In recent times, counterfeit goods, imitation products, and goods infringing intellectual property rights have negatively impacted the lives and health of the people and affected the development of many manufacturers and businesses. Therefore, the management and control of product and goods quality need to continue to be given attention.
To ensure product quality, businesses must first establish clear standards and regulations applicable to their products and goods; and simultaneously monitor and control quality at each stage of production. Standardizing production processes and responding to potential problems helps to minimize errors and defects that could affect quality upon completion and distribution in the market. Currently, many businesses in the province are developing their own internal standards and applying national and international standards and regulations in their production and business activities to meet the requirements of consumers and partners, and enhance their competitiveness in the market. In the first nine months of 2023, the Department of Science and Technology issued 20 notices of conformity and 18 notices of compliance with standards for products and goods manufactured by businesses in the province.
As a garment manufacturing company, Regina Miracle International Hung Yen Co., Ltd. (Pho Noi Textile and Garment Industrial Park) has proactively implemented the 7S standard (Sorting, Setting in order, Cleaning, Standardizing, Sustaining, Safeguarding, and Saving) to create a safe and efficient working environment. Product and goods quality control is a top priority for the company, utilizing a digital quality control system that checks 100% of manufactured products. Quality control is conducted throughout the entire process, from start to finish. Notably, the company uses a metal detector system to ensure no metal is present in products during distribution, thus protecting consumer health. Furthermore, the company has invested in a magnetic tag system attached to each product package to monitor productivity and quality; and manages production centrally through a green-red indicator light system to alert the central management system about product congestion. This helps to better control production activities in the workshops and ensures the quality and safety of the finished products.
Along with the proactive efforts of businesses, functional agencies at all levels have strengthened the management and control of product quality through inspection, examination, and quality surveys. In the first nine months of 2023, the Inspectorate of the Department of Science and Technology conducted four inspections on standards, measurement, and quality at 58 organizations and individuals operating in production and business sectors such as: gasoline and oil; electricity and electronics; animal feed production; food production and processing, etc. In addition, each year, the Sub-Department of Standards, Measurement and Quality (Department of Science and Technology) regularly conducts inspections and surveys on standards, measurement, and quality for hundreds of organizations and individuals producing and trading in the province. The inspection, examination, and quality survey work focuses on contents such as: the publication and application of standards and regulations; product and goods quality according to regulations; ensuring measurement in production and business; Product labeling... In addition to rapid testing of certain quality indicators, inspection and survey teams from the Department of Science and Technology also conduct random sampling of products and goods for testing at testing centers to specifically and accurately assess quality. This allows for the timely detection, handling, and correction of violations, while also promoting awareness among organizations and individuals regarding product quality assurance during production and business operations.
In addition to specialized inspections by the Department of Science and Technology, the quality control of products and goods circulating in the market is also regularly carried out by market management forces and the police. Every year, hundreds of cases of violations related to the trading of goods are detected and handled in the province, with the main violations being: trading goods without clear origin; trading goods suspected of being smuggled; and trading goods that infringe on industrial property rights.

Therefore, in recent times, the Department of Science and Technology has organized many activities to advise, guide, and support businesses in applying scientific and technical advancements and quality management systems. In addition, the department's inspection and monitoring work has also been strengthened. In the future, the Department of Science and Technology will continue to implement solutions to improve the effectiveness and efficiency of coordination in inspecting and monitoring product and goods quality between specialized agencies and specialized forces such as market management, customs, and police, and between provincial and district-level units, thereby contributing to a healthier market and ensuring the legitimate rights and interests of producers and consumers.
