Ms. Nguyen Thuy Ngan, Deputy Director in charge of business of VNPT - Vinaphone Phu Yen - Bac Yen, said: Over the past 5 years, the unit has developed digital infrastructure, pulled fiber optic cables to the villages, provided 4G services and high-speed internet. At the same time, established 229 community digital technology groups with 11,248 members to support people in using the internet and digital applications. In e-government, implementing Project 06/CP connecting 2 groups of interconnected public services, helping to shorten the time to handle administrative procedures.
In the field of digital government, 100% of administrative documents are processed electronically via the VNPT-iOffice platform; 86.6% of administrative records have been digitized. Level 4 online public services contribute to reducing the time for processing procedures for people. Currently, 100% of businesses use electronic invoices and digital platforms for OCOP products, such as online sales via e-commerce platforms...
In addition, localities in the region have proactively developed digital citizens. Currently, 64 schools have applied E-learning and Google Meet; 65% have smart classrooms. People are gradually accessing healthcare services, digital agriculture , cashless payments and OCOP platforms. By 2030, Phu Yen area aims to have 80% of households connected to the internet, deploy 5G, integrate AI into administrative management and link urban planning on an area of 590 hectares.
Mr. Lo Van Chinh, Khoa 1 village, Tuong Ha commune, shared: I chose to use VNPT's internet service and learn about online public services and digital applications. This helps me to be more convenient in handling administrative procedures and promoting agricultural products.
However, Phu Yen area still faces many challenges in developing digital infrastructure due to rugged mountainous terrain, poverty rate of over 12%, limited access to technology and low digital skills among ethnic minorities. In addition, software is not yet synchronized, infrastructure investment is lacking and some remote villages still do not have stable electricity.
To overcome these limitations, localities have developed budget estimates for digital infrastructure development in the next 5 years, while mobilizing social capital, prioritizing public investment in digital infrastructure associated with transportation and power grids. The role of community technology groups has been enhanced, and digital skills for people have been periodically trained. Localities have also closely coordinated with VNPT and specialized agencies to integrate digital transformation into the new rural program.
Mr. Phan Quy Duong, Secretary of the Muong Bang Commune Party Committee, informed: During the 2025-2030 term, the commune launched the "Digital Literacy for All" movement, setting the goal of 100% of cadres and civil servants mastering digital skills before 2026 and over 90% of the population using and mastering digital technology by 2030. The commune Party Committee has directed the review and coordination with network operators to lay fiber optic cables and upgrade services, in order to complete the digital transformation goals.
Developing digital infrastructure in the Phu Yen area has been helping to reduce poverty, improve living standards and boost the local economy. To achieve the goal of turning communes into typical models of digital transformation in mountainous areas by 2030, the joint efforts of the community, businesses and the government are needed.
