DJs usually play music in the area near the open windows of the bar.

On the evening of May 13th, DOPE CAFE (Saigon Ward, Ho Chi Minh City) posted an apology to residents and individuals for the noise generated during its operation that affected their lives and daily activities, following numerous complaints. The cafe acknowledged this as a serious issue.

During the operation of the open-air cafe model combining coffee and DJ services, the establishment did not properly control the volume and operating hours to suit the surrounding residential area.

To remedy the situation, the restaurant implemented several measures.

  • Proactively contact, inquire about, and work directly with affected households to listen to their opinions.
  • Stop playing music at high volume.
  • The volume will be adjusted within the permitted noise limit.
  • Proactively review and control the sound system to minimize its impact on the surrounding area.
  • Strengthen supervision and take direct responsibility during operation to ensure that noise pollution does not recur.

"We sincerely apologize for any inconvenience caused and thank everyone for their contributions, which have given the restaurant the opportunity to reflect, adjust, and improve," the restaurant wrote.

The cafe sells various types of tea and coffee, and attracts a large number of young customers who come to listen to the DJ in the evenings.

In recent days, this cafe has caused much controversy for playing loud music until 10 PM, despite being surrounded by many residential houses.

Furthermore, the noise puts strain on people's hearing and mental health. Many people report that after prolonged periods of deafening noise, their hearing has deteriorated significantly. Elderly people also face the hardship of prolonged insomnia. They have submitted a collective complaint to the local authorities.

According to Section 2 of QCVN 26:2025/BNNMT, the National Technical Standard on Noise, issued with Circular 01/2025/TT-BNNMT (effective from November 14, 2025), the maximum permissible noise level in Zone D (shopping malls, supermarkets, markets, restaurants, cafes, etc.) is 60 dBA between 6 PM and before 10 PM. Exceeding this permissible noise level may result in administrative penalties.
