To ensure the safety of people's lives during the third storm, especially to cope with floods on the Red River and Duong River, as of 6:00 a.m. on September 12, the People's Committee of Long Bien District, Hanoi, had evacuated 1,055 people from dangerous areas to safe temporary shelters.

Vice Chairman of Long Bien District People's Committee Vu Xuan Truong said that when the water level of the Red River and Duong River reaches alert level 3, the district is expected to have to evacuate about 917 households with 3,345 people (Ngoc Thuy 457 households, 1,645 people; Ngoc Lam 10 households, 35 people; Long Bien 250 households, 925 people; Cu Khoi 200 households, 740 people). The District's Steering Committee for Natural Disaster Prevention and Search and Rescue has directed the People's Committees of wards to continue to review and immediately evacuate households in flooded and dangerous areas when additional situations arise. At the same time, the district requires all levels and sectors to uphold their sense of responsibility, closely monitor the developments of storms and floods; mobilize the participation of the entire political system and people; deploy response according to the "4 on-site" motto in a practical manner according to assigned tasks and authorities, not to be passive or surprised by situations; ensure the health and safety of people and minimize damage to people's and state's property.
In addition, units promptly support households in difficult circumstances, the elderly, the lonely, the sick, poor households, and policy families; promptly provide food, provisions, and other essential items when necessary; determined not to let anyone go hungry or cold, and not to leave anyone behind.
