Districts and counties in Ho Chi Minh City will have regulations regarding the timeframe for out-of-district enrollment after completing in-district enrollment.
The 2023-2024 school year marks the first year that 100% of schools in Ho Chi Minh City will implement online enrollment for the first grade using the Department of Education and Training's common system. Therefore, the Ho Chi Minh City Department of Education and Training has clearly stipulated the enrollment timeline for each stage, including specific deadlines for registering for out-of-district enrollment in grades 1 and 6, if parents so desire.
According to the regulations on online primary school enrollment issued by the Ho Chi Minh City Department of Education and Training, from now until June 23rd, parents can use their children's identification code to access the system at https://tuyensinhdaucap.hcm.edu.vn to register for enrollment at schools in their residential area. When selecting a location (district, county, or Thu Duc City), parents must choose one of three criteria in the system: by permanent address; by temporary address (current residence); or by the current school.
Based on the data provided by parents, the local enrollment steering committees will arrange suitable school places for students. During the school placement process, in addition to the three localities of Thu Duc City, District 8, and Tan Binh District piloting the application of the education sector's GIS digital map for school placement (meaning students will be assigned to the school closest to their home, possibly regardless of administrative boundaries), other localities can use this for reference.
After completing the zoning process, the Department of Education and Training of Thu Duc City and the districts will update all results to the education sector's primary school enrollment system.
According to the enrollment timeline for the first grade, from July 20th to August 1st, after localities announce the enrollment results, if parents agree with the results, they need to confirm enrollment immediately on the system, and then proceed to submit the paper application directly to the school where their child has been admitted.
Students who are not admitted or who refuse admission based on the entrance exam results will register for the second round of admissions after August 1st, according to the district's enrollment plan for the first grade. The timeframe for this round of out-of-district admissions will be based on the enrollment plan of Thu Duc City and each district.
However, the Department of Education and Training leadership also instructed that in cases where parents disagree with the results of the 1st and 6th grade entrance exams conducted by the district/county's admissions steering committee, refuse to enroll their child in the assigned school, and continue to register for admission to other schools in the same locality or different localities, they should be aware that the child will no longer be on the school's allocated list. The school may remove the child's name from the list for a second round of supplementary admissions.
