Police officers from Ngoc Son ward went from house to house assisting elderly people to reach safe shelters during the storm.

In Nam Sam Son ward, the ward police force, in coordination with other departments, conducted a review of households with single occupants and those with dilapidated or damaged houses, resolutely requesting them to relocate to safe areas, to relatives' homes, or to centralized housing according to the local government's relocation plan. On the night of August 24th, the Nam Sam Son ward police relocated 17 households, totaling 78 people, from the coastal area of ​​Thanh Minh neighborhood to temporary housing with relatives of families in safer locations.

At the centralized evacuation points, the ward police ensured that all essential living conditions were met for the residents, absolutely preventing anyone from going hungry or cold.

In Ngoc Son ward, the relocation of households along the coastal dike in Bac Chau neighborhood to safe areas was largely completed on the morning of August 25th. According to Lieutenant Colonel Le Ngoc Anh, Head of the ward's police force, 68 households with 204 people from Bac Chau and Yen Chau neighborhoods in Ngoc Son ward have been moved to safe areas by the ward police and related forces. In addition, the relocation of residents' belongings is also being carried out simultaneously to ensure security and order when the storm hits.

Around noon on August 25th, the storm moved inland from Thanh Hoa to northern Quang Binh (with the storm's center in Nghe An and Ha Tinh ). The Director of the Provincial Police Department instructed the police in coastal communes and wards of southern Thanh Hoa to continue reviewing and urgently organizing the evacuation of people in unsafe houses; and in low-lying areas near river mouths and coastlines at risk of flooding when the storm makes landfall, to ensure safe locations. They were also instructed to ensure logistical support, essential supplies, and accommodation for people at evacuation sites; and to prevent people from returning to their homes before the storm subsided.
