Delegates from copyright and related rights consulting organizations; representatives of several copyright and related rights holders (software companies, publishers, websites, etc.); representatives from several universities in the region; and media and press agencies participated in the conference.
Accordingly, the Law amending and supplementing a number of articles of the Law on Intellectual Property, passed by the 15th National Assembly at its 3rd session on June 16, 2022, and effective from January 1, 2023, includes amendments and additions in Chapter V on the Certificate of Registration of Copyright and Related Rights.

To implement the Law amending and supplementing a number of articles of the Law on Intellectual Property, on April 26, 2023, the Government issued Decree No. 17-2023/ND-CP detailing a number of articles and measures for implementing the Law on Intellectual Property regarding copyright and related rights; on June 2, 2023, the Minister of Culture, Sports and Tourism issued Circular No. 08/2023/TT-BVHTTDL stipulating the forms used in the registration of copyright and related rights.
According to Deputy Director of the Copyright Office Pham Thi Kim Oanh, in recent years, the field of copyright and related rights has received significant attention from society, especially as Vietnam implements its commitments on intellectual property in free trade agreements (FTAs) that it has negotiated, signed, or ratified. Therefore, the registration of copyright and related rights is increasingly being emphasized and supported by society.
At the conference, authorities in Ho Chi Minh City provided an overview of legal regulations on copyright and related rights; specialists from the copyright and related rights registration office introduced the procedures for registering copyright and related rights; and presented forms used in copyright and related rights registration activities and the work involved in registering copyright and related rights. Artists, playwrights, authors, and musicians in various fields such as theater, drama, music, dance, and folk art were encouraged to register their copyrights and received advice on protecting their intellectual property and that of their families.
