The National Assembly discussed "investing" more than 700,000 billion VND in education and health care.

(Dan Tri) - The National Assembly's discussion of two national target programs on health and education will be broadcast live for voters nationwide to follow. The total investment capital for these two programs is more than 705,000 billion VND.

The 7th working week of the 10th session of the 15th National Assembly will begin on the morning of December 1. In the near-final working week of the session, the National Assembly will continue to discuss and approve many important contents.

In particular, the National Assembly will discuss a draft resolution on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health; Investment policy for the National Target Program on health care, population and development for the 2026-2035 period; Investment policy for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period.

These two issues were discussed all day on December 2 and were reported and broadcast live for people and voters nationwide to follow.

According to the Government's submission to the National Assembly, the total budget for implementing the National Target Program on health care, population and development for the 2026-2035 period is VND125,478 billion.

Of which, the 2026-2030 period is 88,635 billion VND (central budget 68,000 billion VND, local budget 20,041 billion VND). The total capital for the 2031-2035 period is expected to be 36,843 billion VND.

The general goal of the program is to improve people's physical and mental health, stature, longevity and quality of life; ensure that all people are managed and receive quality primary health care; people proactively take care of themselves and improve their health; limit diseases, prevent diseases early, from a distance, right at the grassroots level.

The national target program to modernize and improve the quality of education and training in the 2026-2035 period is expected to have a total investment capital of about VND580,133 billion, according to the Government's proposal.

Of which, the central budget capital is 349,113 billion VND (accounting for 60.2%), local budget capital is 115,773 billion VND (accounting for 19.9%) and counterpart capital of educational institutions is 89,073 billion VND (accounting for 15.4%). Other legally mobilized capital is expected to be 26,173 billion VND (accounting for 4.5%).

The program is implemented in two phases, of which the total capital for the 2026-2030 phase is at least VND 174,673 billion and VND 405,460 billion for the 2031-2035 phase.

The Government sets out the general goal of standardizing and comprehensively modernizing the education and training system, creating a fundamental and strong shift in the quality of education and training; expanding learning opportunities for all people, ensuring fairness in access to education and the right to lifelong learning.

Next, the working session on the morning of December 3 was also broadcast live on television and radio, reporting on the implementation of the Government members, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and the State Auditor General on the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

According to the agenda, the draft laws that will be discussed by the National Assembly in the hall this week include: Law amending and supplementing a number of articles of the Law on Geology and Minerals; Law on Digital Transformation; Law amending and supplementing a number of articles of the Law on Citizen Reception, Law on Complaints, and Law on Denunciation.

Another important content is that the National Assembly will discuss the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.

In addition, delegates will also discuss in the hall the work report for the 2021-2026 term of the President and the Government; the draft work report for the 15th term of the National Assembly; work reports for the 15th term of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, and the State Audit.

The 2021-2026 term work report of the Supreme People's Court and the Supreme People's Procuracy was also discussed this week.

During the 7th working week of the final session of the term, the National Assembly will vote to pass the Law on State of Emergency, the Law on Judicial Expertise (amended), the Law on Enforcement of Civil Judgments (amended), and the Law on amending and supplementing a number of articles of the Law on Judicial Records.
