After the success of the August Revolution, on August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a Proclamation to the people and the world on the establishment of a new Government and announced the list of a 15-member national unity cabinet headed by President Ho Chi Minh.
On September 2, 1945, President Ho Chi Minh, on behalf of the provisional government, read the Declaration of Independence giving birth to the Democratic Republic of Vietnam, abolishing more than 1,000 years of feudalism, crushing nearly 100 years of colonial and fascist domination, opening a new era - an era of independence and freedom for the people and the country.
In the early days of the young revolutionary government, in a "critical" situation, under the leadership of the Party and beloved Uncle Ho, the Provisional Government focused on organizing, building, and consolidating the revolutionary government, fighting "internal and external enemies", and building and consolidating the country's potential; widely deploying the movements "Elimination of hunger" with "Rice jars to relieve hunger", the movement "Elimination of ignorance" with "Popular education", the "Golden Week" movement...; organizing the General Election to elect the National Assembly of the Democratic Republic of Vietnam on January 6, 1946.
On March 2, 1946, the first National Assembly at its first session established a 14-member coalition resistance government and on November 9, 1946, at its second session, approved the first Constitution of our country.
The Popular Education Movement and the Golden Week were urgently deployed right after the August Revolution.

Faced with the French colonialists' plot to invade our country once again, on the night of December 19, 1946, President Ho Chi Minh issued a call for national resistance, demonstrating the readiness to sacrifice and determination to protect the independence and freedom of the Vietnamese people.
Under the leadership of the Party, the Government and the people and soldiers of the whole country carried out "All-people resistance, all-round resistance", focusing on stabilizing people's lives while developing increasingly strong armed forces, winning important victories in the Viet Bac Campaign - Autumn-Winter 1947, the Border Campaign - Autumn-Winter 1950, the Winter-Spring Campaign 1953-1954..., leading to the historic victory of Dien Bien Phu "famous in five continents, shaking the world" on May 7, 1954, forcing the French colonialists to sit at the negotiating table at the Geneva Conference with our Government led by comrade Pham Van Dong, Deputy Prime Minister and Minister of Foreign Affairs, on ending the war and restoring peace in Indochina.
In order to sabotage the Geneva Agreement, the French colonialists and then the US imperialists had the ambition to divide our country and set up a puppet government in the South. Under the leadership of the Party and beloved President Ho Chi Minh, the Government focused on mobilizing the strength of the entire nation in conjunction with the strength of the times, simultaneously carrying out two strategic tasks of building socialism in the North and fighting for national liberation and national reunification in the South.

Thanks to the full promotion of the strength of the "three-pronged attack" of politics, military and diplomacy, we have achieved glorious victories such as the Tet Offensive of 1968, the Victory of "Dien Bien Phu in the Air 1972", and especially the Great Victory of Spring 1975 with the climax being the complete victory on April 30, 1975 of the historic Ho Chi Minh Campaign, completely liberating the South, reunifying the country after more than 20 years of division, and bringing the North and South together as one.
Under the direction of the Politburo, the Government negotiated and signed the Paris Agreement in 1973, aiming to end the war and bring peace to Vietnam and Indochina.
The victory at the Geneva Agreement negotiation table and then the historic victory on April 30, 1975 brought the country together, North and South reunited as one.

After the country was unified, at the First Session of the 6th National Assembly (1976), the country's name was decided to be the Socialist Republic of Vietnam. Under the leadership of the Party, the Government (from July 1981 to September 1992, the Council of Ministers) focused on directing the construction and development of the economy, overcoming the consequences of war, restoring production and business, while continuing to fight to firmly protect the border and fulfill the noble international duty of helping the Cambodian people escape the genocidal regime.
Faced with the stagnant state of the economy with a centralized management model, bureaucratic subsidies, and people's lives facing many difficulties, our Party and State have advocated innovation in economic management thinking with Directive 100 dated January 13, 1981 of the Secretariat, "Contract 10" according to Resolution 10 dated April 5, 1988 of the Politburo in agriculture and "3 plans " for the industrial and commercial sector according to Decision 25/CP dated January 21, 1981 of the Government Council on a number of policies and measures to promote the right to proactive production and business and financial autonomy for state-owned enterprises.
From a country with a shortage of food, Vietnam has become self-sufficient in food, started exporting rice after 1 year of implementing "Contract 10" and today has become one of the leading rice exporting countries in the world. These initial innovation results have contributed to changing the socio-economic situation, helping the country escape poverty, gradually forming and consolidating the arguments derived from practice on developing a socialist-oriented market economy.

The 6th National Congress of the Party (December 1986) opened a new era - the era of innovation, integration and development of the country. Under the leadership of the Party and the support of the National Assembly, the Council of Ministers (since October 1992, the Government) proactively and actively directed all levels, sectors and localities to carry out economic innovation with 3 pillars: eliminating bureaucracy and subsidies; developing a multi-sector, multi-ownership economy; and opening up and integrating with the outside world.

Vietnam has transformed from an aid-dependent, besieged, and embargoed economy into an open, dynamic economy, among the high-growth countries in the region and the world, among the top 15 countries attracting foreign investment and the top 20. the country with the largest trade volume in the world.
In particular, we have mobilized resources, focused on effectively implementing policies to ensure social security, social welfare, sustainable poverty reduction, and continuously improving the spiritual and material life of the people. Vietnam is considered a successful model in implementing the Millennium Development Goals (MDGs), completing the goal of hunger eradication and poverty reduction 10 years ahead of schedule.

Foreign affairs and international integration have been promoted comprehensively and extensively, inheriting and promoting the nation's tradition of peaceful diplomacy and Ho Chi Minh's diplomatic style of "being unchanging, responding to all changes" - harmoniously combining independence, autonomy, and strategic steadfastness with flexibility and adaptability in tactics, putting national and ethnic interests above all and first.
The foreign affairs scene has been constantly expanded; Vietnam joined the United Nations (1977), ASEAN (1995), signed the Vietnam - United States Trade Agreement (2000) and has so far signed and participated in 17 Free Trade Agreements (FTA); has diplomatic relations with nearly 200 countries; comprehensive partnerships, strategic partnerships or comprehensive strategic partnerships with 38 countries, including all 5 permanent members of the United Nations Security Council, making our country "never before had the foundation, potential, position and international prestige as today".

First of all, with the participation of the entire political system, the Government has focused on directing ministries, branches and localities to carry out a revolution in organizational apparatus, "reorganizing the country" with the spirit of streamlining the apparatus at the Central level; merging administrative units at the provincial and communal levels, ending the historical mission of the district level and organizing two-level local government.
After the reorganization and streamlining, the Government for the 2021-2026 term has 14 ministries, 3 ministerial-level agencies and 5 government agencies; 2-level local government with 34 provinces and cities and 3,321 communes, wards and special zones. At the same time, the transition from a management administration to a creative administration serving the people has initially operated stably and smoothly; administrative procedures are handled more quickly and conveniently, saving time and travel costs for people and businesses.
Continue to promote the construction, development and perfection of the three pillars of socialist democracy, the socialist rule of law state and the socialist-oriented market economy under the leadership of the Party, the management of the State and the supervision of the people. Thoroughly grasp the motto "resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from people and businesses", focus on directing the drastic implementation of breakthroughs in developing the socio-economic infrastructure system; strongly promote the construction and completion of key infrastructure projects on highways, airports, seaports, digital infrastructure, education, healthcare, and cultural infrastructure, etc.
In particular, urgently deploy the Lao Cai - Hanoi - Hai Phong high-speed railway project; focus on preparing for the construction of the North - South high-speed railway, urban railway in Hanoi and Ho Chi Minh City; Ninh Thuan 1 and 2 nuclear power plants. Developing the strategic infrastructure system has been a bright spot in recent years, contributing to changing the face of the country, opening up new development space. We will exceed the planned target of 3,000 km of expressway and 1,000 km of coastal road in 2025.

Throughout its 80-year glorious history, through many difficult, arduous and challenging periods, under the wise leadership of the Communist Party of Vietnam, the Government through its terms has always demonstrated a spirit of high determination, great efforts, and drastic actions, together with the people and soldiers of the whole country, achieving great and historic achievements in all fields.
From the practical operations of the Government, we can draw some valuable lessons:
(1) Firmly uphold the banner of national independence and socialism; the Government must consider this a prerequisite and a guiding principle in all activities.
(2) Taking the people as the root; the revolutionary cause is of the people, by the people and for the people; identifying the people and enterprises as the center and subject in all activities of the Government.

Resolutely fight against corruption, waste and negativity in the state administrative system and the whole society in accordance with the direction of the Central Steering Committee on preventing corruption, negativity and waste.
Eighty years of the Government - a journey, a goal with the spirit of solidarity, humanity, will, courage, confidence, aspiration; knowing how to value time, promote intelligence and decisiveness at the right time.
