Minister of Education and Training Nguyen Kim Son said that the education sector has identified the theme of the 2024-2025 school year as "Innovation, quality improvement, solidarity and discipline" with 12 key tasks and solutions.
Complete the construction of the Law on Teachers
Minister Nguyen Kim Son said that this school year, the education sector will continue to improve institutions and enhance the effectiveness and efficiency of state management of education.
In particular, focusing on reviewing, adjusting, supplementing, and perfecting the legal system, mechanisms, and policies on education and training to institutionalize the goals, tasks, and solutions assigned in Conclusion No. 91-KL/TW, dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration"; the viewpoints and policies of the Party and State on the development of education and training; arising practical issues that need to be adjusted to remove difficulties and obstacles.
Prioritize resources to complete the development of the Law on Teachers and the National Assembly 's Resolutions on universalizing preschool education for children from 3 to 5 years old and innovating the preschool education program. Implement a review of the Law on Education and the Law on Higher Education to propose amendments and supplements to create a legal corridor for continuing to innovate education and training.
Innovate educational management and school governance towards increasing autonomy, enhancing accountability, and promoting democracy in educational and training institutions.
Focus on developing preschool facilities in industrial parks
Second, ensure fairness in access to education for all subjects, including attention to ethnic minorities, people living in mountainous areas, areas with especially difficult socio-economic conditions, coastal and island areas, orphans, homeless children, people with disabilities, people from poor and near-poor households.
Consolidate and firmly maintain the results of universalizing preschool education for 5-year-old children, universalizing primary education, universalizing lower secondary education, eliminating illiteracy and gradually striving to achieve higher standards to improve the quality of education. Develop a plan to implement the goal of achieving universal preschool education standards for preschool children from 3 to 5 years old by 2030. Implement Vietnamese language teaching for preschool children before entering first grade for children of ethnic minorities according to Circular No. 23/2023/TT-BGDDT dated December 8, 2023 of the Ministry of Education and Training.
Prioritize resources for investment in facilities and teaching equipment for preschools, general education, and continuing education facilities in ethnic minority and mountainous areas. Priority will be given to consolidating and developing ethnic boarding schools, semi-boarding schools, schools with semi-boarding students, and community learning centers in communes in ethnic minority and mountainous areas.
Focus on developing preschool facilities in industrial parks and export processing zones to create conditions for workers' children to access quality preschool education.
Develop inclusive, specialized and semi-specialized educational methods to meet the right to education of learners who are children in special circumstances and people with disabilities. Implement the planning of the system of specialized educational facilities for people with disabilities and the system of centers to support the development of inclusive education for the period 2021 - 2030, with a vision to 2050.
Third, improve the quality of preschool education, general education and continuing education. Ensure the nurturing, care and education of children to meet the requirements of the preschool education program; ensure the safety of preschool children in preschool education facilities, especially in non-public preschool facilities, child care groups, kindergarten classes, independent preschool classes of the private and public types. Prepare conditions for the pilot implementation of the new preschool education program.
Effectively implement the General Education Program for all classes, especially for grades 5, 9, and 12; enhance innovation in teaching methods and testing and evaluation in the direction of developing students' qualities and abilities. Promote proactiveness and flexibility in implementing the school's educational program and the autonomy and creativity of professional groups and teachers. Enhance coordination between schools, parents, and relevant local agencies and organizations in the process of implementing the school's educational plan. Proactively review and develop the general education program to ensure it meets the requirements of innovation and is consistent with the implementation reality at educational institutions. Conduct reviews and evaluations of the implementation of innovation in general education programs and textbooks.
Improve the quality of teaching and learning foreign languages, especially English at all levels of education and training. Research and develop projects and plans to gradually make English the second language in schools.
Promote the implementation of the literacy program and continuing education program at the junior high and high school levels to ensure quality and effectiveness; diversify educational programs in continuing education institutions, promote continuing learning, lifelong learning and build a learning society.
Strengthening education quality assessment activities and building schools that meet national standards for preschool and general education institutions. Preparing well the conditions to organize the 2025 High School Graduation Exam to ensure safety, seriousness and objectivity. Analyzing, evaluating and effectively exploiting the high school graduation exam results database to serve professional management and promulgation of high school teaching and learning policies in localities and educational institutions.
Organize well the national excellent student exam and participate in the International Olympic exams in 2025; research and propose plans to continue training and nurturing students who have won high prizes at the International Olympic exams to promote their qualities and abilities.
Developing the teaching staff in both quantity and quality
Minister Nguyen Kim Son also emphasized that the fourth task of this school year is to develop a team of teachers, lecturers and educational institution managers to ensure sufficient quantity and improve quality, meeting the requirements of educational and training innovation.
Recruit, manage, and effectively use the teacher staffing quota assigned in Decision No. 72-QD/TW dated July 18, 2022 of the Politburo, to overcome the shortage of teachers, especially preschool teachers and teachers teaching subjects according to the 2018 General Education Program.
Implement well the work of identifying needs for enrollment and training of pedagogical students, ensuring adequate structure, quantity and quality of the teaching staff to meet the requirements of educational innovation. Continue to implement the roadmap to improve the training standards of preschool, primary and secondary school teachers; focus on implementing regular training, improving management and teaching capacity to meet the requirements of principal standards, professional standards for teachers at preschool and general education levels and implementing the 2018 General Education Program.
Effectively implement the Project to Improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the period of 2019 - 2030; research and develop Projects to develop teachers and managers of preschool, general education and continuing education institutions in the period of 2026 - 2030 with a vision to 2045.
5. Effectively use the state budget and mobilize investment resources for education. Ensure that the actual budget for education and training is at least 20% of the total state budget expenditure in accordance with the spirit of Resolution No. 37/2004/NQ-QH11 dated December 3, 2004 of the National Assembly, the 2019 Education Law and Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration" and Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW.
Advise all levels and sectors to supplement the regular budget for educational institutions to ensure that spending on teaching and learning activities reaches a minimum rate of 19% of total regular spending (excluding spending from tuition fees) as prescribed.
Promote socialization, mobilize investment resources for education; continue to prioritize local budgets for education and training. Develop proposed mechanisms and policies to encourage individuals and businesses (especially in places with industrial parks and export processing zones) to establish non-public educational institutions, participate in socialization of education to reduce the number of people receiving salaries from the state budget, creating conditions for learners to have more opportunities to choose quality educational services. Effectively use capital sources from the state budget, especially capital from National Target Programs, approved programs, projects and plans.
Continue to solidify schools and classrooms, eliminate temporary classrooms; develop schools and classrooms in areas with rapidly growing populations and densely populated areas; ensure adequate facilities and minimum teaching equipment to serve the implementation of the General Education Program; manage and effectively use teaching equipment. Mobilize resources to invest in modernizing facilities and enhancing conditions to ensure quality for training facilities, meeting university education standards.
Strictly implement regulations on revenues in the education and training sector for the 2024-2025 school year, strengthen state management according to decentralization for revenues according to regulations.
6. Strengthen political and ideological education, national defense and security education, physical education, and school health care.
Promoting training of high-quality human resources abroad with state budget
Seventh, improve the quality of human resource training, especially high-quality human resources associated with scientific research and innovation. Prepare well for university and college enrollment from 2025 onwards, in accordance with the 2018 General Education Program, ensuring quality and fairness. Review and update training programs, implement training program standards; increase the application of educational technology and artificial intelligence in teaching and learning. Increase investment resources to upgrade facilities and other quality assurance conditions, proactively deploy tasks and solutions according to the University and Pedagogical Education Network Plan after approval. Effectively organize and implement projects related to the development of high-quality human resources and the development of higher education institutions according to resolutions on the development of socio-economic regions, especially the development of high-quality human resources in information and communication technology, artificial intelligence, semiconductor microchips, biotechnology, advanced materials and green energy.
Strengthening scientific and technological activities in higher education institutions and publishing in prestigious international and domestic scientific journals, promoting the application and transfer of scientific research results into practice, improving the quality of training associated with scientific research results, developing educational science. Forming and developing various types of research groups and strong research groups. Continuing to promote cooperation with enterprises in scientific research and transfer application; developing the startup ecosystem, innovation in higher education institutions. Issuing a set of rules on academic integrity in scientific, technological and innovation activities, ensuring the principles of honesty, responsibility, fairness, transparency, in accordance with practice and international practices.
Implement the Program for developing a system for ensuring and assessing the quality of higher education and pedagogical colleges for the period 2022 - 2030; promote domestic and international quality assessment of educational institutions and training programs; strengthen the work of ensuring and assessing the quality of education at all levels and training levels; manage unified certificates and diplomas and move towards international integration.
8. Strengthen international integration in education. Further promote international integration in education and training, attract and effectively use foreign resources for education and training; attract prestigious higher education institutions to establish branches in Vietnam. Encourage and facilitate domestic higher education institutions to cooperate with foreign higher education institutions in training and scientific research, form strong research groups, proactively participate in global research and exchange networks; strengthen the management of the activities of educational institutions with foreign elements and organize study abroad consulting services.
Implement training of high-quality human resources abroad using the state budget, especially training of PhD lecturers and experts in key technical and technological fields; promote attracting international students to study in Vietnam.
Actively participate in international education quality assessment programs that Vietnam has committed to for primary and secondary education and training (including SEA-PLM, PISA, TALIS) in the 2024 and 2025 cycles; encourage Vietnamese higher education institutions to participate in education and training quality assessment programs of prestigious regional and international organizations.
9th, promote digital transformation and administrative reform throughout the industry.
10. Strengthen inspection, examination and handling of violations in the field of education and training. Strengthen inspection and examination of the implementation of policies and laws on education and training to build a healthy educational environment, prevent and strictly handle violations in education and training. Focus on inspecting the responsibility of state management of education of People's Committees at all levels; the results of the implementation of tasks for the school year and the implementation of the General Education Program; the implementation of autonomy in higher education, opening majors, enrollment and training at all levels of higher education; conditions for ensuring education quality and social accountability of educational institutions. Inspect educational institutions with foreign elements, foreign language and information technology centers; inspect additional teaching and learning activities; inspect and evaluate the effectiveness of investment and use of facilities and teaching equipment at educational institutions.
