In order to ensure that the work of preventing and combating IUU fishing and overcoming the EC's "Yellow Card" recommendations in the province continues to be strengthened and is not affected or interrupted during the process of arranging the 2-level local government according to the Party and State's policy, which will come into operation from July 1, 2025, the Chairman of the Provincial People's Committee has given instructions on a number of contents.

Accordingly, the Department of Agriculture and Environment is required to direct its specialized agencies (directly the Sub-Department of Fisheries and Islands, the Provincial Fishing Port Management Board) based on legal regulations and assigned functions and tasks, to focus on implementing urgent and key tasks. Make a list of fishing vessels with expired fishing licenses/expired inspections and send it to the People's Committees of coastal districts, communes with fishing vessels and Border Control Stations and Stations in the coastal area to urgently review and notify each vessel owner to carry out inspections, issue/reissue fishing licenses according to regulations within the deadline of June 30, 2025 for 923 fishing vessels that have registered but have not yet issued or have expired fishing licenses and 487 fishing vessels with expired inspections according to the report of the Provincial Steering Committee for Combating IUU Fishing on June 19, 2025. At the same time, coordinate with the professional department of the Provincial Police to deploy vessel identification on the National Population Database platform according to the instructions and directions of the Ministry and the Central sector management agency.

The whole province has 923 fishing vessels registered but their fishing licenses have not been granted or have expired, and 487 fishing vessels have expired inspections.

Strictly implement the announcement of the list of fishing vessels at high risk of violating IUU fishing to the competent authorities and local authorities for coordination and control, resolutely not allowing fishing vessels that do not meet the conditions to participate in fishing activities at sea. Closely inspect and supervise the installation and dismantling of voyage monitoring equipment on fishing vessels (VMS). Organize a serious 24/7 on-duty team to operate the voyage monitoring system to verify and handle according to the correct procedures and regulations. Direct the implementation of support for satellite subscription service fees for fishing vessels to monitor the voyage of fishing vessels in the province according to Resolution No. 20/2024/NQ-HDND of the Provincial People's Council in a timely and proper manner. The Provincial Border Guard Command directed the coastal border guards to continue to strictly control fishing vessels entering and leaving ports. Review and arrange human resources to maintain operations in inter-sectoral organizations that carry out the task of combating IUU fishing established by competent authorities. Direct and assign the coastal border guards to coordinate with commune-level authorities and functional agencies to strengthen management, monitoring, and strictly control high-risk fishing vessels. Resolutely not to let the situation of fishing vessels and fishermen of the province violating illegal fishing in foreign waters recur.
