Approval of the plan to develop VNeID into a super app.

Deputy Prime Minister Ho Quoc Dung signed Decision No. 940/QD-TTg dated May 26, 2026, approving the Project "Development of the National Identification Application VNeID in the period 2026 - 2030, with a vision to 2045" with the view of developing VNeID into a super application, playing a central role in the national digital ecosystem.

The overall objective of the Project is to develop the VNeID national identification application in the period 2026-2030, with a vision to 2045, into a national digital platform that is secure, modern, highly scalable, and effectively serves citizens, businesses, agencies, and organizations in carrying out administrative procedures, providing online public services, electronic transactions, and exploiting digital utilities. Simultaneously, it aims to be a reliable digital platform for connecting, sharing, and verifying information between national databases, specialized databases, information systems of ministries, ministerial-level agencies, localities, organizations, and businesses; contributing to promoting national digital transformation, developing a digital government, digital economy , and digital society.

By 2028, the goal is to have 100% of beneficiaries of social support and welfare programs on VNeID.

The goal by 2028 is to complete the synchronization of the institutional framework, mechanisms, and policies to create a complete, unified, and stable legal basis for the development, operation, exploitation, and expansion of VNeID.

Complete the deployment of 100% of the technical infrastructure, technology, and software serving the development of VNeID to adjust the architecture and upgrade VNeID overall. Complete the development of VNeID into a super app; prioritize the development and completion of core and basic applications.

Planning for the development of the digital ecosystem on VNeID for the period 2026-2030. Accordingly, by the end of 2028, the goal is to expand to 50% of essential digital utilities on VNeID to effectively serve the digital transaction needs of people, businesses, agencies, and organizations.

We will issue 100% electronic identity verification accounts to eligible individuals (Vietnamese citizens; foreigners), agencies, and organizations that have the need.

100% of recipients of support, pension, and social security payments have their payment account and e-wallet information integrated into VNeID.

Integrating 100% of citizen and organizational documents in accordance with the law on electronic identification and authentication.

100% of mobile subscribers have registered and verified their information on VNeID.

The initial integration of artificial intelligence helps to improve the efficiency and digital experience for users.

80% of eligible citizens will be issued digital signature certificates for use in online public services. Simultaneously, the development and expansion of trusted services on VNeID will be expanded, integrating with VNeID to serve civil transactions for citizens and businesses.

Develop data layers and data for electronic identification and authentication in a way that is complete, accurate, synchronized, reliable, regularly updated, and capable of secure and efficient exploitation, verification, and sharing, meeting the requirements for the development of the VNeID system.

The goal is that by 2030, 70% of users will be using cashless payment services on VNeID.

By 2030, 100% of the digital ecosystem development on VNeID will be completed based on the phased plan up to 2030. This includes digital utilities serving businesses, household businesses, and production and business activities, as well as digital services and utilities of ministries, ministerial-level agencies, localities, organizations, and enterprises integrated into VNeID.

100% of citizens have a level 2 VNeID account, which integrates payment account and e-wallet information into VNeID when needed.

100% of eligible citizens will be issued digital signature certificates for use in online public services. Simultaneously, reliable services on VNeID will be improved and integrated with VNeID to facilitate civil transactions for citizens and businesses.

70% of utilities and services are integrated with artificial intelligence to personalize and enhance the user experience.

70% of users have experienced cashless payment services and paid essential bills on VNeID.

70% of users regularly access and use services and features within the VNeID ecosystem.

By 2045, 100% of utilities and services will be integrated with artificial intelligence.

By 2045, we will continue to expand the digital utility ecosystem on VNeID, upgrading technical infrastructure and technology to ensure the system operates stably, safely, and smoothly.

100% of the utilities and services are integrated with artificial intelligence to provide the best user experience, encompassing various digital skills.

100% of users have experienced cashless payment services and paid essential bills on VNeID.

90% of users regularly access and use services and features within the VNeID ecosystem.

Adjusting the architecture, developing, and expanding the digital utility ecosystem on VNeID.

To achieve the above objectives, the Plan outlines specific tasks and solutions for ministries, sectors, localities, and relevant agencies to implement as follows:

The Ministry of Public Security, in coordination with the Ministry of Justice , the Ministry of Science and Technology, and other relevant ministries, agencies, localities, and organizations, will conduct a comprehensive review and assessment of the system of relevant legal documents, and propose amendments, additions, and improvements to regulations on electronic identification and authentication, electronic transactions, digital utility integration, cashless payments, network information security, cybersecurity, personal data protection, and other specialized legal regulations related to the exploitation and use of VNeID.

The Government's advisory body submitted to the National Assembly for promulgation the Law on Electronic Identification and Authentication and its implementing guidelines; and submitted to the Government for promulgation a Resolution on the development of digital citizens;... in order to clearly define the scope, legal value, conditions of use, relevant technical standards and regulations, and legal responsibilities of entities when using VNeID in administrative, civil, commercial relations and other electronic transactions.

Develop and standardize operational procedures, coordination regulations, and overall monitoring mechanisms for the exploitation and use of VNeID in state agencies, organizations, and businesses. Implementation period: 2026 - 2027.

Furthermore, the Ministry of Public Security will lead and coordinate with ministries, ministerial-level agencies, and relevant organizations to adjust the architecture and comprehensively upgrade VNeID to meet requirements. Implementation timeframe: 2026-2030. Simultaneously, the digital utility ecosystem on VNeID will be expanded in a practical, convenient, and user-centric manner, ensuring effective fulfillment of the digital transaction needs of citizens, businesses, agencies, and organizations. Participation in the development, provision, and integration of digital services and utilities on VNeID will be encouraged and facilitated, diversifying resources, effectively combining public investment with public-private partnerships and other legitimate resources; ensuring compliance with legal regulations, state management requirements, information security and safety, and personal data protection. Implementation period: 2026 - 2030, with a vision to 2045.

Implement upgrades and expansions of technical and technological infrastructure to ensure development needs are met.

The Ministry of Public Security is reviewing and assessing the current state of the technical and technological infrastructure of the VNeID system and related systems to facilitate the deployment of upgrades and expansions towards a modern, synchronized, safe, stable, and flexibly scalable system that meets the requirements of rapid growth in the number of users, transactions, and component utilities, especially the increasing scope of integration and exploitation needs of VNeID in the period 2026-2030, with a vision to 2045.

Upgrading and expanding technical and technological infrastructure, including:

Upgrade and expand the capacity of the base station infrastructure and computing power to significantly increase concurrent processing capabilities and processing efficiency (including central processing capacity, distributed processing capacity, processing capacity for core services, and processing capacity for integrated services).

Complete contingency plans at multiple levels to ensure continuous operation and disaster recovery for the VNeID system.

Conduct periodic checks, drills, and tests of procedures for switching to backup systems, restoring services, and recovering data.

The technical infrastructure and technology for VNeID will be deployed using a multi-data center model, where the main center is inherited, upgraded, and expanded from the National Population Data Center, ensuring scalability, high availability, security, safety, and disaster recovery; meeting the needs of a population size (over 100 million people); integrating multiple component applications (Mini Apps), and providing multiple services.

Security and safety assurance; human resources and user support.

The Ministry of Public Security, in coordination with other ministries, agencies, and localities, will regularly ensure overall security and safety. Specifically: Review and comprehensively assess the current security status of VNeID and related systems; refine the model, principles, and architecture for ensuring overall security and safety. Implement comprehensive, multi-layered security and protection measures; establish data protection mechanisms throughout the entire process of connecting, collecting, transmitting, storing, processing, sharing, exploiting, backing up, and recovering data; supplement, upgrade, and improve network security monitoring systems, access monitoring, behavior monitoring, transaction monitoring, and early warning mechanisms for the VNeID system and related components. Regularly update and refine all plans, scenarios, incident response procedures, and security and safety testing for the VNeID system. Enhance organizational and human resource capacity, strengthen coordination mechanisms in the deployment, connection, and exploitation... Intensify communication and dissemination of digital security awareness to users, agencies, organizations, and participating businesses. Supplement and strengthen physical security layers using a multi-layered approach to ensure security of corridors and access to server rooms, security for personnel checks and anti-stalking, security of server room doors, and security inside server rooms...

The Ministry of Public Security, in coordination with other ministries, ministerial-level agencies, and relevant organizations, will regularly ensure sufficient human resources and user support. Specifically: Improving the management, operation, technical operation, and exploitation model of the VNeID system from the central to local levels; individuals, agencies, organizations, and businesses, with clear responsibilities, authority, focal points, and coordination mechanisms. Supplementing the system with sufficient qualified and competent dedicated and part-time personnel to effectively deploy, operate, and exploit the VNeID system at all units and localities. Organizing training for officials, civil servants, and personnel directly involved in managing, operating, and exploiting the system; providing training in legal knowledge, professional skills, usage skills, information security, personal data protection, and skills to support citizens and businesses during use. Establish mechanisms for technical support, operational support, and support for citizens and businesses in the process of integrating and utilizing VNeID; focusing on vulnerable groups, people in remote areas, and those with limited digital skills. Organize and implement communication and propaganda activities regularly, continuously, and in diverse forms, tailored to each target group, to enhance the ability of citizens, businesses, agencies, and organizations to utilize and understand VNeID; promote the role of grassroots forces, especially grassroots officials, in disseminating information, providing guidance, and resolving issues. Mobilize technology companies and relevant technology training academies and schools to collaborate with the Ministry of Public Security in researching, testing, and implementing innovative models for serving and providing VNeID services and utilities.

The Ministry of Public Security organizes periodic surveys, inspections, and evaluations of the situation and implementation results in appropriate ways, ensuring substance and effectiveness. It conducts preliminary and final reviews to draw lessons learned; promptly resolves difficulties and obstacles; and adjusts inappropriate content. Emphasis is placed on guiding and supervising implementation; and promptly rewarding and encouraging organizations and individuals with outstanding achievements and positive contributions.
