Developing high-quality human resources in the era of national progress.

This was emphasized by Le Manh Hung, Vice Chairman and General Secretary of the Central Committee of the Vietnam Association for the Promotion of Learning, at the conference summarizing the work of promoting learning and the emulation and reward movement in 2024, organized by the Hanoi Association for the Promotion of Learning on December 19th.

In his report on the 2024 education promotion activities, Nguyen Ba Chau, Vice Chairman of the Hanoi Education Promotion Association, stated that despite some difficulties, the movement to promote education and talent in the capital city has achieved many important results.

Accordingly, the Association at all levels has established 355 new grassroots organizations, an increase of 3.07% compared to 2023, and recruited 109,585 new members, an increase of 18.54% compared to 2023. This has raised the total number of members in the city to 1,953,233, representing 23.44% of the city's population.

The development of learning models has always been identified by all levels of the Hanoi Association for the Promotion of Learning as a key and core task in building a learning society. To date, all learning models have met and exceeded the targets set by the Central Association for the Promotion of Learning of Vietnam. As a result, 1,669,074 families have been recognized as "Learning Families," achieving a rate of 89.06% compared to the number registered; and 8,579 clans have been recognized as "Learning Clans," achieving a rate of 89.49% compared to the registered clans.

Hanoi has 4,709 communities recognized as "Learning Communities," achieving a rate of 91.67% compared to the number of registered communities, and 4,061 units recognized as "Learning Units," achieving a rate of 99.68% compared to the number of registered units.

In accordance with Decision No. 677/QD-TTg dated June 3, 2022, of the Prime Minister and Plan No. 290/KH-UBND dated December 5, 2023, of the People's Committee of Ho Chi Minh City on building the "Learning Citizen" model, to date, 3,830,096 citizens have been recognized as "Learning Citizens," achieving a rate of 60.09% compared to the total number of registered citizens.

On the occasion of holidays, Lunar New Year, the end of the 2023-2024 school year, and the eve of the new 2024-2025 school year, the Associations at all levels, from the city to the grassroots, directly and in coordination with relevant departments and organizations, awarded 202.7 billion VND in commendations to 607,315 families and clans who cared for educational support; students from disadvantaged backgrounds who excelled academically; and students who won prizes in various competitions at all levels...

Speaking at the conference, Vice President and General Secretary of the Central Committee of the Vietnam Association for the Promotion of Learning, Le Manh Hung, acknowledged the outstanding and comprehensive achievements of the Hanoi Association for the Promotion of Learning. He also stated that in this new era, this new age of progress and development, we need high-quality human resources to serve that development.

To achieve progress and development, there is no other way than to study, raise the intellectual level of the people, and cultivate talent. This is the highest-quality human resource and plays the most important role in leading the country into an era of progress.

Vice Chairman of the Vietnam Association for the Promotion of Learning, Le Manh Hung, expressed his hope that Hanoi, with its higher level of public education compared to other localities and with more universities, colleges, businesses, and intellectual organizations in the area, would take a step ahead in the current digital transformation revolution.

At the same time, the Hanoi Association for the Promotion of Learning advises the Party Committee and the government on specific programs to promote learning models and create learning opportunities for the people. Mr. Le Manh Hung also suggested that the Hanoi Association for the Promotion of Learning pay attention to promoting and developing the Association for the Promotion of Learning in schools, armed forces schools, administrative and public service units, businesses, etc. Because these are very important units to spread the spirit of learning in residential areas and help the movement for the promotion of learning develop more strongly.

The Hanoi Association for the Promotion of Learning continues to advise the Party Committee and the government on implementing the Directives, Resolutions, and Plans of the Central Government and Hanoi City on promoting learning and talent, and building a learning society. At the same time, it develops the Scholarship Fund and does a good job of awarding and commending to encourage the movement, motivate those who are dedicated and responsible in promoting learning; and honor exemplary individuals and new factors that show interest in promoting learning.
