As a key area for natural disaster prevention, in order to proactively respond and minimize the damage caused by storm No. 5 in the area, Ngoc Son ward is focusing on closely monitoring the storm's developments, managing offshore vessels, directing and implementing the counting, guiding and ensuring the safety of vessels and vehicles operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters.
By 10:00 a.m. on August 24, 2025, all 405 boats, rafts, and sampans had returned to safe shelters. All boats and ships are strictly prohibited from operating at sea, absolutely no sleeping or living on boats, and no one is allowed to go to sea during a storm. Regularly check and count all vehicles that have returned to shelters of residential groups.
Review and implement safety measures for aquaculture activities at sea, estuaries, and along the coast; resolutely evacuate people on cages and aquaculture watchtowers to safe places before the storm directly affects them.

Actively drain water and prevent flooding for rice and crops in low-lying areas and areas at risk of flooding. Focus on drainage sluices to regulate water when there is high water level.
Organize to review and proactively prepare to deploy evacuation plans for people in areas at risk of deep flooding, especially at river mouths, coastal areas, and areas at risk of landslides. Arrange 24/7 staff on duty./.
