The Ho Chi Minh City Department of Education and Training has instructed schools to extend the deadline for collecting tuition fees from students.
This year, schools are implementing fee collection regulations as stipulated in Resolution 04 of the Ho Chi Minh City People's Council, resulting in later payment notices compared to previous years. This forces parents to pay multiple fees simultaneously within a short period.

Although it's acknowledged that this is a fee that "will be paid later if not now," some parents believe that city-level regulations should be implemented as soon as possible to make it easier for parents to pay and for schools to collect the money. If it's all concentrated at one time, even though parents know their children's tuition is an expense they need to prepare for, it still creates a heavy burden and pressure.
Speaking with reporters from Thanh Nien Newspaper, school principals acknowledged that receiving tuition payment receipts at the current time is causing some difficulties for parents. However, one principal stated that issuing receipts is a regulation, but parents shouldn't worry about having to pay all at once, as the school provides staggered payment periods.
For example, at Nguyen Du Secondary School (District 1), Ms. Nguyen Doan Trang, the school principal, provided the following information regarding the schedule for issuing payment receipts: At the end of October, parents will receive the September payment receipt, and a week later the school will issue the October payment receipt. Starting from mid-November onwards, the school will issue receipts according to the actual month.
In addition, Ms. Trang affirmed: "Issuing payment receipts is a necessary task for the school, but we do not require parents to pay all the fees for all months at once. The school administration will instruct homeroom teachers and the finance department to inform parents that the payment period will be spread over a month to reassure them."
Similarly, Mr. Nguyen Anh Tuan, Principal of Le Van Tam Secondary School (Binh Thanh District), said that after the Binh Thanh District People's Committee issued guidelines on implementing the collection of fees, the school will hold a parent meeting at the end of October to discuss and approve the school's fees. At the beginning of November, the school will issue receipts for the fees as stipulated, such as boarding facility fees, boarding fees, electricity, water, and meal fees for September and October.
According to the principal of Le Van Tam Secondary School, parents can extend the deadline for paying tuition fees for their children until the beginning of December, giving them about 30 days to prepare.

Meanwhile, Ms. Luong Du Mai, Principal of Cach Mang Thang Tam Secondary School (District 10), informed that two weeks ago, the school issued receipts for tuition and meal fees for September. The payment period will extend until around November 10th, at which point the school will issue receipts for October. "To avoid overwhelming parents, the school has allocated about 20 days for parents to pay each month, rather than requiring a lump sum payment for all months their children have already attended," Ms. Mai said.
A leader from the Tan Binh District Department of Education and Training said that the unit has requested schools to issue tuition fee receipts on a monthly basis so that parents can proactively prepare their family finances , and not combine tuition fees for several months into one receipt and require payment all at once.
Regarding this issue, Mr. Le Hoai Nam, Deputy Director of the Ho Chi Minh City Department of Education and Training, said that this is the first year that Ho Chi Minh City is implementing Resolution 04. Therefore, districts, counties, and Thu Duc City must carefully consider and weigh the guidelines for revenue and expenditure for educational institutions to ensure they are most suitable to their local characteristics. "To avoid putting pressure on parents, the Ho Chi Minh City Department of Education and Training advises schools not to collect fees all at once or in a lump sum, and to spread out the collection process," the Department's leader emphasized.
