On January 21st, at the Soc Trang Provincial Police Department, acting on behalf of the Minister of Public Security, Major General Huynh Van Hai, Deputy Director of the Personnel and Organization Department of the Ministry of Public Security, announced the decision to transfer and appoint Colonel Tran Van Duong (born in 1973; from Binh Thuy District, Can Tho City), Deputy Director of the Can Tho City Police Department, to take up the position of Director of the Soc Trang Provincial Police Department.

Presenting the appointment decision to the new Director of the Soc Trang Provincial Police, Deputy Minister of Public Security Dang Hong Duc affirmed that this is a testament to the trust and recognition of the Ministry's leadership for Colonel Tran Van Duong's dedication and contributions to the cause of protecting national security and social order.
“After assuming his new duties and responsibilities, Comrade Tran Van Duong needs to continue to uphold his sense of responsibility, qualities, abilities, and work experience, unite with the Party Committee and leadership of the Soc Trang Provincial Police to leverage collective intelligence, advise the Party Committee and local government on ensuring security and order, and strive to excellently fulfill the political tasks assigned by the Central Party Committee of Public Security, the leadership of the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Soc Trang; while simultaneously creating a stable environment of security and order for the socio-economic development of the locality…” – Deputy Minister Dang Hong Duc emphasized.
In his acceptance speech, the new Director of the Soc Trang Provincial Police expressed his honor and joy at receiving the new responsibility; he hoped to receive the attention, assistance, and support of the leaders of the Ministry of Public Security, the local Party committee and government, and the leadership of the Soc Trang Provincial Police. He stated that he would be determined to successfully complete all assigned tasks; maintain political security and social order, build a clean and strong unit, and contribute to the socio-economic development of the locality…
