For many years, the Vietnam People's Navy has always been the shock force, the core of the Ministry of National Defense in preventing and overcoming the consequences of natural disasters, catastrophes, and rescue. Implementing Resolution No. 689 dated October 10, 2014 of the Central Military Commission on preventing and overcoming the consequences of natural disasters, catastrophes, and rescue, over the past 10 years, the Navy has affirmed: Rescue, overcoming the consequences of natural disasters are political tasks, combat tasks in peacetime. Reporter Thu Lan interviewed Colonel Nguyen Van Bach, Deputy Commander, Chief of Staff of the Navy.

PV : Colonel Nguyen Van Bach, how has the Navy performed its tasks of preventing, combating and overcoming the consequences of natural disasters, catastrophes, and rescue?

Colonel Nguyen Van Bach : Clearly identifying this as a political task, a combat task in peacetime, in recent years, the Party Committee and the Navy Command have actively and seriously implemented the work of preventing, overcoming the consequences of natural disasters, and rescuing, helping people and helping fishermen go offshore.

The Navy regularly maintains strict forces and means on duty at ports and in sea areas, ready to perform the tasks of preventing, combating, and overcoming the consequences of natural disasters, catastrophes, and rescue; actively and proactively using forces and means to participate in rescue at sea; treating patients at sea, on islands, and on platforms; rescuing people in areas of natural disasters and floods; supporting and helping people prevent, combat, and overcome the consequences of storms, floods, seawater erosion, drought, saltwater intrusion, responding to oil spills and participating in preventing and fighting fires, explosions, and forest fires in the stationed area. In particular, search and rescue, prevention, combat, and overcoming the consequences of natural disasters have been closely linked with programs and projects, especially the "Vietnam Navy Program as a fulcrum for fishermen to go offshore and stick to the sea".

Every year, agencies and units in the Navy advise local Party committees and authorities on propaganda, building coordination regulations, participating in preventing, combating, overcoming consequences of natural disasters and search and rescue; building plans and coordination plans with local Party committees and authorities on preventing, combating, overcoming consequences of natural disasters, catastrophes, rescue and relief. The Navy has signed a program to coordinate propaganda on seas and islands with 63 provinces and cities and 16 agencies and units and has signed with 28 coastal provinces and cities, in which the content of helping people prevent, combat, overcome consequences of natural disasters, catastrophes, rescue and relief is always one of the focuses of these programs.

Reporter: What are the outstanding results of the Navy in performing the tasks of preventing, combating and overcoming the consequences of natural disasters, catastrophes, and rescue in recent times, Colonel?

Colonel Nguyen Van Bach: Over the past 10 years, the Navy has organized over 1,000 operations, mobilizing nearly 40,000 officers and soldiers and over 1,000 vehicles to participate in search and rescue, helping people prevent and combat natural disasters; guided and helped thousands of vehicles to take shelter from storms on islands in the Truong Sa archipelago, extinguished over 2,000,000 hectares of forest and effectively responded to oil spills in coastal areas.

Also in the past 10 years, the Service has directed units to organize 17 foreign search and rescue operations, mobilized 580 officers and soldiers, 20 ships, and 04 aircraft to participate in the rescue of foreign fishermen and ships. As a result, 23 foreigners in distress at sea and on islands were rescued (including 16 Filipino fishermen, 01 Chinese fisherman, 06 Russian crew members); rescued 09 vehicles (ships, boats) in distress at sea (03 cargo ships of Mongolian, Russian, Panamanian nationality; 06 Philippine boats); and also participated in the search and rescue of foreign ships in distress at sea of ​​nationalities (Korea, China, Philippines, Singapore, Myanmar...).

With the practical and specific actions mentioned above, the Navy has been and is truly a solid support for fishermen to go offshore and stick to the sea, contributing to clarifying the good qualities of Uncle Ho's soldiers and Navy soldiers in the new era.

PV : To achieve that result, how has the coordination between the Navy and relevant units been promoted in performing the tasks of preventing, combating and overcoming the consequences of natural disasters, catastrophes, and search and rescue, Colonel?

Colonel Nguyen Van Bach : To achieve the above results, in addition to the efforts to overcome difficulties of the units, the Navy always receives the attention and direction of the Head of the Ministry of National Defense, the General Staff, the National Committee for Natural Disaster Response and Search and Rescue, directly the Department of Search and Rescue, the General Staff on the work of preventing, combating and overcoming the consequences of natural disasters, search and rescue disasters. Specifically, every year the Department of Search and Rescue, the General Staff has professional instructions and guidance, in which specific tasks are assigned to the specialized centers of the service, organizing training courses for units in the entire service and localities in the stationed area; regularly paying attention to the work of building, training and fostering cadres doing rescue work in the units.

In the first 6 months of 2014 alone, we have had nearly 50 officers participate in training courses and professional training courses by the Department of Search and Rescue; regularly pay attention to directing the work of ensuring budget, means, and equipment for the service to participate in training and exercises to perform tasks of preventing and combating natural disasters, rescue and relief according to regulations. In addition to directing professional rescue and relief work, we regularly coordinate with the Navy in handling situations, especially rescue and relief situations on islands and the southern continental shelf of the Fatherland.

The Navy regularly carries out the guiding ideology in natural disaster prevention and control, which is "actively and proactively prevent, promptly respond, quickly and effectively overcome, in which prevention and avoidance are the main priorities"; in search and rescue, it is necessary to ensure quick mobility, good coordination, rescue people first, rescue vehicles later; flexibly apply the "4 on-site" motto: "On-site command, on-site forces, on-site materials and means, on-site logistics" to organize forces and means to search and respond quickly and promptly, minimizing damage to people and property of the State, the Army, the Navy and the People.

It can be said that in recent years, the results of the direction and coordination of the Rescue Department have been extremely great and close, allowing the Navy to achieve many encouraging achievements in performing the tasks of preventing, overcoming the consequences of natural disasters, rescue, and helping people. The Navy always identifies this as a key political task, a combat task in peacetime, and from there has determined to do a good job of educating , building the mettle, and determination for officers and soldiers in the entire service to always be ready to receive and complete all tasks well in all situations, regardless of the circumstances, when ordered to go.
