
Mr. Vo Xuan Luu's family (born in 1961, Hung Dao village, Cam Lac commune, Ha Tinh province) has a 2,300m2 plot of land with houses, gardens, and trees, expected to be within the clearance area for the high-speed railway project on the North-South axis.
Because the house was built a long time ago, Mr. Luu and his wife intended to renovate it and add an auxiliary building. Realizing this, the Hung Dao village committee and Cam Lac commune government came to discuss and inform Mr. Luu and his family about the high-speed railway project as well as the entire land area expected to be affected by the project. Moreover, his family is subject to resettlement.

Understanding the importance of the project, Mr. Luu agreed and signed a commitment not to build or expand houses or ancillary works on his family's land.
“My wife and I intended to renovate the house and plant some fruit trees in the garden, but the local government advised and encouraged us to stop because if we built or planted trees, when compensation for site clearance was paid, it would only be calculated as it is now, so we stopped,” Mr. Vo Xuan Luu shared.

Secretary of the Party Committee, Chairman of the People's Council of Cam Lac Commune, Bien Van Thuyet, said: The high-speed railway project on the North-South axis is expected to pass through Cam Lac Commune (merging 3 communes: Cam Minh, Cam Lac, Cam Son of the old Cam Xuyen District) with a length of 8.1 km, affecting 56.2 hectares of land of all kinds, and is expected to build 4 resettlement areas to serve the relocation of 100 households.
Based on the preliminary design documents in the project's pre-feasibility study report, the old Cam Xuyen district and the old communes have proactively reviewed and counted the volume of land acquisition and resettlement, the number of resettled households; at the same time, informed and propagated to the people about the project.
Immediately after the formation of the new commune, the locality continued to propagate, mobilize, and sign commitments with people within the project's affected area, especially not to build, expand works, or plant trees illegally while waiting for compensation for site clearance. People in the area expected to be affected by the project agreed and supported the project's implementation.

Meanwhile, the high-speed railway project on the North-South axis passing through Can Loc commune has a length of about 5 km, affecting the land of 80 households. At this time, Can Loc commune has established a Compensation Council for Land Acquisition and Disposal of the project and deployed information and propaganda work to the people, especially households expected to be affected by the high-speed railway.
"The locality, together with the village executive committee, is strengthening propaganda and information about the purpose and significance of the project. At the same time, filming and taking photos of the current status of houses, constructions, and crops to carry out compensation work for site clearance in accordance with regulations," said Tran Manh Son, Chairman of Can Loc Commune People's Committee.

According to the Ha Tinh Department of Construction, the high-speed railway project on the North-South axis passes through 18 communes and 5 wards of the province with a total length of about 103.42 km. On the section passing through Ha Tinh, there are 3 stations (2 passenger stations, 1 freight station).
The project is expected to affect 2,000 households, of which about 1,279 households will have to be resettled. The province will build 35 resettlement areas with a total area of about 87.4 hectares, with an estimated cost of about 1,100 billion VND. On August 19, Ha Tinh will start building the first resettlement area in Lien Vinh village, Ha Huy Tap ward. By October 2025, the remaining resettlement areas will be simultaneously built.


Deputy Director of the Department of Construction Le Anh Son said: Determining that compensation for site clearance is an important political task, at this time, localities in Ha Tinh are focusing on propaganda and mobilization work so that people understand and agree to hand over the site, contributing to speeding up the construction progress of the high-speed railway on the North-South axis.
Along with propaganda and mobilization of people, localities in Ha Tinh have also been recording the current status of land clearance boundaries to preserve and serve as evidence for compensation work, avoiding the situation where people intentionally build and illegally expand to "receive" project compensation.
“The province has determined that in the process of implementing the site clearance work for the high-speed railway project, units and localities must conduct a correct and complete inventory to ensure the rights of the people. However, in cases of fraud, taking advantage of compensation and taking advantage of state policies, the province will absolutely not compromise or compensate,” affirmed Deputy Director of the Department of Construction Le Anh Son.
