The entire army is always ready for combat, grasps and accurately forecasts the situation, promptly advises the Party and State to flexibly and effectively handle situations, avoids being passive or surprised, firmly protects territorial sovereignty, and maintains security and order throughout the country.
Coordinate closely and in accordance with regulations in directing planning and training commune-level military commanders; propose plans to arrange and assign commune-level military officers in accordance with new task requirements; maintain and improve the effectiveness of the operations of permanent border militia posts associated with residential areas, border posts and stations; strengthen training and maintain the permanent militia fleet.
Directed tight, high-quality, safe tactical drills to meet the task of protecting the Fatherland in new conditions.
