining the Party, have continued to play a leading role, guiding their neighbors to change their mindset in doing business and enriching their homeland.

A vivid example of the spirit of "Party members lead the way, the people follow" at the grassroots level is the story of Mr. Hong Chanh Ly, Director and Chairman of the Board of Directors of An Hung Phat Cooperative (Hung Hoi commune). After a long period of dedicated effort, Mr. Ly has just completed the procedures to be considered for Party membership by the Day Ta Ni hamlet Party branch.

Having taken on the role at the cooperative in 2022, he proactively connected with and signed value chain linkage contracts with businesses to provide quality rice seeds, supplies, and technology transfer to farmers. Thanks to solving the "bumper harvest - low prices" problem, the cooperative now has a stable scale with 178 members, managing 145 hectares of rice, helping to significantly improve the income of its members.
