Emphasizing the importance of developing artificial intelligence, Prime Minister Pham Minh Chinh also noted the need to mitigate its negative aspects, with the spirit being "develop artificial intelligence and must defeat artificial intelligence."

Management should aim for growth, not for creating difficulties.

On the morning of March 14th, in Hanoi , Prime Minister Pham Minh Chinh attended and delivered a speech at the policy forum "Vietnam Proactively Developing the Semiconductor and Artificial Intelligence Industry in the New Era".

This is the main event in the series of international conferences on "Artificial Intelligence and Semiconductors - AISC 2025", chaired by the Ministry of Finance , directed by the National Innovation Center and coordinated by partners.

The forum discussed topics such as global trends in AI and semiconductor development; the context and opportunities for the Vietnamese market to participate in the AI ​​and semiconductor industry value chain; and breakthrough mechanisms and policies regarding the investment and business environment in Vietnam.

At the forum, leading experts from around the world offered important suggestions and recommendations to help Vietnam gradually assert its position on the global technology map.

The forum provided a wealth of new information and emerging trends, thereby reaffirming confidence in Vietnam's potential and positioning it as a "new frontier" on the global semiconductor and artificial intelligence industry value chain map.

In his remarks, Prime Minister Pham Minh Chinh shared his approach to developing the fields of artificial intelligence and semiconductors.

According to him, Vietnam identifies institutions as "the bottleneck of bottlenecks," but also "the breakthrough of breakthroughs"; it must build a transparent institutional framework and resolutely cut at least 30% of administrative procedures.

"We need to shift from a management mindset to a development-promoting mindset; management for development, not management to create difficulties," the Prime Minister emphasized.

The event attracted leaders from major global technology corporations in artificial intelligence (AI), semiconductors, along with several chief engineers, and companies such as NVIDIA, Honeywell, IBM, Marvell... (Photo: VGP).

In addition, it is necessary to develop strategic infrastructure to support AI development, semiconductor research and production, including investing in transportation infrastructure to reduce input costs and logistics costs, and increase the competitiveness of goods.

Develop information technology, telecommunications, digital, and energy infrastructure; ensure there is no electricity shortage under any circumstances; and guarantee cell phone and electricity infrastructure in remote areas.

At the same time, ensure the development of human resources to meet the requirements of the semiconductor and AI industries.

According to the Prime Minister, this is the biggest challenge, but Vietnam is focusing on addressing it, implementing solutions to innovate the education and training system towards higher quality, focusing on promoting basic research, training in English as a second language, and rationally channeling training in the spirit of lifelong learning.

Also related to human resources, Vietnam approaches the population issue from a new perspective: population growth, rather than population planning as before.

Regarding specific targets, the Prime Minister stated that they are actively training 100,000 semiconductor and artificial intelligence engineers in the coming years.

Another crucial solution is to develop an ecosystem for AI, semiconductors, startups, and innovation that is suited to the country's conditions, circumstances, and the talents and strengths of the Vietnamese people.

Establish research and development (R&D) centers; develop international and regional financial centers in Ho Chi Minh City and Da Nang.

Promoting public-private partnerships and mobilizing resources from the people.

According to the head of government, Vietnam hopes that foreign partners and investors will contribute advice on approaches, thinking, vision, and goals that are appropriate to the situation in Vietnam and the world, and are feasible and effective.

In addition, the Prime Minister requested that partners provide financial support, such as preferential loans that are effective and reasonable, and help Vietnam establish investment funds.

Develop mechanisms to promote public-private partnerships to mobilize resources from the people and society.

The Prime Minister requested that partners transfer technology to Vietnam through R&D centers and create conditions for Vietnamese businesses to participate in global supply chains and production chains.

At the same time, priority should be given to recruiting Vietnamese people to work and participate in leadership and management positions in leading global corporations and businesses; contributing to the training of high-quality human resources, developing international-standard training centers and facilities in emerging industries; diversifying training methods to suit each period and stage, and maximizing the spirit of lifelong learning.

The Prime Minister urged partners to cooperate with Vietnam in enhancing smart governance capabilities at businesses, production facilities, and factories.

At the same time, every citizen will have a virtual assistant to utilize the achievements of AI and protect their security and safety, limiting the negative aspects of artificial intelligence, with the spirit of "developing artificial intelligence and having to defeat artificial intelligence".

On this occasion, Prime Minister Pham Minh Chinh and Deputy Prime Minister Nguyen Chi Dung participated in the ceremony to announce and launch the following initiatives: the Semiconductor Human Resource Development Initiative; the Semiconductor Startup Incubation and Development Initiative; and the Initiative to Support Vietnamese Businesses in Participating in the Global Artificial Intelligence Alliance.
