
At the meeting, Mr. Le Quang Toan, Chairman of the Hung Yen Provincial Labor Union, stated that as of August 2024, the Provincial Labor Union managed 1,639 grassroots trade unions, an increase of nearly 30,000 members compared to 2018. Of these, the administrative and public service sector had 808 grassroots trade unions with 30,395 members; the production and business sector had 830 grassroots trade unions with 142,039 members; and the informal sector had one grassroots trade union with 39 members. The number of workers increased rapidly in the non-state economic sector. In 2018, there were approximately 130,000 union members and workers, while currently there are over 168,000 union members and workers.
Based on the targets assigned by the Provincial Party Committee and the Vietnam General Confederation of Labor, the Standing Committee of the Hung Yen Provincial Confederation of Labor has issued leadership and guidance documents on the work of developing union membership and establishing grassroots trade unions. In addition, in 2024, the Provincial Confederation of Labor assigned the Confederations of Labor in districts, towns, and cities, and the trade unions of various sectors, to develop an additional 20,000 union members and establish 60 new grassroots trade unions. The results of developing union membership and establishing grassroots trade unions are considered an important criterion and basis for evaluating and ranking the quality of activities and for awarding commendations and prizes to collectives and individuals in each unit… With effective implementation measures, from the beginning of the year until now, Hung Yen province has newly developed 8,792 union members.
Specifically, the province recruited 6,644 new union members in private economic units, achieving 55.4% of the target set by the Hung Yen Provincial Party Committee. 39 new union members were recruited in the informal sector, achieving 7.8% of the target set by the Vietnam General Confederation of Labor. The actual increase in union members was 5,464, reaching 27.6% of the target set by the Vietnam General Confederation of Labor and 27.3% of the plan developed by the Provincial Confederation of Labor. The province established 59 new grassroots trade unions. Of these, 7 were established in foreign-invested enterprises (FDI); 51 were established in private economic units, achieving 85% of the target set by the Hung Yen Provincial Party Committee; and one was established as a grassroots trade union, achieving 33.3% of the target set by the Vietnam General Confederation of Labor.
Particularly during the July campaign, "Peak month for developing union membership, establishing grassroots trade unions, and recommending outstanding union members to the Party," trade unions at all levels in Hung Yen province recruited 3,089 new members, established 18 new grassroots trade unions, and recommended 56 outstanding union members to the Party for consideration and admission. "The newly established grassroots trade unions and labor unions are initially operating stably, contributing to further improving the rights and benefits of union members and workers, and motivating them to strive to complete their assigned tasks well, making positive contributions to the sustainable development of enterprises and production and business establishments," said Le Quang Toan, Chairman of the Hung Yen Provincial Federation of Labor.
According to Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu, the purpose of the meeting was to comprehensively and objectively assess the leadership and guidance of the Party Committee; and the results of implementing the work of developing union membership and establishing grassroots trade unions in Hung Yen. In addition, the meeting aimed to exchange views, review, and discuss measures to promptly develop solutions and leadership measures for the future implementation of the work of developing union membership and establishing grassroots trade unions in the locality and sector, contributing to the successful achievement of the membership development target in accordance with Resolution No. 02-NQ/TW dated June 12, 2021, of the Politburo on reforming the organization and operation of the Vietnam Trade Union in the new situation…
