The entire army is embracing innovation and applying digital transformation.

The Central Military Commission has set the goal of developing science, technology, innovation , and digital transformation in the military by 2030 to be among the leading groups nationally, with some areas reaching international standards; mastering strategic technology and digital technology, and enhancing self-reliance in the design, manufacture, improvement, and modernization of high-tech weapons and equipment. This includes developing strategic weapons, enhancing combat capabilities, accessing advanced global technologies, and conducting management, command, and control operations in a digital environment.

To successfully achieve this goal, agencies and units throughout the army, especially Party committees and commanders at all levels, must focus on leading and directing efforts to raise awareness, build political determination, and create a new momentum for the development of science, technology, innovation, and digital transformation. Implementing the above resolutions should be considered a top priority breakthrough in building a revolutionary, regular, elite, and modern army.

Agencies and units throughout the military are rapidly disseminating scientific and technological knowledge to officers, soldiers, and defense workers through newspapers, digital platforms, social networks, and other electronic means; making the " Digital Literacy Movement" regular and widespread; and striving for every officer and soldier to become a "digital soldier".

Simultaneously, agencies and units should urgently complete institutional frameworks; strengthen investment and improve infrastructure for science, technology, innovation, and digital transformation in the military. They should effectively implement the "Strategy for the Development of Military Communication Systems for the period 2021-2030, with a vision to 2045". Priority should be given to developing and utilizing high-quality human resources to meet the requirements of science, technology, innovation, and digital transformation in the military, in order to fulfill the requirements and tasks of national defense in the new situation.
