During his meeting with French President Emmanuel Macron, Prime Minister Pham Minh Chinh expressed his appreciation for the effective development of the Vietnam-France Strategic Partnership, in the context of the two countries celebrating 50 years of diplomatic relations (1973-2023) and 10 years of Strategic Partnership (2013-2023).
On December 2, 2023, on the occasion of attending the World Climate Action Summit within the framework of the 28th Conference of Parties to the United Nations Framework Convention on Climate Change (COP28), Prime Minister Pham Minh Chinh met with French President Emmanuel Macron.
At the meeting, Prime Minister Pham Minh Chinh expressed his appreciation for the effective development of the Vietnam-France Strategic Partnership, in the context of the two countries celebrating 50 years of diplomatic relations (1973-2023) and 10 years of Strategic Partnership (2013-2023). He also respectfully conveyed the warm greetings of General Secretary Nguyen Phu Trong and President Vo Van Thuong, and extended an invitation to the French President to visit Vietnam.
Prime Minister Pham Minh Chinh proposed that the two countries continue to strengthen cooperation and implement the contents agreed upon during the telephone conversation between General Secretary Nguyen Phu Trong and President Macron on October 20, 2023, especially promoting exchanges of high-level and other delegations, boosting cooperation in economics, security and defense, trade, investment, science and technology, education and training, innovation, digital transformation, green transformation, culture, and people-to-people exchanges. Prime Minister Pham Minh Chinh noted the harmonious connection between the two countries in terms of culture, architecture, and painting, and expressed Vietnam's desire for France to actively support Vietnam in the restoration and preservation of historical relics to contribute to promoting its cultural identity. On this occasion, the Prime Minister requested France to expedite the ratification process of the Vietnam-EU Investment Protection Agreement (EVIPA).
President Macron reiterated his positive impressions of Vietnam and its people, highly appreciating the prospects for bilateral relations and fully agreeing that both sides need to cooperate more effectively and comprehensively in all potential areas. He stated that he would send several ministers to visit Vietnam to exchange views and coordinate with Vietnamese partners to review and promote specific cooperation activities, especially in economics, trade, and investment. He also affirmed that the French government has a roadmap for ratifying the EVIPA. These will be good and thorough preparations for the President's visit in the near future. President Macron assessed cultural cooperation and people-to-people exchanges between the two countries as a highlight in bilateral relations and noted that France is very interested in plans to preserve cultural and historical relics in Vietnam.
President Macron welcomed and highly appreciated Vietnam's outstanding contributions and efforts in implementing the Political Declaration on the Partnership for a Just Energy Transition (JETP) and affirmed that the French Government will accompany and support Vietnam in this process.
On this occasion, both sides agreed to continue close cooperation in multilateral forums and exchange positions on international issues of common concern.
